【摘要】：改革開放以來,建筑業(yè)在我國始終處于持續(xù)擴(kuò)張狀態(tài),漸成產(chǎn)能過剩局面。建筑企業(yè)在建設(shè)市場獲取項目基本上都是通過招投標(biāo)的形式,建筑市場的招投標(biāo)計價方式逐步由定額計價向清單計價轉(zhuǎn)變。從2003年起我國開始試行工程量清單計價,通過10多年運(yùn)行,清單計價規(guī)范不斷的修訂、完善,尤其是自“13版清單計價規(guī)范”全面實施以來,工程量清單計價已經(jīng)成為建筑市場的主流計價方式。市場競爭日趨激烈,面對這種競爭施工企業(yè)需要全面理解“13版清單計價規(guī)范”并遵循規(guī)范要求合理進(jìn)行投標(biāo)和報價,且在低價中標(biāo)原則上實現(xiàn)企業(yè)利益最大化。本文基于2013版工程量清單計價規(guī)范,站在施工企業(yè)角度,采用文獻(xiàn)研究及實證研究的方法對我國現(xiàn)行建筑工程計價原理及程序、建筑市場的招投標(biāo)方式、投標(biāo)報價的風(fēng)險因素進(jìn)行分析。重點研究投標(biāo)報價的風(fēng)險因素,使用AHP確定風(fēng)險因素權(quán)重大小,使用模糊分析法研究風(fēng)險因素對合理利潤率的影響,并建立數(shù)學(xué)模型計算合理利潤率以期施工企業(yè)更有效進(jìn)行投標(biāo)報價。同時介紹了風(fēng)險應(yīng)對的方法。研究認(rèn)為,材料價格變動、競爭對手情況、評標(biāo)專家道德和技能水平、造價人員水平以及企業(yè)利潤率是對報價工作影響較大的重要計價風(fēng)險因素。企業(yè)在進(jìn)行投標(biāo)報價時應(yīng)特別關(guān)注這些風(fēng)險因素對企業(yè)利潤率的影響,從而更好的調(diào)整報價方案,不斷提高報價水平,增強(qiáng)市場競爭力。
[Abstract]:Since the reform and opening up, the construction industry in China has been in a state of sustained expansion, gradually becoming overcapacity situation. Construction enterprises in the construction market access projects are basically through the form of bidding, the construction market bidding pricing method gradually from fixed valuation to list valuation change. Since 2003, our country began to try out the bill of quantities valuation. After more than 10 years of operation, the list valuation standard has been revised and perfected, especially since the implementation of the 13th edition of the bill valuation code. Bill of quantities valuation has become the mainstream pricing method in the construction market. The market competition is becoming fiercer and fiercer. Faced with this competition, the construction enterprises need to fully understand the "13 edition list valuation Standard" and follow the standard requirements to carry out the bidding and quotation reasonably, and to realize the maximization of the enterprise benefit in the principle of winning the bid at low price. In this paper, based on the 2013 edition of the bill of quantities valuation standard, standing in the perspective of construction enterprises, using the method of literature research and empirical research, this paper analyzes the current pricing principles and procedures of construction projects in China, and the bidding methods in the construction market. Analyze the risk factors of bid quotation. This paper focuses on the risk factors of bidding quotation, uses AHP to determine the weight of risk factors, and uses fuzzy analysis method to study the influence of risk factors on the reasonable profit margin. The mathematical model is established to calculate the reasonable profit rate so that the construction enterprises can bid more effectively. At the same time, it introduces the methods of risk management. It is considered that material price change, competitors' situation, evaluation experts' morality and skill level, cost personnel level and enterprise profit rate are the important pricing risk factors that have a great influence on quotation work. The enterprises should pay special attention to the influence of these risk factors on the profit rate of the enterprises when they bid and quote, so as to adjust the quotation scheme better, improve the quotation level and enhance the market competitiveness.
