臨近輸油(氣)管線的基礎(chǔ)設(shè)施管網(wǎng)規(guī)劃研究

【摘要】:城市基礎(chǔ)設(shè)施管網(wǎng)是現(xiàn)代城市基礎(chǔ)設(shè)施的重要組成部分,主要包括給水管、雨水排水管、污水排水管、燃?xì)夤、熱力管、通信管和電力管。各類管網(wǎng)是現(xiàn)代城市維持生存和發(fā)展的重要物質(zhì)基礎(chǔ),俗稱城市“生命線”。城市基礎(chǔ)設(shè)施管網(wǎng)關(guān)系現(xiàn)代城市經(jīng)濟(jì)和社會(huì)的安全發(fā)展、健康發(fā)展和可持續(xù)發(fā)展。管道運(yùn)輸是現(xiàn)代社會(huì)五大運(yùn)輸方式之一,其它的還有鐵路、公路、水運(yùn)和航空運(yùn)輸。廣泛應(yīng)用于電力、冶金、石油、化工等行業(yè),和城市燃?xì)饧肮嵯到y(tǒng)中。管道運(yùn)輸是油(氣)運(yùn)輸?shù)氖走x方案,對(duì)社會(huì)發(fā)展起著重大作用。其中,油(氣)長(zhǎng)輸管線是一個(gè)龐大復(fù)雜的系統(tǒng),涉及儲(chǔ)運(yùn)介質(zhì)、儲(chǔ)運(yùn)工藝、第三方以及管理等多方面的風(fēng)險(xiǎn)因素。隨著我國改革開放的不斷深入和提高,地區(qū)城市化的進(jìn)程逐漸加快。根據(jù)社會(huì)和經(jīng)濟(jì)發(fā)展的需要,國內(nèi)長(zhǎng)途輸油(氣)管線的規(guī)劃建設(shè)迅速擴(kuò)大,相關(guān)管線穿越地區(qū)和城市的情況越來越多,呈現(xiàn)必然化和常態(tài)化的趨勢(shì)。這勢(shì)必造成輸油(氣)管線對(duì)城市規(guī)劃形成新的挑戰(zhàn),尤其對(duì)現(xiàn)代城市基礎(chǔ)設(shè)施管網(wǎng)規(guī)劃提出新的研究課題。另外由于在建設(shè)過程中的復(fù)雜性和特殊性,造成輸油(氣)管線在穿越現(xiàn)代城市建設(shè)區(qū)或城市規(guī)劃區(qū)過程中對(duì)所有影響因素考慮不盡全面,這必然提高臨;芫城市基礎(chǔ)設(shè)施管網(wǎng)規(guī)劃的管理難度。而且近年來,在我國發(fā)生的幾次重大的輸油(氣)管線事故對(duì)國家和相應(yīng)地區(qū)經(jīng)濟(jì)造成了重大損失,給相應(yīng)管理者敲響了警鐘,所以國務(wù)院在2015年將長(zhǎng)途輸油(氣)管線的運(yùn)行安全問題列入全國安全生產(chǎn)重點(diǎn)工作。這些問題使得關(guān)于臨近輸油(氣)管線的城市基礎(chǔ)設(shè)施管網(wǎng)規(guī)劃問題的研究變得非常重要,極為迫切。本文主要以大連市開發(fā)區(qū)為例,針對(duì)在城市規(guī)劃中,臨近輸油(氣)管線的城市基礎(chǔ)設(shè)施管網(wǎng)規(guī)劃展開研究。首先從大連市開發(fā)區(qū)臨近長(zhǎng)輸油(氣)管線的城市基礎(chǔ)設(shè)施管網(wǎng)與輸油(氣)管線的安全普查出發(fā),以現(xiàn)狀城市管網(wǎng)與;芫W(wǎng)普查數(shù)據(jù)為基礎(chǔ),通過對(duì)相關(guān)管網(wǎng)隱患的總結(jié)匯總和相關(guān)法律規(guī)范條款對(duì)比研究,利用風(fēng)險(xiǎn)度方法建立引入位置權(quán)重的相應(yīng)數(shù)學(xué)模型。然后對(duì)各相關(guān)數(shù)據(jù)分別進(jìn)行統(tǒng)計(jì)、分析,并運(yùn)用數(shù)學(xué)模型計(jì)算和相關(guān)規(guī)范規(guī)定等方式提出管網(wǎng)布置的優(yōu)化方案,最后提出臨近輸油(氣)管線的城市基礎(chǔ)設(shè)施的管網(wǎng)平面規(guī)劃優(yōu)化方案,并反推現(xiàn)狀管網(wǎng)的改進(jìn)方案,對(duì)現(xiàn)狀管網(wǎng)提出最終規(guī)劃解決意見。本文的研究對(duì)臨近輸油(氣)管線的現(xiàn)代城市基礎(chǔ)設(shè)施管網(wǎng)規(guī)劃有著一定的理論研究意義和實(shí)際規(guī)劃指導(dǎo)作用。
[Abstract]:Urban infrastructure pipeline network is an important part of modern urban infrastructure, including water supply pipe, Rain Water drainage pipe, sewage drainage pipe, gas pipe, thermal pipe, communication pipe and power pipe. All kinds of pipe networks are the important material basis for the survival and development of modern cities, commonly known as the "lifeline" of cities. Urban infrastructure pipe network is related to the safe development, healthy development and sustainable development of modern city economy and society. Pipeline transportation is one of the five major modes of transportation in modern society, and there are railways, roads, waterways and air transportation. Widely used in electric power, metallurgy, petroleum, chemical industry, and urban gas and heating systems. Pipeline transportation is the first choice of oil (gas) transportation, which plays an important role in social development. Among them, oil (gas) pipeline is a huge and