某公司氯堿工程EPC合同模式下的風(fēng)險(xiǎn)管理研究

【摘要】:隨著國(guó)內(nèi)化工行業(yè)進(jìn)入結(jié)構(gòu)性調(diào)整階段,國(guó)家加大對(duì)化工行業(yè)節(jié)能減排的推動(dòng),氯堿行業(yè)也進(jìn)入了去產(chǎn)能和轉(zhuǎn)型升級(jí)的關(guān)鍵時(shí)期,氯堿企業(yè)亟需通過(guò)節(jié)能改造,降低能耗,降低運(yùn)行成本來(lái)提升經(jīng)濟(jì)效益和社會(huì)效益。在激烈的市場(chǎng)競(jìng)爭(zhēng)環(huán)境下,以較小的投入將產(chǎn)品盡快投入市場(chǎng),在利益最大化驅(qū)動(dòng)下,傳統(tǒng)項(xiàng)目管理模式的工期過(guò)長(zhǎng),前期投入人力資源過(guò)多的缺點(diǎn)顯然已不能滿(mǎn)足業(yè)主的需求,而EPC合同模式有效解決了這些矛盾,業(yè)主只需要對(duì)項(xiàng)目的功能、工期提出要求,選擇一個(gè)合適的工程總承包商即可,可以將更多的精力放在產(chǎn)品前期論證和后期市場(chǎng)運(yùn)營(yíng)上,并且能將大部分風(fēng)險(xiǎn)轉(zhuǎn)移給了總承包商。因此,EPC合同模式為越來(lái)越多的業(yè)主所接受。藍(lán)星北化機(jī)作為國(guó)內(nèi)唯一集研發(fā)、設(shè)計(jì)、制造、維修和改造為一體,提供成套氯堿工程服務(wù)的專(zhuān)業(yè)化公司,擁有良好的技術(shù)資源優(yōu)勢(shì),在巨大的市場(chǎng)商機(jī)下,積極開(kāi)拓EPC工程總承包業(yè)務(wù),與時(shí)俱進(jìn),迎合客戶(hù)需求,為客戶(hù)創(chuàng)造價(jià)值的同時(shí),提升自身的市場(chǎng)競(jìng)爭(zhēng)力。但EPC合同模式下,總承包商承擔(dān)了大部分的風(fēng)險(xiǎn),對(duì)總承包商的項(xiàng)目管理能力,尤其是對(duì)風(fēng)險(xiǎn)控制能力要求比較高。本論文立足于藍(lán)星北化機(jī)的實(shí)際情況,在對(duì)EPC合同模式的特點(diǎn)、優(yōu)勢(shì)、劣勢(shì)和風(fēng)險(xiǎn)管理理論進(jìn)行系統(tǒng)分析的基礎(chǔ)上,用SWOT態(tài)勢(shì)分析法對(duì)公司的優(yōu)勢(shì)、劣勢(shì)、機(jī)會(huì)和威脅進(jìn)行分析,歸納總結(jié)文獻(xiàn)資料,對(duì)公司項(xiàng)目相關(guān)人員進(jìn)行訪(fǎng)談,初步總結(jié)出氯堿工程EPC合同模式下存在的主要風(fēng)險(xiǎn),并參考項(xiàng)目風(fēng)險(xiǎn)五維分解法,從因素維、時(shí)間維和環(huán)境維將風(fēng)險(xiǎn)進(jìn)行三級(jí)分解,形成風(fēng)險(xiǎn)清單。在此基礎(chǔ)上,進(jìn)行風(fēng)險(xiǎn)問(wèn)卷調(diào)查,調(diào)查人員涵蓋公司與項(xiàng)目相關(guān)的不同部門(mén)不同級(jí)別。對(duì)調(diào)查結(jié)果進(jìn)行排序,得出排名前十的風(fēng)險(xiǎn)因素,征對(duì)這十個(gè)風(fēng)險(xiǎn)因素產(chǎn)生原因進(jìn)行分析,分析它們之間的內(nèi)在聯(lián)系,并提出風(fēng)險(xiǎn)應(yīng)對(duì)措施。最后通過(guò)案例分析進(jìn)一步證實(shí)風(fēng)險(xiǎn)管理在藍(lán)星北化機(jī)氯堿工程EPC工程總承包項(xiàng)目中的必要性。
[Abstract]:With the domestic chemical industry entering the stage of structural adjustment, the state has increased the promotion of energy saving and emission reduction in the chemical industry, and the chlor-alkali industry has entered a critical period of capacity removal and transformation and upgrading. The chlor-alkali enterprises need to improve economic and social benefits by energy saving transformation, reducing energy consumption and operating costs. Under the circumstance, the product is put into the market as soon as possible with a small investment. Driven by the maximization of benefits, the traditional project management mode has a long construction period, and the shortcomings of excessive input of human resources in the early stage obviously can not meet the needs of the owners. The EPC contract mode is accepted by more and more owners. As the only set of R&D, design, manufacture, maintenance and renovation in China, Lanxing Beihua Machine is the only one. The professional company which provides complete chlor-alkali engineering services has good technical resources advantages. Under the huge market opportunities, the general contractor actively develops EPC engineering contracting business, keeps pace with the times, caters to customer needs, creates value for customers, and promotes its own market competitiveness. However, under the EPC contract mode, the general contractor undertakes most of it. Based on the actual situation of Blue Star Northern Chemical Machine, this paper analyzes the characteristics, advantages, disadvantages and risk management theory of EPC contract model, and uses SWOT situation analysis method to analyze the company's strengths, weaknesses, opportunities and risks. Threat analysis, summary of literature, interviews with relevant personnel of the company project, preliminary summary of the main risks in the EPC contract model of chlor-alkali project, and reference to the project risk five-dimensional decomposition method, from the factor dimension, time dimension and environmental dimension of the risk of three-level decomposition, the formation of a risk list. Questionnaire survey, the investigators cover the company and the project related departments of different levels. Ranking the results of the survey, the top ten risk factors were obtained, the causes of these ten risk factors were analyzed, the internal links between them were analyzed, and the risk response measures were proposed. Finally, through case analysis to further confirm the wind. The necessity of risk management in the EPC project of LAN-STAR chlor alkali engineering.
