【摘要】：針對中共中央國務(wù)院提出的《關(guān)于進一步加強城市規(guī)劃建設(shè)管理工作的若干意見》中"新建住宅要推廣街區(qū)制,原則上不再建設(shè)封閉住宅小區(qū)"這一提法,從開放街區(qū)的特點與意義、我國街區(qū)的發(fā)展脈絡(luò)以及應(yīng)對開放街區(qū)的舉措三個方面對"開放街區(qū)"進行了討論和梳理。指出"開放街區(qū)"的實質(zhì)并不是"開放"或者"封閉",也不是拆不拆墻的問題,而是把街區(qū)尺度變"小"。街區(qū)變小給城市帶來的影響將是深刻的、系統(tǒng)的,對城市面貌、城市體驗都將帶來很大改觀。
[Abstract]:In view of the suggestions put forward by the CPC Central Committee and the State Council on further strengthening the management of urban planning and construction, "it is necessary to popularize the block system for new houses and, in principle, not to build closed residential areas". This paper discusses and combs the "open district" from three aspects: the characteristics and significance of the open district, the development context of the block in our country and the measures to deal with the open district. It is pointed out that the essence of "open block" is not "open" or "closed", nor is it the problem of whether or not to break down the wall, but to change the scale of block into "small". The impact of smaller blocks on the city will be profound, systematic, and will make a great difference to the city's appearance and its experience.
