【摘要】：城市地下管線被稱(chēng)為城市的“生命線”,對(duì)城市的健康存在和持續(xù)運(yùn)轉(zhuǎn)起著重要的作用。城市現(xiàn)代化進(jìn)程逐步加快的今天,泉城濟(jì)南近年來(lái)快速發(fā)展,濟(jì)南城市地下管線是保證濟(jì)南高效率、高質(zhì)量運(yùn)轉(zhuǎn)的關(guān)鍵。因而,深入研究地下管線的綜合管理,針對(duì)其中存在的問(wèn)題,提出對(duì)策,是具有一定的意義的。本文對(duì)濟(jì)南市城市地下管線的現(xiàn)狀做了分析,指出其管線新舊不一,資料不清、安全事故頻發(fā)、道路挖掘頻繁、防災(zāi)能力薄弱、空間資源日漸減少、管理體制復(fù)雜、管理法規(guī)標(biāo)準(zhǔn)不健全、現(xiàn)狀正在改善等八大特點(diǎn),并依據(jù)這八大特點(diǎn),分析地下管線在管理中存在的一系列問(wèn)題,具體有：管理依據(jù)上存在著的缺位、越位、交叉管理等現(xiàn)象,管理操作方面各個(gè)環(huán)節(jié)又存在不同的問(wèn)題,規(guī)劃設(shè)計(jì)階段重主體輕管線,后期變更難度大,使得規(guī)劃缺乏科學(xué)性；相關(guān)部門(mén)對(duì)工程規(guī)劃的審批存在著材料不準(zhǔn)確,審批程序繁瑣不規(guī)范等問(wèn)題；施工階段工程管理雜亂無(wú)章,效率低下并時(shí)有違章作業(yè)現(xiàn)象發(fā)生；竣工驗(yàn)收階段不嚴(yán)謹(jǐn),驗(yàn)收力度不夠深刻,相關(guān)竣工材料不能及時(shí)得到上報(bào)；管線檔案留檔系統(tǒng)不規(guī)范,動(dòng)態(tài)數(shù)據(jù)庫(kù)無(wú)法得到及時(shí)更新。出現(xiàn)這些問(wèn)題是必然的,這同濟(jì)南城市地下管線管理中存在的各類(lèi)弊端不無(wú)關(guān)系。具體來(lái)說(shuō),濟(jì)南市城市地下管線管理思想意識(shí)不統(tǒng)一,法律制度規(guī)范不健全,管理部門(mén)層次凌亂導(dǎo)致管理方法陳舊,無(wú)法應(yīng)對(duì)管理市場(chǎng)化的挑戰(zhàn),這些問(wèn)題需要得到重視并改善。在此基礎(chǔ)上,論文介紹了濟(jì)南市在地下管線建設(shè)方面的創(chuàng)新舉措-地下管廊的引進(jìn),并對(duì)地下管廊的設(shè)計(jì)原則做了具體的介紹,包括平面、縱斷面、橫斷面、各類(lèi)孔口布置等總體方面的設(shè)計(jì)和溝內(nèi)排水設(shè)計(jì)與溝內(nèi)通風(fēng)設(shè)計(jì)等附屬設(shè)備設(shè)計(jì),并結(jié)合杭州綜合地下管廊建設(shè)、上海等城市對(duì)地下空間立法的先進(jìn)經(jīng)驗(yàn),從規(guī)劃決策、生產(chǎn)建設(shè)、運(yùn)營(yíng)維護(hù)等層面出發(fā),結(jié)合濟(jì)南市城市地下管線現(xiàn)狀和城市發(fā)展情況,給出了符合濟(jì)南城市地下管線綜合管理的相關(guān)政策建議。
[Abstract]:Urban underground pipeline is called the "lifeline" of the city, which plays an important role in the healthy existence and sustainable operation of the city. With the rapid development of Quancheng Jinan in recent years, the urban underground pipeline is the key to ensure the high efficiency and high quality of Jinan. Therefore, it is of certain significance to study the comprehensive management of underground pipeline and put forward some countermeasures to solve the existing problems. This paper analyzes the present situation of underground pipelines in Jinan city, and points out that there are different new and old pipelines, unclear data, frequent safety accidents, frequent road excavation, weak disaster prevention ability, decreasing space resources and complex management system. The management regulations and standards are not perfect, the present situation is improving and so on. According to these eight characteristics, this paper analyzes a series of problems existing in the management of underground pipelines, such as the absence of management basis, offside, cross-management and so on. There are different problems in the aspects of management and operation. In the stage of planning and design, the main body is more important than the pipeline, and the later changes are difficult, which makes the planning lack of scientific nature. The examination and approval of the project planning by the relevant departments is not accurate. The examination and approval procedure is cumbersome and not standardized; the construction stage is messy, inefficient and sometimes illegal; the completion and acceptance stage is not rigorous, the acceptance is not deep enough, the relevant completed materials can not be reported in time; Pipeline file retention system is not standard, dynamic database can not be updated in time. The emergence of these problems is inevitable, which is related to all kinds of malpractice in Jinan city underground pipeline management. Specifically, Jinan city underground pipeline management ideology is not unified, the legal system is not perfect, the management department level disorder leads to obsolete management methods, unable to meet the challenge of management marketization. These problems need to be addressed and improved. On this basis, the paper introduces the innovative measures of underground pipeline construction in Jinan, the introduction of underground pipe gallery, and introduces the design principles of underground pipe gallery, including plane, vertical section, cross section, and so on. The general design of various types of orifice layout and ancillary equipment design such as drainage design and ventilation design in the ditch, combined with the advanced experience of Hangzhou comprehensive underground pipe gallery construction and the advanced experience of Shanghai and other cities in legislating underground space, from the planning and decision-making, Based on the production construction, operation and maintenance, combined with the present situation of Jinan city underground pipeline and the urban development situation, the relevant policy suggestions for the comprehensive management of Jinan city underground pipeline are put forward.
