蓬萊經(jīng)濟開發(fā)區(qū)污水管網(wǎng)鋪設(shè)項目建設(shè)期成本控制研究

【摘要】:近年來,蓬萊經(jīng)濟開發(fā)區(qū)憑借良好的區(qū)位優(yōu)勢,發(fā)展迅速。206國道、金創(chuàng)路、廣州路、北京路、天津路等主干道橫貫東西,銀川路、上海路、南寧路、昆明路等連接南北,主干路網(wǎng)已基本建成,整個區(qū)域內(nèi)拉開了大的發(fā)展構(gòu)架。隨著規(guī)模的不斷擴大、大型企業(yè)的進駐,基礎(chǔ)設(shè)施如供水、供電、交通等均有較大發(fā)展,唯有排污設(shè)施嚴(yán)重落后于城市發(fā)展,造成環(huán)境惡化,制約了城市經(jīng)濟的進一步發(fā)展,與城市發(fā)展目標(biāo)極不協(xié)調(diào),因此加快排污設(shè)施建設(shè)是十分必要的。蓬萊經(jīng)濟開發(fā)區(qū)污水管網(wǎng)鋪設(shè)項目于2014年10月開工,工期為1年,鋪設(shè)范圍為西起芝山路,東至昆明路,北到海濱路,南至南王工業(yè)園及206國道,共鋪設(shè)污水管線45.97km,收集轄區(qū)內(nèi)全部污水。本文通過掙值法、文獻查閱法、調(diào)研法,針對蓬萊經(jīng)濟開發(fā)區(qū)污水管網(wǎng)鋪設(shè)項目存在的問題,就項目成本控制的原則、對象、內(nèi)容、環(huán)節(jié)、控制的組織與實施、成本的降低途徑和成本考核等進行論述。對項目成本控制的理論及應(yīng)用進行研究,并提出進行項目成本控制的基本思想。在項目實施過程當(dāng)中要達到預(yù)定的成本目標(biāo),應(yīng)采取有效措施,對費用進行控制、對項目成本的趨勢進行分析和預(yù)測,保證項目控制目標(biāo)的實現(xiàn)。同時結(jié)合污水管網(wǎng)項目建設(shè)工程實際,將掙值理論應(yīng)用到實際工程項目的成本控制當(dāng)中,以達到良好的經(jīng)濟和社會效益,同時為同類型建筑施工項目的成本控制提供借鑒和參考。本文在內(nèi)容安排上,共分為以下七個部分:第一部分為引言;第二部分為項目成本管理相關(guān)理論概述;第三部分為蓬萊經(jīng)濟開發(fā)區(qū)污水管網(wǎng)鋪設(shè)項目概況;第四部分為項目建設(shè)期實際成本計算及偏差分析;第五部分為污水管網(wǎng)鋪設(shè)項目成本控制存在的問題,探究形成的原因;第六部提出針對該項目的成本控制的對策建議;第七部分為結(jié)論與展望。
[Abstract]:In recent years, Penglai Economic Development Zone has developed rapidly by virtue of its favorable geographical advantages. The main roads, such as 206 National Road, Jinchuang Road, Guangzhou Road, Beijing Road, Tianjin Road and so on, cross the east and west, Yinchuan Road, Shanghai Road, Nanning Road, Kunming Road and so on. Trunk road network has been basically completed, the entire region has opened a large development framework. With the continuous expansion of scale and the presence of large enterprises, the infrastructure such as water supply, power supply, transportation and so on has been greatly developed. Only sewage facilities lag behind the urban development seriously, resulting in the deterioration of the environment, which restricts the further development of the urban economy. Therefore, it is necessary to speed up the construction of sewage facilities. The sewerage pipe network laying project of Penglai Economic Development Zone started in October 2014, with a construction period of one year. The scope of the sewerage pipeline is from west to Chishan Road, east to Kunming Road, north to Haibin Road, south to Nanwang Industrial Park and 206 National Road, with a total of 45.97 km of sewage pipeline laid. Collect all the sewage in the area. In this paper, by means of earned value method, literature reference method and investigation method, aiming at the problems existing in the laying project of sewage pipe network in Penglai Economic Development Zone, the principles, objects, contents, links, control organization and implementation of project cost control are discussed. The way of cost reduction and cost assessment are discussed. This paper studies the theory and application of project cost control, and puts forward the basic idea of project cost control. Effective measures should be taken to control the cost, analyze and forecast the trend of the project cost, and ensure the realization of the project control goal. At the same time, combined with the actual construction project of sewage pipe network project, the earned value theory is applied to the cost control of the actual project in order to achieve good economic and social benefits. At the same time for the same type of construction project cost control to provide reference and reference. The content of this paper is divided into seven parts: the first part is the introduction, the second part is the overview of the project cost management theory, the third part is the general situation of the sewage pipe network laying project in Penglai Economic Development Zone. The fourth part is the actual cost calculation and deviation analysis in the construction period of the project, the fifth part is the problems existing in the cost control of the sewage pipe network laying project, and the reasons for the formation are explored. The sixth part puts forward the countermeasures and suggestions for the cost control of the project, and the seventh part is the conclusion and prospect.
