【摘要】：目前,我國基礎(chǔ)建設(shè)開展如火如荼,快速的發(fā)展使得我國跨入大興土木階段,規(guī)模大、科技含量高、施工難度大的項目越來越多。但應(yīng)與之配套的管理卻未見提升,帶來的最顯著的問題就是安全質(zhì)量問題。在建筑工程中,安全質(zhì)量管理人員通常是直接面對施工現(xiàn)場,一個優(yōu)秀的安全質(zhì)量管理人員,能夠在面對各種風(fēng)險因素時做出合理評價,用科學(xué)、先進(jìn)的管理手段和方法制定預(yù)防和控制事故發(fā)生的措施,能夠合理的控制建筑產(chǎn)品的施工質(zhì)量。但是目前,很多建筑工程的企業(yè)還很難達(dá)到專業(yè)的水平來解決自身施工過程中出現(xiàn)的安全質(zhì)量管理問題。本文針對目前我國建筑工程企業(yè)安全質(zhì)量管理的問題,結(jié)合建筑工程安全質(zhì)量原理和勝任力相關(guān)理論,通過專家小組的分析運(yùn)用層次分析法確定勝任力評價模型指標(biāo),并建立了建筑企業(yè)的安全質(zhì)量管理人員勝任力評價模型,以問卷調(diào)查形式對全國范圍內(nèi)北京等四個地區(qū)的建筑施工企業(yè)場地的安全質(zhì)量管理人員進(jìn)行調(diào)查。收集調(diào)查數(shù)據(jù)并利用SPSS軟件對數(shù)據(jù)進(jìn)行統(tǒng)計處理,在對數(shù)據(jù)的可信度進(jìn)行驗證后,分析所建立的勝任力模型的有效性。最后根據(jù)搜集的數(shù)據(jù),分別對評價個體特征如個人的工作年限時間、個人的學(xué)歷水平、當(dāng)前的個人職稱等方面分析安全質(zhì)量管理人員績效的影響。本研究的結(jié)論對建筑企業(yè)安全質(zhì)量人員的選聘和績效評估、安全質(zhì)量管理人員勝任力標(biāo)準(zhǔn)及資格標(biāo)準(zhǔn)制定,以及相關(guān)的崗位人員培訓(xùn)、安全質(zhì)量管理人員專業(yè)化等方面的發(fā)展提供了可參考的依據(jù),具有重要的應(yīng)用價值。并針對建設(shè)工程安全質(zhì)量管理中如何提高管理人員勝任力水平,提出了建議和措施。
[Abstract]:At present, the infrastructure construction in our country is in full swing, and the rapid development has made our country step into the stage of great construction, with large scale, high science and technology content, and more difficult construction projects. However, the corresponding management has not been improved, the most obvious problem is safety quality. In the construction project, the safety quality management personnel usually face the construction site directly, an excellent safety quality management personnel, can make the reasonable appraisal in the face of various risk factors, uses the science, Advanced management methods and measures to prevent and control accidents can reasonably control the construction quality of construction products. But at present, many construction engineering enterprises are still difficult to reach the professional level to solve the problems of safety and quality management in their own construction process. Aiming at the problem of safety quality management of construction engineering enterprises in our country at present, combined with the theory of safety quality of construction engineering and relevant theory of competence, this paper determines the competency evaluation model index by the analytic hierarchy process (AHP) through the analysis of expert group. The competency evaluation model of safety and quality management personnel in construction enterprises is established, and the safety and quality management personnel of construction enterprises in four regions of China are investigated by questionnaire survey. The data are collected and processed by SPSS software. After the reliability of the data is verified, the validity of the competency model is analyzed. Finally, according to the collected data, this paper analyzes the impact of safety and quality management personnel performance on the evaluation of individual characteristics, such as individual working life, individual education level, current personal professional title and so on. The conclusion of this study is the selection and performance evaluation of safety quality personnel in construction enterprises, the establishment of competency standards and qualification standards for safety quality management personnel, and the training of relevant post personnel. The development of safety quality management personnel provides reference basis and has important application value. Suggestions and measures on how to improve the competence of managers in construction engineering safety quality management are put forward.
