基于價(jià)值工程的建設(shè)項(xiàng)目施工成本控制研究

【摘要】:隨著市場經(jīng)濟(jì)的不斷深化,我國建筑業(yè)也有了突飛猛進(jìn)的發(fā)展。近10年來,建筑業(yè)產(chǎn)值每年都在以超過10個百分點(diǎn)的比例增長。面對如此激烈的市場競爭,建筑施工企業(yè)必須始終致力于提供質(zhì)量高、造價(jià)低的建設(shè)施工產(chǎn)品,才能在建筑業(yè)發(fā)展的潮流中占據(jù)有利位置。因此,項(xiàng)目成本控制無疑成為了建筑施工企業(yè)項(xiàng)目管理的關(guān)鍵。而價(jià)值工程作為一種技術(shù)與經(jīng)濟(jì)相結(jié)合的成本控制方法,能夠最大化和較高效的利用和組織資源,在滿足項(xiàng)目所需功能的同時(shí),去除不必要的成本,選擇最佳方案并進(jìn)行進(jìn)一步的改進(jìn),使項(xiàng)目的價(jià)值達(dá)到最優(yōu)。目前,雖然我國多數(shù)施工企業(yè)都在不斷完善成本控制體系,但在成本控制方面與發(fā)達(dá)國家仍有較大差距,存在許多需要改進(jìn)的地方。比如成本控制體制不健全、成本控制程序不規(guī)范、缺乏成本競爭意識及責(zé)任成本體系不完善等一系列問題。因此,施工企業(yè)迫切需要一套完整的方法體系來對成本進(jìn)行控制。施工階段是項(xiàng)目成本的實(shí)際支出階段,在此階段,企業(yè)可以密切關(guān)注資金支出情況,及時(shí)有效的總結(jié)已支出資金的經(jīng)驗(yàn)和不足,為即將支出的資金提供合理化的改進(jìn)意見,提高資金的利用效率。所以,將價(jià)值工程應(yīng)用于建設(shè)項(xiàng)目施工階段,有利于提高施工企業(yè)產(chǎn)品價(jià)值,促進(jìn)產(chǎn)品價(jià)值創(chuàng)造,同時(shí)也有利于形成企業(yè)核心競爭力,促使企業(yè)在時(shí)代的發(fā)展中不斷革新。本文通過對我國建筑業(yè)發(fā)展現(xiàn)狀的分析,總結(jié)了目前建筑業(yè)發(fā)展存在的不足之處,論述了成本控制對于施工企業(yè)發(fā)展的重要性,提出了將價(jià)值工程應(yīng)用于施工成本控制。文章闡述了價(jià)值工程在國外施工成本控制的發(fā)展進(jìn)程及現(xiàn)狀,為價(jià)值工程在我國建筑業(yè)中的推廣提供了借鑒和啟示。文章以施工成本控制理論及價(jià)值工程理論作為研究的理論基礎(chǔ),通過介紹價(jià)值工程在目標(biāo)成本確定、工程材料選擇、施工組織設(shè)計(jì)優(yōu)選、施工機(jī)械設(shè)備選擇以及施工管理過程等方面的應(yīng)用,從實(shí)踐的角度建立了一套在施工階段運(yùn)用價(jià)值工程的程序和方法。其中,在價(jià)值工程實(shí)施程序的功能分析環(huán)節(jié),筆者根據(jù)具體情況,在不同的應(yīng)用途徑中分別采用不同的方法來確定其功能重要度系數(shù),并通過實(shí)施效果總結(jié)出每種方法所適用的情況,為施工企業(yè)在實(shí)際項(xiàng)目中運(yùn)用價(jià)值工程提供了比較合理的參考建議。最后,文章基于總承包的角度,通過分析新鄭市薛店鎮(zhèn)解放北路新型社區(qū)在施工階段應(yīng)用價(jià)值工程的具體情況,詳細(xì)闡述了其實(shí)施經(jīng)過和實(shí)施效果,論證了在建筑業(yè)中推廣應(yīng)用價(jià)值工程對于施工企業(yè)經(jīng)營水平的提升和建筑節(jié)能的發(fā)展都具有很大的促進(jìn)作用,并帶來較大的經(jīng)濟(jì)效益和社會效益。同時(shí),也在文章結(jié)尾指出了在價(jià)值工程在建筑業(yè)中應(yīng)用的一些潛在研究方向,為后續(xù)的深入發(fā)展奠定了一定的基礎(chǔ)。
[Abstract]:With the deepening of market economy, the construction industry of our country has also developed by leaps and bounds.Over the past 10 years, construction output has been growing by more than 10 percentage points a year.In the face of such fierce market competition, construction enterprises must always devote themselves to providing construction products of high quality and low cost in order to occupy a favorable position in the development trend of construction industry.Therefore, the project cost control has undoubtedly become the construction enterprise project management key.Value engineering, as a cost control method combined with technology and economy, can maximize and efficiently use and organize resources to meet the needs of the project while eliminating unnecessary costs.Select the best option and make further improvements to optimize the value of the project.At present, although most construction enterprises in our country are constantly perfecting the cost control system, there is still a big gap between China and developed countries in cost control, and there are many areas that need to be improved.For example, the cost control system is not perfect, the cost control procedure is not standard, the cost competition consciousness and the responsibility cost system are not perfect.Therefore, the construction enterprise urgently needs a complete method system to control the cost.The construction stage is the actual expenditure stage of the project cost. In this stage, the enterprise can pay close attention to the situation of the fund expenditure, sum up the experience and deficiency of the funds that have been spent in time and effectively, and provide the rational improvement advice for the funds about to be outspent.Improve the efficiency of the use of funds.Therefore, the application of value engineering in the construction stage of construction projects will help to improve the product value of construction enterprises, promote the creation of product value, at the same time help to form the core competitiveness of enterprises, and promote the continuous innovation of enterprises in the development of the times.Based on the analysis of the present situation of the development of the construction industry in China, this paper summarizes the shortcomings of the development of the construction industry at present, discusses the importance of the cost control to the development of the construction enterprise, and puts forward the application of the value engineering to the construction cost control.This paper expounds the development process and present situation of value engineering in foreign construction cost control, and provides reference and inspiration for the promotion of value engineering in Chinese construction industry.Based on the construction cost control theory and the value engineering theory, this paper introduces the value engineering in the determination of target cost, the selection of engineering materials, and the optimal selection of construction organization design.Based on the selection of construction machinery and equipment and the application of construction management process, a set of procedures and methods for applying value engineering in construction stage are established from the point of view of practice.Among them, in the function analysis of value engineering implementation procedure, according to the specific situation, the author uses different methods to determine the functional importance coefficient in different application ways.The application of each method is summed up through the effect of implementation, which provides a more reasonable reference for the application of value engineering in practical projects for construction enterprises.Finally, based on the general contract, through the analysis of the application of value engineering in the construction phase of the new type community of Xue Dian Town, Xinzheng City, the implementation process and implementation effect are described in detail.It is demonstrated that the popularization and application of value engineering in the construction industry can greatly promote the improvement of the management level of construction enterprises and the development of building energy conservation, and bring great economic and social benefits.At the end of the paper, some potential research directions for the application of value engineering in the construction industry are also pointed out, which lays a foundation for further development.
