【摘要】：2015年12月20日至21日,中央城市工作會議在北京召開,在轉型發(fā)展的關鍵期,從中央層面搭建頂層設計,為當前和今后一段時期的城市發(fā)展提出重大指導方針。會議提出"轉變城市發(fā)展方式、完善城市治理體系,提高城市治理能力"的指導思路,和"堅持集約發(fā)展,框定總量、限定容量、盤活存量、做優(yōu)增量、提高質量"的重點工作任務,預示著增量擴張型城市規(guī)劃時代的終結,面向城市內涵提升的規(guī)劃或將成為規(guī)劃行業(yè)和學科未來一個時期的重要議題。在中央城市工作會議的指導思想下,面向城市內涵發(fā)展的規(guī)劃究竟如何定義?規(guī)劃的理論依據(jù)、編制重點、技術方法應如何創(chuàng)新?規(guī)劃管理、實施操作如何應對?相應規(guī)劃實踐的開展,對未來規(guī)劃學科發(fā)展、規(guī)劃教育變革和人才需求會產(chǎn)生怎樣的影響?諸多問題都亟需學界業(yè)界共同探討。為此,本刊編輯部以"從空間擴張到內涵發(fā)展的規(guī)劃思考"為主題,特邀請相關領域的專家學者,組織本次學術筆談(編排依收稿時間為序)。
[Abstract]:In from December 20 to 21, 2015, the central city work conference was held in Beijing. In the key period of the transformation and development, the top level design was set up from the central level, and the major guiding principles for the current and future period of urban development were put forward. The conference proposed the guidance of "changing the way of urban development, improving the system of urban governance and improving the capacity of urban governance". Road, and "adhere to the intensive development, frame the total amount, limit the capacity, inventory the stock, improve the increment, improve the quality", indicate the end of the era of the incremental expansion of urban planning. The planning for the promotion of urban connotation will become an important issue for the planning industry and the subject without a period of time. The theoretical basis of the planning, the focus of the planning, the innovation of the technical method, how to deal with the planning management and the implementation of the operation, how to develop the corresponding planning practice, how to plan the future development of the discipline, and how to plan the change of education and the needs of talents? For this reason, the editorial department of the journal, with the theme of "planning thinking from space expansion to connotation development", invites experts and scholars in the related fields to organize this academic discussion (arrangement according to the time of receipt).
