【摘要】：在 數(shù)字中國(guó)‖、 數(shù)字規(guī)劃‖的宏偉藍(lán)圖之下,我國(guó)數(shù)字化城市建設(shè)掀起了一輪高潮,諸多城市已經(jīng)建立或正在建立自己的城市信息共享平臺(tái),以實(shí)現(xiàn)城市各部門之間的信息互享,推動(dòng)城市快速健康發(fā)展,為數(shù)字化建設(shè)建立基礎(chǔ)。土地(包括土地的空間形態(tài)布局及利用類型)作為城市的一個(gè)重要方面,無疑是進(jìn)行規(guī)劃編制的重點(diǎn)對(duì)象。編制成果的質(zhì)量及管理的效率直接影響著規(guī)劃的實(shí)施,影響著城市的發(fā)展建設(shè)�？梢娨�(guī)劃編制工作是城市數(shù)字化建設(shè)必不可少的一環(huán),它是規(guī)劃審批、監(jiān)督管理、統(tǒng)計(jì)評(píng)價(jià)等的基礎(chǔ)。規(guī)劃編制成果管理上的規(guī)范化、數(shù)據(jù)標(biāo)準(zhǔn)的統(tǒng)一化和數(shù)據(jù)利用的共享化是規(guī)劃編制管理的幾大目標(biāo),通過規(guī)劃編制的數(shù)字化建設(shè),有效溝通城市規(guī)劃相關(guān)部門,如設(shè)計(jì)單位、管理部門等,把握規(guī)劃生產(chǎn)到管理的整個(gè)環(huán)節(jié),達(dá)到規(guī)劃 一張圖‖管理。本文在系統(tǒng)科學(xué)思想的下,以系統(tǒng)分析及系統(tǒng)動(dòng)力學(xué)方法為指導(dǎo),設(shè)計(jì)并開發(fā)了基于GIS的城市規(guī)劃編制信息管理系統(tǒng),并將系統(tǒng)用于城市規(guī)劃的實(shí)際工作中。該系統(tǒng)對(duì)規(guī)劃編制產(chǎn)生的各類數(shù)據(jù)進(jìn)行規(guī)整入庫,實(shí)現(xiàn)數(shù)據(jù)的標(biāo)準(zhǔn)化,然后通過對(duì)成果數(shù)據(jù)的有效管理來指導(dǎo)城市規(guī)劃工作,可以及時(shí)獲知城市規(guī)劃的實(shí)施狀態(tài),為下一步的規(guī)劃及實(shí)施提供依據(jù)。本研究首先了解城市規(guī)劃編制的概念及進(jìn)行規(guī)劃編制的理論依據(jù),進(jìn)而分析了規(guī)劃編制成果的類型特征及規(guī)劃編制管理的現(xiàn)狀。對(duì)于城市規(guī)劃編制管理存在的問題,提出設(shè)計(jì)基于GIS的城市規(guī)劃編制信息管理系統(tǒng)來解決,以滿足城市規(guī)劃工作的需要。本文深入研究了該系統(tǒng)所涉及關(guān)鍵技術(shù),應(yīng)用GIS、空間數(shù)據(jù)庫解決方案(Oracle10g和ArcSDE)、ArcEngine組件式二次開發(fā)等技術(shù),對(duì)城市規(guī)劃編制信息管理系統(tǒng)進(jìn)行了全面的設(shè)計(jì),并對(duì)系統(tǒng)進(jìn)行了開發(fā)實(shí)現(xiàn),最后將其應(yīng)用在河北省峰峰礦區(qū)城市規(guī)劃工作之中。
[Abstract]:Under the grand blueprint of digital China and digital planning, the construction of digital cities in China has set off a wave of climax. Many cities have established or are establishing their own urban information sharing platforms. In order to realize the mutual sharing of information among the various departments of the city, to promote the rapid and healthy development of the city, and to establish the foundation for the digital construction. As an important aspect of the city, land (including the spatial form layout and utilization type of land) is undoubtedly the key object of planning. The quality of compilation results and the efficiency of management have a direct impact on the implementation of the planning and the development and construction of the city. It can be seen that planning is an indispensable part of urban digital construction, and it is the basis of planning examination and approval, supervision and management, statistical evaluation and so on. The standardization of planning results management, the unification of data standards and the sharing of data utilization are the goals of planning management. Through the digitalization of planning and compilation, the relevant departments of urban planning, such as design units, can be effectively communicated. Management department, grasp the whole process of planning, production and management, and achieve a plan and management. Under the guidance of system analysis and system dynamics, the information management system of urban planning based on GIS is designed and developed in this paper, and the system is applied to the practical work of urban planning. In this system, all kinds of data produced by planning are regularized and stored in database to realize the standardization of data, and then the effective management of the result data is used to guide the urban planning work, so that the implementation status of urban planning can be obtained in time. To provide the basis for the planning and implementation of the next step. In this paper, we first understand the concept of urban planning and the theoretical basis for planning, and then analyze the characteristics of planning results and the current situation of planning management. In order to meet the needs of urban planning, the paper proposes to design an information management system for urban planning based on GIS to solve the problems existing in urban planning management. In this paper, the key technologies involved in the system are deeply studied, and the application of GIS-spatial database solutions such as Oracle10g and ArcSDE / ArcEngine component secondary development are applied to the design of urban planning and compilation information management system. Finally, the system is applied to the urban planning of Fengfeng mining area in Hebei province.
