【摘要】：本文基于水利建設(shè)項(xiàng)目后評(píng)價(jià)理論,采用綜合比較法,對(duì)已完工的亞行貸款湖南省洪水管理項(xiàng)目中的子項(xiàng)目新田縣城市防洪工程,從建設(shè)和運(yùn)行過程、防洪效益、社會(huì)影響、目標(biāo)和可持續(xù)性等方面開展分析評(píng)價(jià),以達(dá)到總結(jié)新田縣城市防洪工程項(xiàng)目建設(shè)和管理經(jīng)驗(yàn)的目的。本文得出主要結(jié)論如下:(1)過程評(píng)價(jià)結(jié)果表明,新田縣城市防洪工程項(xiàng)目從立項(xiàng)到運(yùn)行,各階段工作緊密有序的開展,各項(xiàng)工作內(nèi)容深度符合要求,工作質(zhì)量較高,工作程序符合要求。本項(xiàng)目的前期工作扎實(shí),工作程序完備,相關(guān)報(bào)告編制符合相應(yīng)的國家編制技術(shù)標(biāo)準(zhǔn)要求;建設(shè)實(shí)施階段建立了可靠的質(zhì)量管理體制,工程質(zhì)量基本達(dá)到設(shè)計(jì)要求,各參建單位選擇符合要求,合同管理和資控制情況良好,工程的不良影響小;運(yùn)行管理階段的管理機(jī)制合理、可靠,項(xiàng)目的運(yùn)行效果良好,基本達(dá)到預(yù)期目標(biāo)。(2)防洪效益計(jì)算結(jié)果顯示,本項(xiàng)目建成后獲得了顯著的防洪效益。估算得出新田縣城市防洪工程的多年平均防洪總效益為1025萬元,其中多年平均直接經(jīng)濟(jì)效益為820萬元,多年平均間接經(jīng)濟(jì)效益為205萬元,高于預(yù)期的防洪效益值792萬元。(3)新田縣城市防洪工程的建成,發(fā)揮了顯著的社會(huì)效益和積極的社會(huì)影響。本項(xiàng)目不僅提供對(duì)縣城的防洪保護(hù)作用,而且推動(dòng)縣城的環(huán)境建設(shè)和社會(huì)經(jīng)濟(jì)發(fā)展;項(xiàng)目的設(shè)計(jì)、技術(shù)、影響等相關(guān)目標(biāo)已基本達(dá)到,項(xiàng)目的目標(biāo)實(shí)現(xiàn)程度較高;通過對(duì)可持續(xù)性運(yùn)轉(zhuǎn)的外部和內(nèi)部條件分析,項(xiàng)目的可持續(xù)性良好。(4)新田縣城市防洪工程項(xiàng)目總評(píng)價(jià)結(jié)果表明,本項(xiàng)目總體上來說是成功的。根據(jù)項(xiàng)目的建設(shè)資料和投入運(yùn)行效果,本項(xiàng)目的建成已初步達(dá)到建設(shè)目的,不僅使得新田縣城的洪災(zāi)風(fēng)險(xiǎn)大大減低,改善了城區(qū)的生產(chǎn)生活條件,同時(shí)為新田縣的社會(huì)經(jīng)濟(jì)包容性增長提供有力保障。
[Abstract]:Based on the post-evaluation theory of water conservancy construction project, this paper adopts the comprehensive comparative method to study the construction and operation process, flood control benefit and social impact of the completed sub-project of flood management project in Hunan Province. In order to sum up the experience of urban flood control project construction and management in Xintian County, the objective and sustainability are analyzed and evaluated. The main conclusions of this paper are as follows: (1) the results of process evaluation show that from establishment to operation of urban flood control project in Xintian County, the work of each stage is carried out closely and orderly, the depth of each work content meets the requirements, and the quality of work is relatively high. The working procedure meets the requirements. The preliminary work of the project is solid, the working procedures are complete, the relevant reports are compiled in accordance with the corresponding national technical standard requirements, and a reliable quality management system has been established during the construction and implementation phase, and the project quality has basically met the design requirements. The selection of participating units meets the requirements, the contract management and capital control are good, the adverse impact of the project is small, the management mechanism in the operation and management stage is reasonable and reliable, and the operation effect of the project is good. (2) the result of flood control benefit calculation shows that this project has achieved remarkable flood control benefit after completion. It is estimated that the annual average total benefit of flood control works in Xintian County is 10.25 million yuan, of which the annual average direct economic benefit is 8.2 million yuan, and the annual average indirect economic benefit is 2.05 million yuan. The value of flood control benefit is 7.92 million yuan higher than expected. (3) the construction of urban flood control project in Xintian County has played a significant social and positive social impact. This project not only provides the flood control protection function to the county town, but also promotes the environmental construction and the social economic development of the county town, the project design, the technology, the influence and so on related goal has basically reached, the project goal realization degree is high; Through the analysis of the external and internal conditions of the sustainable operation, the sustainability of the project is good. (4) the overall evaluation results of the urban flood control project in Xintian County show that the project is generally successful. According to the construction data and operational results of the project, the completion of the project has achieved the construction goal, not only greatly reducing the risk of flooding in Xintian County, but also improving the production and living conditions of the urban area. At the same time for the social and economic inclusive growth of Xintian County to provide adequate protection.
