【摘要】：蘇南鄉(xiāng)村地區(qū)的城鎮(zhèn)化歷來是我國城鎮(zhèn)化的關(guān)注重點(diǎn),也是學(xué)術(shù)界的研究重點(diǎn)。以“蘇南模式”為代表的城鎮(zhèn)化過程成為全國效仿的典范,在這種權(quán)威性的褒獎下,學(xué)者們似乎也對蘇南鄉(xiāng)村地區(qū)的城鎮(zhèn)化研究形成了思維定式。但是,隨著典范“光環(huán)”背后一系列問題的暴露,學(xué)者們也逐漸開始對其城鎮(zhèn)化模式產(chǎn)生質(zhì)疑。本文以蘇南鄉(xiāng)村地區(qū)城鎮(zhèn)化歷程為切入點(diǎn),發(fā)現(xiàn)蘇南鄉(xiāng)村地區(qū)經(jīng)歷了鄉(xiāng)村工業(yè)化推動、開發(fā)區(qū)建設(shè)推動和新農(nóng)村社區(qū)建設(shè)推動為代表的三大城鎮(zhèn)化階段。經(jīng)濟(jì)騰飛的同時部分村莊逐漸沒落,陷入“被動式”城鎮(zhèn)化困境,主要表現(xiàn)在居住方式、生態(tài)環(huán)境、文化傳承、城鎮(zhèn)化主體和政策制度五個方面上。進(jìn)而深入研究蘇南鄉(xiāng)村城鎮(zhèn)化中主要存在的“鄉(xiāng)村工業(yè)型城鎮(zhèn)化模式、城市拓展型城鎮(zhèn)化模式和區(qū)域遷徙型城鎮(zhèn)化模式”這三種城鎮(zhèn)化模式,研究這三種模式的形成原因、發(fā)展過程,進(jìn)行模式評價,最后進(jìn)行模式比較,提取其中的主動因素和被動因素。在此基礎(chǔ)上,提出“主動式”城鎮(zhèn)化概念并賦予其內(nèi)涵,即“自主、民生、文化和可持續(xù)發(fā)展”。根據(jù)“主動式”城鎮(zhèn)化核心內(nèi)涵、發(fā)展目標(biāo)、發(fā)展模式、動力機(jī)制、空間組織原則和空間布局,針對蘇南鄉(xiāng)村地區(qū)城鎮(zhèn)化過程中出現(xiàn)的一系列問題,提出“固主體、微撤并、引低碳、溯本源、新制度”五位一體的“主動式”城鎮(zhèn)化規(guī)劃策略,實(shí)現(xiàn)蘇南“主動式”城鎮(zhèn)化復(fù)興之路。
[Abstract]:Urbanization in rural areas of southern Jiangsu has always been the focus of attention of urbanization in China, but also the focus of academic research. The urbanization process represented by the "Southern Jiangsu Model" has become a model to be emulated by the whole country. Under this authoritative commendation, scholars seem to have formed a thinking formula for the study of urbanization in rural areas of southern Jiangsu. However, with the exposure of a series of problems behind the model halo, scholars began to question its urbanization model. Based on the process of urbanization in rural areas of southern Jiangsu, this paper finds that rural areas in southern Jiangsu have experienced three stages of urbanization, such as the promotion of rural industrialization, the promotion of development zone construction and the promotion of construction of new rural communities. At the same time, some villages gradually decline and fall into the dilemma of "passive" urbanization, which is mainly manifested in five aspects: living mode, ecological environment, cultural inheritance, urbanization subject and policy system. Then, the paper deeply studies the three urbanization modes of "rural industrial urbanization, urban expansion urbanization and regional migration urbanization" in rural urbanization in southern Jiangsu, and studies the reasons for the formation of these three models. In the process of development, the model is evaluated, and the active and passive factors are extracted. On this basis, this paper puts forward the concept of "active" urbanization and endows it with the connotation of "autonomy, people's livelihood, culture and sustainable development". According to the core connotation, development goal, development mode, motive mechanism, spatial organization principle and spatial layout of "active" urbanization, this paper puts forward a series of problems in the process of urbanization in rural areas of southern Jiangsu Province. Introduction of low carbon, tracing back to the source, the new system "five-in-one" "active" urbanization planning strategy, to realize the "active" road of urbanization and rejuvenation in southern Jiangsu.
