【摘要】：建設(shè)項目開發(fā)風(fēng)險管理具有高風(fēng)險性。隨著我國企業(yè)對固定資產(chǎn)投資力度不斷加大,這些開發(fā)企業(yè)逐步意識到對固定資產(chǎn)投資項目進行風(fēng)險管理很有必要。因此,對建設(shè)項目進行風(fēng)險管理研究,有利于降低企業(yè)投資成本,減少風(fēng)險發(fā)生的概率。本文的研究目標(biāo)在于綜合運用項目管理理論知識,用項目風(fēng)險管理的理論與方法,討論項目風(fēng)險管理的理論和方法在實踐中的具體應(yīng)用問題。本文的研究內(nèi)容是：文章首先詳細(xì)闡述項目投資中有關(guān)風(fēng)險管理的理論；其次,對本項目建設(shè)的背景、必要性、建設(shè)條件、實施進度及市場情況等進行深入分析；在此基礎(chǔ)上,對該項目開發(fā)過程中所遇到的各種風(fēng)險進行識別,找出影響該項目開發(fā)的主要風(fēng)險因素：然后運用不確定性分析方法對各個階段的風(fēng)險因素進行評估；最后,針對各個風(fēng)險狀況,提出風(fēng)險處理方案及監(jiān)控措施,并對本項目的風(fēng)險管理進行總結(jié),對項目風(fēng)險管理的未來發(fā)展做出展望。本文主要采用文獻(xiàn)閱讀與實地考察相結(jié)合、定性與定量相結(jié)合和規(guī)范分析法。本文通過分析得出以下結(jié)論：第一,年產(chǎn)30萬噸飼料廠建設(shè)項目在投資決策階段中所存在的主要風(fēng)險是財務(wù)風(fēng)險,經(jīng)過財務(wù)可行性評估得出該階段的財務(wù)風(fēng)險可以得到控制。第二,年產(chǎn)30萬噸飼料廠建設(shè)項目在土地獲取階段所存在的主要風(fēng)險是融資風(fēng)險及征地和原住戶安置風(fēng)險,利用專家打分法進行風(fēng)險評估,得出該階段需實行重點控制的風(fēng)險有融資風(fēng)險及征地和原住戶安置風(fēng)險等,并提出控制這些風(fēng)險的各種措施。第三,年產(chǎn)30萬噸飼料廠建設(shè)項目在建設(shè)階段存在的主要風(fēng)險是施工工期風(fēng)險、設(shè)計變更風(fēng)險、施工條件和價格變更等方面帶來的成本風(fēng)險、人員素質(zhì)、材料質(zhì)量和施工技術(shù)帶來的質(zhì)量風(fēng)險,利用專家打分法進行風(fēng)險評估,得出該階段需實行重點控制的風(fēng)險有進度拖延、設(shè)計變更、質(zhì)量達(dá)不到要求等,并提出這些風(fēng)險控制的措施。
[Abstract]:Construction project development risk management has high risk. With the increasing of investment in fixed assets, these enterprises gradually realize that it is necessary to manage the risk of investment projects in fixed assets. Therefore, the research on risk management of construction project is beneficial to reduce the investment cost and reduce the probability of risk. The purpose of this paper is to use the theory and method of project risk management to discuss the application of the theory and method of project risk management in practice. The research contents of this paper are as follows: firstly, the paper elaborates the theory of risk management in project investment; secondly, the background, necessity, construction condition, implementation progress and market situation of the project construction are deeply analyzed. On this basis, the paper identifies the various risks encountered in the development of the project, finds out the main risk factors that affect the development of the project, and then uses the uncertainty analysis method to evaluate the risk factors in each stage; Finally, according to each risk situation, the paper puts forward the risk treatment scheme and monitoring measures, summarizes the risk management of the project, and makes a prospect for the future development of the project risk management. This paper mainly adopts the combination of literature reading and field investigation, qualitative and quantitative analysis and normative analysis. The main conclusions of this paper are as follows: firstly, the main risk in the investment decision-making stage of the construction project with annual production of 300000 tons feedstock plant is financial risk, which can be controlled through the financial feasibility evaluation. Second, the main risks in the land acquisition stage of the construction project with an annual production of 300000 tons of feedstock are financing risk, land requisition and original household resettlement risk, and the risk assessment is carried out by using the expert scoring method. It is concluded that the key risks to be controlled in this stage are financing risk, land requisition and original household rehousing risk, and various measures to control these risks are put forward. Third, the main risks in the construction phase of the construction project with an annual production of 300000 tons of feedstock are the risks of construction duration, the risk of design changes, the cost risks brought by changes in construction conditions and prices, and the quality of personnel. The quality risk caused by material quality and construction technology is assessed by using expert scoring method. It is concluded that the risk that needs to be controlled in this stage is delayed in progress, design changes, and the quality is not up to the requirements, etc. And put forward these risk control measures.
