學(xué)區(qū)劃分背景下的小學(xué)布點(diǎn)規(guī)劃評(píng)價(jià)與優(yōu)化研究

【摘要】:教育公平的基本內(nèi)涵是“教育機(jī)會(huì)公平”,這需要對(duì)公共教育服務(wù)設(shè)施的不斷優(yōu)化來(lái)體現(xiàn)。當(dāng)今社會(huì)對(duì)教育問(wèn)題的關(guān)注度不斷提高,教育均等化理念日益深入人心。由于教育資源的稀缺性,以及教育資源的分配不均,“上學(xué)難”成為了當(dāng)今社會(huì)大眾普遍關(guān)注的民生問(wèn)題,一直以來(lái)未能妥善解決。 在規(guī)劃研究領(lǐng)域,對(duì)公共教育服務(wù)設(shè)施的研究主要包括對(duì)于各類(lèi)中小學(xué)設(shè)施的布局規(guī)劃,包括供應(yīng)量的確定和布局選址問(wèn)題的研究。但由于人口規(guī)模預(yù)測(cè)的不確定性、多重利益主體博弈造成的不可操作性等原因,中小學(xué)規(guī)劃一直處于規(guī)劃研究與實(shí)踐操作難以統(tǒng)一的狀態(tài)。 本文基于可操作性角度,以當(dāng)前小學(xué)入學(xué)的“學(xué)區(qū)制度”作為研究背景,探討在學(xué)區(qū)劃分模式下小學(xué)布點(diǎn)規(guī)劃的有效性。通過(guò)GIS技術(shù)對(duì)比控規(guī)單元和學(xué)區(qū)劃分所形成的不同空間層次如何影響小學(xué)的供需狀況和可達(dá)性水平,進(jìn)而說(shuō)明學(xué)區(qū)劃分如何影響小學(xué)的實(shí)際服務(wù)能力。針對(duì)目前的規(guī)劃編制可操作性不強(qiáng)的問(wèn)題,提出了若干具有一定參考價(jià)值的評(píng)價(jià)研究結(jié)果,當(dāng)前學(xué)校布點(diǎn)規(guī)劃存在入口預(yù)測(cè)不夠準(zhǔn)確、學(xué)?臻g布點(diǎn)失衡和學(xué)區(qū)劃分與布點(diǎn)規(guī)劃脫節(jié)等問(wèn)題,可為今后同類(lèi)規(guī)劃的編制和相關(guān)政策的制定提供借鑒。
[Abstract]:The basic connotation of educational fairness is "educational opportunity equity", which needs to be reflected by the continuous optimization of public educational service facilities. Due to the scarcity of educational resources and the uneven distribution of educational resources, the difficulty of going to school has become a popular concern of the people and has not been properly solved. In the field of planning research, the research on public education service facilities mainly includes the layout planning of all kinds of primary and secondary school facilities, including the determination of supply and location. Due to the inmaneuverability caused by the game of multiple stakeholders, the planning of primary and secondary schools has been in a state of difficulty in planning research and practical operation. Based on maneuverability, this paper takes the "school district system" of primary school entrance as the research background. This paper discusses the effectiveness of primary school layout planning under the school district division mode. How the different spatial levels formed by comparing the control unit with the school district division by GIS technology affect the supply and demand situation and the accessibility level of primary school are discussed. Then it explains how the division of school districts affects the actual service ability of primary schools. Aiming at the problem that the current planning is not operable, this paper puts forward some evaluation and research results with certain reference value. At present, the entrance prediction of school layout planning is not accurate enough, the imbalance of school space layout and the disconnection between school district division and layout planning can be used for reference for the formulation of similar plans and related policies in the future.
