【摘要】：《美國大城市的死與生》一書中寫道：城市具有生命力,如果單調(diào)、缺乏活力,只會導(dǎo)致自我毀滅。多樣化、用途集中和充滿活力的城市總會孕育出再生的種子,將滋生出足夠的力量,最終解決發(fā)展中的問題和需求。而科學(xué)的城市規(guī)劃決策正是激發(fā)城市內(nèi)在活力的“原動力”,它能指明城市發(fā)展的方向和目標(biāo),繼而合理布局城市空間,完善城市功能,公平分配資源,優(yōu)化人居環(huán)境,實現(xiàn)公眾利益,使城市這個復(fù)雜的“生命體”有序、快速、持續(xù)地生長,反之亦然�？茖W(xué)發(fā)展觀是以胡錦濤為核心的第四代中央領(lǐng)導(dǎo)集體解放思想、實事求是、進(jìn)行理論創(chuàng)新的重大成果,它強(qiáng)調(diào)發(fā)展是第一要務(wù),以人為本是核心,全面協(xié)調(diào)可持續(xù)發(fā)展是基本要求,其根本方法在于統(tǒng)籌兼顧。它是聯(lián)合國倡導(dǎo)的一個科學(xué)的發(fā)展觀,也是我們黨的重大戰(zhàn)略思想,對我國城市規(guī)劃決策工作提出了更高的要求,也提供了重要的理念指導(dǎo)�？茖W(xué)發(fā)展觀對我國城市規(guī)劃決策的價值訴求主要有：以落實“以人為本”為核心價值,以促進(jìn)城鄉(xiāng)統(tǒng)籌和區(qū)域協(xié)調(diào)發(fā)展為根本目標(biāo),以推進(jìn)新型城鎮(zhèn)化為首要任務(wù),以走可持續(xù)發(fā)展道路為基本路徑等。當(dāng)前,我國正致力于推進(jìn)新型城鎮(zhèn)化建設(shè),如何秉持科學(xué)發(fā)展觀的價值理念,做好城市規(guī)劃決策工作,已成為一個值得研究的重要課題。盡管近些年來,我國在城市規(guī)劃決策中開始重視科學(xué)發(fā)展理念的指導(dǎo)、通過增強(qiáng)公眾參與和堅持依法規(guī)劃以貫徹落實科學(xué)發(fā)展觀等,但目前仍存在著城市規(guī)劃決策不時偏離“以人為本”的核心價值理念,城市規(guī)劃決策缺乏統(tǒng)籌與可持續(xù)發(fā)展能力,城市規(guī)劃決策的多元參與和民主化程度不夠,城市規(guī)劃依法決策與程序化決策還較為欠缺等一系列問題。本文旨在結(jié)合科學(xué)發(fā)展觀對城市規(guī)劃決策的價值訴求,在分析當(dāng)前城市規(guī)劃決策存在問題及其原因的基礎(chǔ)之上,合理吸收與借鑒國外城市規(guī)劃決策積累的有益經(jīng)驗,探求新型城鎮(zhèn)化建設(shè)形勢下改進(jìn)城市規(guī)劃決策工作的思路與可行途徑,以充分發(fā)揮城市規(guī)劃“龍頭”的引領(lǐng)與調(diào)控作用,最終實現(xiàn)城市規(guī)劃決策的科學(xué)化、民主化和法制化,實現(xiàn)城市科學(xué)與可持續(xù)發(fā)展。
[Abstract]:"The death and life of the great cities of the United States" wrote that the city has vitality. If it is monotonous and undynamic, it will only lead to self destruction. Diversity, use and vitality will give birth to the seeds of regeneration, which will produce enough power to solve the problems and needs of development. It is the "original motive force" to stimulate the inner vitality of the city. It can point out the direction and target of urban development, then rationally arrange the urban space, improve the function of the city, distribute the resources fairly, optimize the living environment, realize the public interest, make the city this complex "life body" in order, fast and continuous, and vice versa. And vice versa. Scientific Outlook on Development is the same. Hu Jintao is the core leader of the fourth generation of central leadership to emancipate the mind, seek truth from facts and carry out great achievements in theoretical innovation. It emphasizes that development is the first important task, that people first is the core, and the basic requirement is to coordinate the sustainable development in an all-round way. Its fundamental method lies in all consideration. It is a scientific development concept advocated by the United Nations, and it is also us. The important strategic thought of the party has put forward higher requirements for the decision making of urban planning in China, and also provides important guiding principles. The value appeal of Scientific Outlook on Development to our city planning decision is mainly as follows: Taking the "people-oriented" as the core value, promoting the unified development of urban and rural areas and regional coordinated development as the fundamental goal, and promoting the new development. Type urbanization is the primary task, taking the road of sustainable development as the basic path. At present, our country is working to promote the construction of new urbanization. How to uphold the value concept of Scientific Outlook on Development and do a good job in urban planning and decision-making has become an important subject worthy of study. Although in recent years, China has started in the urban planning decision. We should attach importance to the guidance of the concept of scientific development. By strengthening public participation and adhering to the planning of the Scientific Outlook on Development according to the law, there are still the core values of urban planning decisions that deviate from "people-oriented" from time to time, and the urban planning decisions are lacking in overall planning and sustainable development, and the multiple participation and people of urban planning decisions are involved and people. A series of problems, such as the insufficient degree of ownership, the decision making and the procedural decision of urban planning, are still short of a series of problems. The purpose of this paper is to combine the value demands of Scientific Outlook on Development to the urban planning decision, and on the basis of the analysis of the existing problems and causes of the current urban planning decisions and the benefit of rational absorption and reference to the accumulation of foreign urban planning decisions. In order to make full use of the leading and regulating role of "leading" in urban planning, the scientific, democratic and legal system of urban planning and the realization of urban science and sustainable development are realized.
