【摘要】：進(jìn)入二十一世紀(jì)以來,中國(guó)社會(huì)在“四化”(即城鎮(zhèn)化、工業(yè)化、信息化和農(nóng)業(yè)現(xiàn)代化)同步驅(qū)動(dòng)下,城鄉(xiāng)社會(huì)經(jīng)濟(jì)正經(jīng)歷著歷史性的大轉(zhuǎn)型。鎮(zhèn)村作為縣域社會(huì)經(jīng)濟(jì)發(fā)展的載體,合理的鎮(zhèn)村空間結(jié)構(gòu)對(duì)實(shí)現(xiàn)縣域社會(huì)經(jīng)濟(jì)的轉(zhuǎn)型發(fā)展和可持續(xù)發(fā)展至關(guān)重要。當(dāng)前,傳統(tǒng)的鎮(zhèn)村空間結(jié)構(gòu)已經(jīng)無法滿足“四化”同步發(fā)展的要求,客觀上需要對(duì)其進(jìn)行適應(yīng)性重構(gòu)。論文以縣域鎮(zhèn)村空間重構(gòu)為研究主題,探討基于鄉(xiāng)鎮(zhèn)主導(dǎo)功能定位的鎮(zhèn)村空間重構(gòu)的模式、路徑、動(dòng)力和保障政策,主要研究?jī)?nèi)容包括：(1)對(duì)鎮(zhèn)村空間重構(gòu)相關(guān)的理論研究成果和實(shí)踐探索進(jìn)行系統(tǒng)的梳理,從研究?jī)?nèi)容、研究尺度、研究方法和價(jià)值取向等四個(gè)方面分析了鎮(zhèn)村空間重構(gòu)現(xiàn)有研究存在的不足,認(rèn)為應(yīng)加強(qiáng)縣域尺度下的鎮(zhèn)村功能研究,以提升鎮(zhèn)村空間重構(gòu)的科學(xué)性和合理性。(2)從時(shí)間維度探求鎮(zhèn)村形成和演進(jìn)的基本規(guī)律。從原始文明、農(nóng)業(yè)文明、工業(yè)文明和生態(tài)文明四個(gè)歷史時(shí)期論述了鎮(zhèn)村演進(jìn)的社會(huì)背景和基本特點(diǎn),認(rèn)為鎮(zhèn)村功能結(jié)構(gòu)由單一化走向多元化是必然趨勢(shì)。(3)從空間維度分析中國(guó)鎮(zhèn)村分布的現(xiàn)狀特征。選擇了鎮(zhèn)村密度、鎮(zhèn)村規(guī)模、鎮(zhèn)村區(qū)位和鎮(zhèn)村形態(tài)等四個(gè)關(guān)鍵指標(biāo),從整體上分析了中國(guó)鎮(zhèn)村分布在地域上的差異性和復(fù)雜性。(4)闡述鎮(zhèn)村功能的內(nèi)涵特征及相互作用機(jī)理,從經(jīng)濟(jì)功能、社會(huì)功能、文化功能和生態(tài)功能四個(gè)方面對(duì)鎮(zhèn)村功能進(jìn)行了分析,在此基礎(chǔ)上,論述了縣域鄉(xiāng)鎮(zhèn)主導(dǎo)功能定位的基本方法,從反映功能強(qiáng)度的“態(tài)”指標(biāo)和反映功能變化趨勢(shì)的“勢(shì)”指標(biāo)兩個(gè)視角構(gòu)建了鄉(xiāng)鎮(zhèn)地域多功能評(píng)價(jià)指標(biāo)體系,提出了單項(xiàng)功能位計(jì)算模型、綜合功能的多維評(píng)價(jià)模型和主導(dǎo)功能評(píng)價(jià)的四象限分析模型。(5)基于縣域鄉(xiāng)鎮(zhèn)主導(dǎo)功能定位,提出并論述了農(nóng)業(yè)生產(chǎn)功能主導(dǎo)型、工業(yè)生產(chǎn)功能主導(dǎo)型和生態(tài)服務(wù)功能主導(dǎo)型等三類典型鄉(xiāng)鎮(zhèn)鎮(zhèn)村空間重構(gòu)的基本模式。(6)縣域鎮(zhèn)村空間重構(gòu)需要系統(tǒng)的推進(jìn)動(dòng)力和保障政策。論文分析了生活需求、生產(chǎn)需求和文化需求等內(nèi)驅(qū)動(dòng)力,自然環(huán)境、社會(huì)經(jīng)濟(jì)發(fā)展和公共政策等外驅(qū)動(dòng)力,提出了鎮(zhèn)村空間重構(gòu)耦合驅(qū)動(dòng)機(jī)制,并從宏觀和微觀兩個(gè)層面分析了鎮(zhèn)村空間重構(gòu)的保障政策。(7)論文以江蘇省金湖縣為例進(jìn)行了實(shí)證研究,對(duì)各鄉(xiāng)鎮(zhèn)的主導(dǎo)功能進(jìn)行了定位,并提出了具有代表性的呂良鎮(zhèn)(農(nóng)業(yè)生產(chǎn)功能主導(dǎo)型)、銀集鎮(zhèn)(工業(yè)生產(chǎn)功能主導(dǎo)型)和閔橋鎮(zhèn)(生態(tài)服務(wù)功能主導(dǎo)型)三個(gè)鎮(zhèn)的鎮(zhèn)村空間重構(gòu)的具體方案。論文認(rèn)為,基于主導(dǎo)功能定位的縣域鎮(zhèn)村空間重構(gòu),有利于實(shí)現(xiàn)縣域各鄉(xiāng)鎮(zhèn)的錯(cuò)位發(fā)展、協(xié)同發(fā)展、特色發(fā)展和共同發(fā)展。
[Abstract]:Since the 21 century, Chinese society has been driven by the "four modernizations" (urbanization, industrialization, information technology and agricultural modernization) simultaneously, and the social economy of urban and rural areas is undergoing a historic transformation. As the carrier of the social and economic development of the county, the reasonable spatial structure of the town and village is very important to realize the transformation and sustainable development of the social economy in the county. At present, the traditional town and village spatial structure can not meet the requirements of the "four modernizations" synchronous development, and it needs to be adaptively reconstructed objectively. This paper discusses the pattern, path, motive force and guarantee policy of the reconstruction of town and village space based on the orientation of township leading function. The main research contents are as follows: (1) systematically combing the theoretical research results and practical exploration related to the reconstruction of town and village space, from the research content, research scale, The research methods and value orientation are