【摘要】：2015年12月20日至21日,中央城市工作會(huì)議在北京召開,在轉(zhuǎn)型發(fā)展的關(guān)鍵期,從中央層面搭建頂層設(shè)計(jì),為當(dāng)前和今后一段時(shí)期的城市發(fā)展提出重大指導(dǎo)方針。會(huì)議提出"轉(zhuǎn)變城市發(fā)展方式、完善城市治理體系,提高城市治理能力"的指導(dǎo)思路,和"堅(jiān)持集約發(fā)展,框定總量、限定容量、盤活存量、做優(yōu)增量、提高質(zhì)量"的重點(diǎn)工作任務(wù),預(yù)示著增量擴(kuò)張型城市規(guī)劃時(shí)代的終結(jié),面向城市內(nèi)涵提升的規(guī)劃或?qū)⒊蔀橐?guī)劃行業(yè)和學(xué)科未來一個(gè)時(shí)期的重要議題。在中央城市工作會(huì)議的指導(dǎo)思想下,面向城市內(nèi)涵發(fā)展的規(guī)劃究竟如何定義?規(guī)劃的理論依據(jù)、編制重點(diǎn)、技術(shù)方法應(yīng)如何創(chuàng)新?規(guī)劃管理、實(shí)施操作如何應(yīng)對(duì)?相應(yīng)規(guī)劃實(shí)踐的開展,對(duì)未來規(guī)劃學(xué)科發(fā)展、規(guī)劃教育變革和人才需求會(huì)產(chǎn)生怎樣的影響?諸多問題都亟需學(xué)界業(yè)界共同探討。為此,本刊編輯部以"從空間擴(kuò)張到內(nèi)涵發(fā)展的規(guī)劃思考"為主題,特邀請(qǐng)相關(guān)領(lǐng)域的專家學(xué)者,組織本次學(xué)術(shù)筆談(編排依收稿時(shí)間為序)。
[Abstract]:In from December 20 to 21, 2015, the central city work conference was held in Beijing. The conference proposed the guidance of "changing the way of urban development, improving the system of urban governance and improving the capacity of urban governance".
