【摘要】:隨著社會的發(fā)展,居民生活水平的提高,居民對城市園林綠化的關注度顯著提高,對城市園林景觀美觀性、實用性都提出了更高的要求。而作為園林綠化行業(yè),隨著行業(yè)技術的不斷發(fā)展,市場競爭的日趨激烈,也在不斷的發(fā)展和完善工程進度、質(zhì)量等管理工作?偟膩碚f,園林綠化行業(yè)在工程的風險管理方面有了很大進步,但是比較起其他管理發(fā)展更加成熟的行業(yè),還有一定的差距。通過項目管理相關理論知識的學習,結(jié)合實際工作案例,對工程風險管理進行研究和分析,以期探索園林綠化工程全方位、全周期的風險管理體系。以園林綠化行業(yè)的工程項目可能存在的風險為研究對象,將風險管理的概念引入工程項目管理工作中,主要從建立現(xiàn)代風險管理體系、正確實施風險決策為出發(fā)點,結(jié)合青島水清溝東山改造工程項目案例,借鑒國際風險管理的經(jīng)驗和教訓,運用案例分析法,解析如何盡可能在短時間內(nèi)控制事態(tài)、降低損失、重建秩序,如何從風險管理中的部門效能、體系建立、法律原則等方面確定風險管理的決策方略和制度框架,進而促進工程建設的順利推進。由于建設工程管理中的風險具有不可預見的因素較多,建設工程本身有具有人員復雜、施工技術要求高、工期長、社會影響大等特點。致使建設工程項目涉及風險種類多,且存在較高風險,如不加及時以防范,會導致嚴重后果直接影響工程進度。在社會高度文明的今天,工程項目的風險管理尤其重要,它不但體現(xiàn)了建設單位的管理水準,還將影響其的公眾形象與建設單位未來的發(fā)展,因此研究建設工程的風險管理至關重要。加強建設工程項目的風險控制,防范事故的發(fā)生,同工程進度、成本、質(zhì)量、環(huán)保一樣重要。由于風險管理是一個復雜的、綜合的管理項目,需要從風險識別、風險評估、風險控制等各個方面加以施行。必須結(jié)合具體的施工現(xiàn)場環(huán)境、流程設計、工程進度、方案選擇、制度安排、以及施工人員安全等因素,建立科學的安全控制綜合體系,先進的管理方法和決策手段。為此,本文對風險管理的決策進行分析,主要做了以下工作:一是運用風險管理理論建立了工程風險管理策略系統(tǒng)研究,并列舉工程實例進行了綜合分析;二是運用事故致因理論選擇適當?shù)姆椒ㄟM行風險因素辨識和風險策略分析,并結(jié)合風險評價方法對辨識出來的風險因素進行量化,針對各類風險實施風險決策進一步落實風險管理的具體的計劃和措施。成為建設單位制定安全管理計劃和目標的科學的依據(jù);三是將風險管理的決策策略分析與建設工程項目的目標實現(xiàn)相結(jié)合,使項目管理更科學、更完善;四是對工程項目管理系統(tǒng)中的風險進行了分析識別和研究。提出適應我國經(jīng)濟現(xiàn)狀的風險管理策略,包括:完善建筑業(yè)的法律、法規(guī);完善風險管理職能機構(gòu)、完善和加強監(jiān)督檢查機制;規(guī)范中介組織;完善建筑業(yè)的保險機制;建立風險評價體系的客觀標準。
[Abstract]:With the development of the society and the improvement of the living standard of the residents, the residents' attention to the urban landscape greening has been greatly improved, and it has put forward higher requirements for the beauty and practicality of the urban landscape. As the industry of garden greening, with the continuous development of the industry technology, the competition of the market is becoming increasingly fierce, and the project is constantly developing and perfecting the project. In general, the garden afforestation industry has made great progress in the risk management of engineering, but there is still a certain gap between the other industries which are more mature in management and development. The study and analysis of engineering risk management are carried out through the study of the theory knowledge of project management and the actual work cases. In order to explore the comprehensive and full cycle risk management system of garden greening project, the risk management is introduced into the project management work, the risk management concept is introduced into the project management work. It is mainly from the establishment of the modern risk management system, which is the starting point of the risk decision making, combined with the Qingdao Shui Qing. With the experience and lessons of international risk management, the case analysis method is used to analyze how to control the situation in a short time, reduce the loss, rebuild the order, and how to determine the decision-making strategy and institutional framework of risk management in the aspects of risk management, system establishment and legal principles. And further promote the construction of the project, because the risk in the management of the construction project has many unforeseeable factors, the construction project itself has the characteristics of complex personnel, high construction technology, long period of time and great social influence. The construction project involves many kinds of risks, and there are high risks, such as not taking precautions in time. The serious consequences will directly affect the project progress. In a highly civilized society today, the risk management of the project is especially important. It not only embodies the management level of the construction units, but also affects the public image and the future development of the construction units. Therefore, it is very important to study the risk management of the construction project. Objective risk control to prevent accidents is as important as project progress, cost, quality and environmental protection. Because risk management is a complex, comprehensive management project, it needs to be implemented in various aspects, such as risk identification, risk assessment, risk control and so on. It must be combined with specific construction site environment, process design, project progress, and project selection. Selection, system arrangement, and construction personnel safety and other factors, establish a scientific safety control comprehensive system, advanced management methods and decision-making means. This paper analyzes the decision-making of risk management, and mainly does the following work: first, the research of the project risk management strategy system is established by using the theory of risk management, and the project is listed. A comprehensive analysis is carried out. Two is to use the theory of accident cause to select the appropriate method for risk factor identification and risk strategy analysis, and to quantify the identified risk factors combined with the risk assessment method, and to implement the concrete plans and measures to further implement the risk management in order to implement the risk decision for various types of risks. The scientific basis for the establishment of safety management plans and objectives; three is to combine the decision strategy analysis with the goal realization of the construction project to make the project management more scientific and more perfect. Four is to analyze and study the risk in the project management system, and put forward the wind to adapt to the current situation of our country's economy. Risk management strategies include: perfecting the laws and regulations of the construction industry, perfecting the risk management function, perfecting and strengthening the supervision and inspection mechanism, standardizing the intermediary organizations, improving the insurance mechanism of the construction industry, and establishing the objective standard of the risk evaluation system.