complex system, which involves many risk factors, such as storage and transportation medium, storage and transportation process, third party and management, etc. With the deepening and improvement of China's reform and opening up, the process of regional urbanization is speeding up gradually. According to the needs of social and economic development, the planning and construction of long-distance oil (gas) pipelines in China is expanding rapidly, and there are more and more related pipelines passing through regions and cities, showing a trend of inevitability and normalization. This will inevitably lead to a new challenge to urban planning by oil and gas pipelines, especially a new research topic for the planning of modern urban infrastructure pipe networks. In addition, due to the complexity and particularity of the construction process, the oil (gas) pipeline does not consider all the influencing factors in the process of passing through the modern urban construction area or the urban planning area. This will inevitably increase the management difficulty of the pipeline network planning of the pipeline city. Moreover, in recent years, several major oil (gas) pipeline accidents in China have caused great losses to the economy of the country and the corresponding regions, which have sounded the alarm bell for the corresponding managers. So in 2015, the State Council listed the safety of long-distance oil (gas) pipeline as the key work of national production safety. These problems make it very important and urgent to study the planning of urban infrastructure pipeline near oil (gas) pipeline. This paper mainly takes Dalian Development Zone as an example to study the urban infrastructure pipeline planning near oil (gas) pipeline in urban planning. First of all, from the safety survey of the urban infrastructure pipeline and oil (gas) pipeline near the long oil (gas) pipeline in Dalian Development Zone, and based on the survey data of the present urban pipeline network and the dangerous pipeline network, Through summing up and summarizing the hidden dangers of relevant pipe networks and comparing the provisions of relevant laws and regulations, the corresponding mathematical model of introducing position weight is established by means of risk degree method. Then statistics and analysis of the relevant data, and the use of mathematical model calculation and relevant specifications and other ways to put forward the optimization scheme of pipe network layout, In the end, the optimization scheme of pipeline network plane planning for urban infrastructure near oil (gas) pipeline is put forward, and the improvement scheme of current pipe network is put forward, and the final plan solution is put forward. The research in this paper has certain theoretical significance and practical guiding function for the planning of modern urban infrastructure pipeline near oil (gas) pipeline.