four aspects to analyze the shortcomings of the existing research on the reconstruction of town and village space, and think that we should strengthen the research on the function of town and village in the county scale. In order to enhance the scientific and reasonable reconstruction of the town village space. (2) to explore the basic law of the formation and evolution of the town village from the time dimension. From the four historical periods of primitive civilization, agricultural civilization, industrial civilization and ecological civilization, this paper discusses the social background and basic characteristics of the evolution of town and village. It is an inevitable trend that the functional structure of towns and villages is changed from single to pluralistic. (3) the present situation of the distribution of towns and villages in China is analyzed from the spatial dimension. This paper selects four key indexes, such as the density of town and village, the scale of town and village, the location of town village and the form of town village, analyzes the regional difference and complexity of the distribution of Chinese town and village as a whole. (4) expounds the connotation characteristics and interaction mechanism of the function of town and village. This paper analyzes the functions of towns and villages from four aspects: economic function, social function, cultural function and ecological function. The multi-function evaluation index system of villages and towns is constructed from the perspectives of "state" index which reflects the function intensity and the "potential" index which reflects the changing trend of function, and the calculation model of single function bit is put forward. Multi-dimensional evaluation model of comprehensive function and four-quadrant analysis model of leading function evaluation. (5) based on the orientation of leading function of county and township, this paper puts forward and discusses the function leading model of agricultural production. Industrial production function leading and ecological service function leading three typical town and village space reconstruction basic mode. (6) the county area town village space reconstruction needs the system promotion power and the safeguard policy. The paper analyzes the internal driving forces such as life demand, production demand and cultural demand, natural environment, social and economic development and public policy, and puts forward the coupling driving mechanism of town and village space reconstruction. And from the macro and micro level analysis of the town and village space reconstruction security policy. (7) the paper takes Jinhu County, Jiangsu Province as an example to carry out empirical research, positioning the leading function of each township. It also puts forward the concrete plan of the reconstruction of the town and village space of the representative Luliang town (agricultural production function leading type), Yinji town (industrial production function leading type) and Minqiao town (ecological service function leading type). The paper holds that the reconstruction of the county area, town and village space based on the leading function orientation is beneficial to the realization of the dislocation development, the coordinated development, the characteristic development and the common development of the counties and villages.
