【摘要】：當(dāng)前,我國城鎮(zhèn)化處于快速發(fā)展時期,城鎮(zhèn)體系各環(huán)節(jié)面臨全方位的深刻調(diào)整,2014年3月中央城鎮(zhèn)化工作會議頒布了《國家新型城鎮(zhèn)化規(guī)劃(2014-2020年)》,為我國新型城鎮(zhèn)化建設(shè)提供基礎(chǔ)指導(dǎo)作用。小城鎮(zhèn)作為聯(lián)系城市和農(nóng)村的重要紐帶,是城鎮(zhèn)體系中至關(guān)重要的一環(huán)。它擁有自身獨特的地域環(huán)境和優(yōu)勢條件,然而小城鎮(zhèn)一直未能擴容提質(zhì)。鑒于小城鎮(zhèn)在城鎮(zhèn)體系中的重要地位與發(fā)展既不平衡又不充分的現(xiàn)狀,本文研究小城鎮(zhèn)宜居性問題,旨在為小城鎮(zhèn)擴容提質(zhì)、人居環(huán)境改善與城鎮(zhèn)體系的健康發(fā)展提供借鑒價值。本文梳理國內(nèi)外宜居城市理論發(fā)展脈絡(luò),同時對國外小城鎮(zhèn)建設(shè)案例進行剖析。一方面發(fā)現(xiàn)西方發(fā)達國家眾多小城鎮(zhèn)因宜居性高而持續(xù)繁榮,另外一方面,國內(nèi)宜居性研究無一例外都是針對城市,《宜居城市科學(xué)評價指標體系》的出臺更是將城市宜居性建設(shè)的方方面面顯化量化,而國內(nèi)針對小城鎮(zhèn)宜居體系建設(shè)的相關(guān)研究卻少之又少,所以本文創(chuàng)造性地提出一個新的研究話題——我國小城鎮(zhèn)的宜居性建設(shè)。小城鎮(zhèn)宜居性建設(shè)與大城市不同,本文采用德爾菲法建立《宜居小城鎮(zhèn)科學(xué)評價指標體系》將小城鎮(zhèn)的宜居性建設(shè)顯化。該指標體系分為三級,8個一級指標、29個二級指標、138個三級指標,既為小城鎮(zhèn)宜居建設(shè)提供全方位的評價體系,也從宏觀到微觀為小城鎮(zhèn)宜居性建設(shè)提供了一個涵蓋方方面面的指導(dǎo)框架。此指標體系是本文研究的重要成果之一�！兑司有〕擎�(zhèn)科學(xué)評價指標體系》的建立是宜居小城鎮(zhèn)建設(shè)道路上的一環(huán),具體如何操作,本文選取了中國中部地區(qū)的具有代表性的一座城鎮(zhèn)——大冶鎮(zhèn),作為宜居城鎮(zhèn)建設(shè)的案例。首先以《宜居小城鎮(zhèn)科學(xué)評價指標體系》為指導(dǎo),對大冶鎮(zhèn)進行的調(diào)研分析,發(fā)掘出大冶鎮(zhèn)的現(xiàn)狀條件作為轉(zhuǎn)型基礎(chǔ),同時歸納總結(jié)大冶鎮(zhèn)城鎮(zhèn)建設(shè)出現(xiàn)的問題,然后以大冶鎮(zhèn)優(yōu)勢條件和城鎮(zhèn)建設(shè)問題為出發(fā)點,對大冶鎮(zhèn)宜居城鎮(zhèn)建設(shè)進行探討,并提出相應(yīng)的發(fā)展對策。本文最后在總結(jié)大冶鎮(zhèn)宜居體系建設(shè)的基礎(chǔ)上,進一步歸納總結(jié),找到一些對于建設(shè)宜居小城鎮(zhèn)具有普適性的方法,將這些方法集合成一個模型,即小城鎮(zhèn)實現(xiàn)宜居性的發(fā)展路徑,是本文研究另一重要成果。
[Abstract]:At present, China's urbanization is in a period of rapid development. In March 2014, the Central Conference on urbanization promulgated the National New urbanization Plan 2014-2020, which provides the basic guidance for the construction of new urbanization in China. As an important link between cities and rural areas, small towns are a vital link in the urban system. It has its own unique regional environment and advantages, but small towns have not been able to expand and improve quality. In view of the important status of small towns in the urban system and the unbalanced and inadequate development, this paper studies the livability of small towns in order to improve the capacity and quality of small towns. The improvement of human settlement environment and the healthy development of urban system provide reference value. This article combs the domestic and foreign livable city theory development vein, simultaneously carries on the analysis to the foreign small town construction case. On the one hand, they found that many small towns in western developed countries continued to prosper because of their high livability, and on the other hand, Domestic livability research is aimed at cities without exception, and the introduction of "scientific evaluation index system of livable cities" quantifies all aspects of urban livable construction. However, there are few researches on the construction of livable system in small towns in China, so this paper creatively puts forward a new research topic-livable construction of small towns in China. The construction of livability in small towns is different from that in large cities. In this paper, the scientific evaluation index system of livable towns is established by Delphi method, and the livable construction of small towns is demonstrated. The index system is divided into three levels, eight first-grade indicators, 29 second-class indicators and 138 third-class indicators, which provide a comprehensive evaluation system for the livable construction of small towns. It also provides a guiding framework covering all aspects for the livable construction of small towns from macro to micro level. This index system is one of the important achievements of this paper. The establishment of scientific evaluation index system for livable small towns is a link in the road of livable small towns construction. This paper selects Daye Town, a representative town in central China, as a case of livable town construction. Firstly, under the guidance of the scientific evaluation index system of livable small towns, this paper investigates and analyzes the present conditions of Daye Town, and finds out the present conditions of Daye Town as the basis of its transformation. At the same time, it summarizes the problems in the urban construction of Daye Town. Then, based on the advantages of Daye Town and the problems of town construction, this paper discusses the construction of livable town in Daye Town, and puts forward the corresponding development countermeasures. Finally, on the basis of summing up the construction of livable system in Daye Town, this paper further sums up and finds some general methods for constructing livable small towns, and sets these methods into a model. It is another important achievement of this paper to realize the livable development path of small towns.
