清代常德府城防洪體系研究

【摘要】:由于特殊的地理環(huán)境、氣候環(huán)境以及人類活動加劇等多種因素的作用,清代洞庭湖區(qū)水災頻繁,給社會造成了巨大的損失。為應對水患,常德府秉承"防、導、蓄"防洪理念,在已有基礎之上,圍繞府城建立了一整套防洪工程體系。這套工程體系以防洪堤障為核心,兼顧建設城市排澇工程、建立泄洪區(qū)和擴大洪水調(diào)蓄容量等方面。這些措施對緩解城市水患有積極的作用,但亦有其局限性。
[Abstract]:Because of the special geographical environment, climate environment and the intensification of human activities and other factors, the Dongting Lake area in Qing Dynasty frequent floods, causing huge losses to the society. In order to deal with flood, Changde government has established a whole set of flood control engineering system around Fucheng based on the concept of "preventing, guiding and storing" flood control. This engineering system takes the barrier of flood prevention as the core, takes into account the construction of urban waterlogging projects, the establishment of flood discharge areas and the expansion of flood storage capacity and so on. These measures play a positive role in alleviating urban flood, but also have their limitations.
