【摘要】：農(nóng)村建設(shè)的好壞既關(guān)系到農(nóng)民生活水平的高低,也關(guān)系到城鄉(xiāng)統(tǒng)籌的建設(shè)成敗,更是影響城鎮(zhèn)化發(fā)展決定性因素。因此,如何使農(nóng)村的建設(shè)既突出特色又提升質(zhì)量成為了一個重要的課題。本文從美麗鄉(xiāng)村規(guī)劃的角度出發(fā),重點(diǎn)研究如何通過“社區(qū)”理念的指導(dǎo)更好的進(jìn)行美麗鄉(xiāng)村規(guī)劃。首先對社區(qū)建設(shè)及美麗鄉(xiāng)村規(guī)劃的基礎(chǔ)內(nèi)容進(jìn)行理論研究,通過文獻(xiàn)分析法、比較分析法和實際調(diào)研法的綜合運(yùn)用,總結(jié)出少數(shù)民俗在新農(nóng)村建設(shè)中對于農(nóng)村特色建設(shè)的重要意義,以及“社區(qū)”對于農(nóng)村建設(shè)的指導(dǎo)意義。進(jìn)一步分析目前美麗鄉(xiāng)村建設(shè)的經(jīng)驗與不足,借鑒優(yōu)秀案例,總結(jié)出“宜居”、“宜業(yè)”、“宜游”的美麗鄉(xiāng)村建設(shè)指導(dǎo)思路。并從規(guī)劃學(xué)的角度分析總結(jié)出“新型農(nóng)村社區(qū)”建設(shè)的基本特征、建設(shè)內(nèi)容、模式分類和建設(shè)路徑,為不同村落進(jìn)行新型農(nóng)村社區(qū)建設(shè)提供了程序化的規(guī)劃步驟。通過對規(guī)劃過程的分解,將特色民俗建設(shè)融合到調(diào)研、規(guī)劃、建設(shè)和管理四個環(huán)節(jié)中,使少數(shù)民俗建設(shè)與“新型農(nóng)村社區(qū)“建設(shè)有效的融合在一起,突出農(nóng)村建設(shè)的文化特色,利用鄉(xiāng)村旅游為載體,促進(jìn)特色旅游開展。同時又從管理學(xué)的角度強(qiáng)調(diào)新農(nóng)村建設(shè)中的政府功能,即從資金扶持,行動推進(jìn)與社區(qū)文化建設(shè)三方面推動“新型農(nóng)村社區(qū)”指導(dǎo)下的美麗鄉(xiāng)村特色規(guī)劃。將所得研究成果進(jìn)行實例探索,選擇具有特色的五家子柯爾克孜族村進(jìn)行研究。對其發(fā)展情況進(jìn)行調(diào)研分析,針對現(xiàn)存情況及問題,選擇適宜的“新型農(nóng)村社區(qū)”建設(shè)模式。從規(guī)劃學(xué)和社會學(xué)兩個角度塑造規(guī)劃形式美觀、民俗文化傳承良好、鄉(xiāng)村政務(wù)有序的“五家子”美麗鄉(xiāng)村。為課題的可行性研究新型實例解析,以期為今后美麗農(nóng)村規(guī)劃建設(shè)提供參考價值。
[Abstract]:The quality of rural construction is not only related to the level of farmers' living standards, but also to the success or failure of the overall construction of urban and rural areas, and it is also a decisive factor affecting the development of urbanization. Therefore, how to make rural construction both outstanding characteristics and improve quality has become an important issue. From the point of view of the beautiful rural planning, this paper focuses on how to better carry out the beautiful rural planning through the guidance of the concept of "community". First of all, the basic contents of community construction and beautiful rural planning are theoretically studied, and the comprehensive application of literature analysis, comparative analysis and actual investigation is carried out. This paper sums up the significance of a few folk customs in the construction of new countryside and the guiding significance of "community" to rural construction. This paper further analyzes the experience and deficiency of the construction of beautiful countryside at present, draws lessons from the excellent cases, and sums up the guiding ideas of the construction of beautiful villages which are "livable", "suitable for industry" and "suitable for traveling". From the point of view of planning science, this paper analyzes and summarizes the basic characteristics, construction content, model classification and construction path of the construction of "new rural community", which provides a programmed planning step for the construction of new rural community in different villages. Through the decomposition of the planning process, the characteristic folk custom construction is integrated into the four links of investigation, planning, construction and management, so that a few folk customs construction and the "new rural community" construction are effectively integrated together, and the cultural characteristics of the rural construction are highlighted. The use of rural tourism as a carrier to promote the development of tourism with characteristics. At the same time, it emphasizes the government function in the construction of new countryside from the angle of management, that is, promoting the beautiful rural characteristic planning under the guidance of "new rural community" from three aspects: fund support, action promotion and community culture construction. The research results are explored by examples, and the characteristic village of Kirgiz is selected. According to the existing situation and problems, the suitable construction mode of "new rural community" is chosen. From the two angles of planning and sociology, the beautiful country of "five families" is shaped in terms of planning form, folklore culture inheritance and orderly rural government affairs. It can provide reference value for the planning and construction of beautiful countryside in the future.
