【摘要】:本研究是為了探索解決在工業(yè)用地規(guī)劃管理工作中碰到的現(xiàn)實(shí)矛盾和難題。杭州正處在產(chǎn)業(yè)轉(zhuǎn)型、城市轉(zhuǎn)型的關(guān)鍵時(shí)期,產(chǎn)業(yè)轉(zhuǎn)型與空間利用上面臨諸多問題,如企業(yè)變遷后工業(yè)空間無序利用、工業(yè)轉(zhuǎn)型的發(fā)展空間受限、工業(yè)轉(zhuǎn)型發(fā)展的配套服務(wù)不健全等問題制約著實(shí)體經(jīng)濟(jì)健康有序的發(fā)展。特別是在以創(chuàng)新發(fā)展為主線的工業(yè)區(qū)塊更新提升過程中,新的產(chǎn)業(yè)發(fā)展需求對(duì)工業(yè)功能區(qū)塊管理方式創(chuàng)新改革的訴求越來越強(qiáng)烈。在此背景下,本次研究的目的是:結(jié)合國內(nèi)外經(jīng)驗(yàn)啟示和本地實(shí)施條件分析,針對(duì)工業(yè)發(fā)展需求和特點(diǎn),從規(guī)劃編制、規(guī)則制定、審批管理以及后期監(jiān)管等方面提出策略和實(shí)施建議。本研究將有助于通過進(jìn)一步提高規(guī)劃管理水平,促進(jìn)對(duì)工業(yè)用地利用的合理有序,土地利用效益的提高,服務(wù)工業(yè)轉(zhuǎn)型升級(jí)。本研究通過理論研究與實(shí)踐研究相結(jié)合、經(jīng)驗(yàn)借鑒和比較研究、調(diào)查研究等方法對(duì)杭州工業(yè)用地規(guī)劃管理進(jìn)行了研究。研究的主要內(nèi)容是在杭州主要工業(yè)園區(qū)用地利用現(xiàn)狀、企業(yè)發(fā)展需求等調(diào)查和分析的基礎(chǔ)上,總結(jié)產(chǎn)業(yè)和空間發(fā)展中出現(xiàn)的新問題,探究產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的必然趨勢(shì)、企業(yè)發(fā)展對(duì)空間布局產(chǎn)生需求等必然性規(guī)律。同時(shí)對(duì)現(xiàn)行規(guī)劃、管理方式和相關(guān)政策進(jìn)行評(píng)估,分析存在的問題。結(jié)合國內(nèi)外相關(guān)發(fā)展理論及經(jīng)驗(yàn)進(jìn)行借鑒,深入研究其歷史背景、具體措施和實(shí)施成效,吸取先進(jìn)經(jīng)驗(yàn)。結(jié)合經(jīng)驗(yàn)啟示和本地實(shí)施條件分析,得出研究結(jié)論:建立管理創(chuàng)新區(qū)域的規(guī)劃編制和實(shí)施管理體系,從規(guī)劃編制、審批管理以及后期監(jiān)管等方面提出工業(yè)用地管理策略和實(shí)施措施。探索設(shè)立發(fā)展單元,以規(guī)模適宜、有利于產(chǎn)城融合、便于精細(xì)化規(guī)劃和管理的工業(yè)發(fā)展單元為基礎(chǔ),建立相應(yīng)的管理機(jī)制,實(shí)現(xiàn)全市產(chǎn)業(yè)空間系統(tǒng)化管理。在規(guī)劃編制上改變工業(yè)用地使用功能和建設(shè)指標(biāo)的僵化管理,推行適應(yīng)市場(chǎng)變化的動(dòng)態(tài)管理;對(duì)地塊的具體建設(shè)指標(biāo)實(shí)行彈性控制,供企業(yè)根據(jù)發(fā)展變化靈活選擇。在發(fā)展單元內(nèi)分類分級(jí)配套生產(chǎn)性和生活性服務(wù)設(shè)施,解決傳統(tǒng)工業(yè)用地服務(wù)配套欠缺的問題。實(shí)施管理上研究細(xì)化規(guī)劃編制、簡(jiǎn)化項(xiàng)目審批、強(qiáng)化后期監(jiān)管等提高管理效率,降低行政成本。
[Abstract]:This study is to explore solutions in the industrial land use planning contradictions and problems encountered in the management. Hangzhou is in a critical period of industrial transformation, city transformation, industrial transformation and the use of space is facing many problems, such as changes of post industrial space utilization, limited space for development of industrial transformation, industrial restructuring and development of supporting the service is not perfect and so restricts the healthy and orderly development of the real economy.
