【摘要】：在2005年舉辦的十六屆五中全會(huì)上,黨中央重點(diǎn)提出了建設(shè)社會(huì)主義新農(nóng)村的重大歷史任務(wù)。“三農(nóng)”問題,即“農(nóng)村、農(nóng)業(yè)、農(nóng)民”問題一直是困擾中國區(qū)域經(jīng)濟(jì)、文化快速發(fā)展的桎梏,[1]形成了城鄉(xiāng)之間經(jīng)濟(jì)發(fā)展、文化水平的較大差異。進(jìn)入二十一世紀(jì)的第二個(gè)十年,我國處在城市化加速發(fā)展階段,區(qū)域間的競爭日趨加劇,城鄉(xiāng)差距日益加大,城鄉(xiāng)矛盾也日漸突出。與此同時(shí),農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)進(jìn)入了前所未有的困難期,主要表現(xiàn)在農(nóng)業(yè)的經(jīng)濟(jì)效益不高,農(nóng)民增收困難,[2]大量農(nóng)村人口流向城市,農(nóng)村的發(fā)展逐漸衰微。為此,鄉(xiāng)村轉(zhuǎn)型就成為了必然選擇。農(nóng)業(yè)與旅游業(yè)、服務(wù)業(yè)等為主的第三產(chǎn)業(yè)相結(jié)合,而形成了一種全新的農(nóng)業(yè)產(chǎn)業(yè)模式,它具有很高的農(nóng)業(yè)產(chǎn)業(yè)關(guān)聯(lián)性,同時(shí)還具有不可預(yù)估的市場前景,優(yōu)良的發(fā)展模式效益,和多種多樣的產(chǎn)業(yè)模式。為鄉(xiāng)村轉(zhuǎn)型提供了一個(gè)新的切入視角及可行方法。2006年,中國鄉(xiāng)村旅游年成為了我國的旅游主題,使得農(nóng)業(yè)與旅游業(yè)、服務(wù)業(yè)等第三產(chǎn)業(yè)的發(fā)展結(jié)合,為鄉(xiāng)村轉(zhuǎn)型提供了一個(gè)新的發(fā)展機(jī)遇,并參與到全國的國民經(jīng)濟(jì)發(fā)展的大前景中。西安大都市生態(tài)綠地中的鄉(xiāng)村具有豐富的歷史文化和土地資源,但目前的鄉(xiāng)村轉(zhuǎn)型存在著無序盲目開發(fā)、產(chǎn)品類型單一、產(chǎn)品層次較低、配套設(shè)施缺乏、從業(yè)人員素質(zhì)不高等突出問題,2主要的發(fā)展模式仍以農(nóng)家樂形式為主,停留在“吃農(nóng)家飯、住農(nóng)家屋”的簡單層次上,遠(yuǎn)遠(yuǎn)滿足不了都市人口的休閑旅游發(fā)展需求,使的我市鄉(xiāng)村轉(zhuǎn)型發(fā)展緩慢。論文通過對(duì)西安大都市生態(tài)綠地中鄉(xiāng)村發(fā)展的現(xiàn)狀與問題研究、國內(nèi)外鄉(xiāng)村轉(zhuǎn)型發(fā)展的優(yōu)秀經(jīng)驗(yàn)梳理等,從城鄉(xiāng)一體化、產(chǎn)業(yè)一體化、鄉(xiāng)土文化展示等方面提出了西安大都市生態(tài)綠地中鄉(xiāng)村轉(zhuǎn)型的適宜規(guī)劃對(duì)策及鄉(xiāng)村發(fā)展的模式原理。
[Abstract]:At the Fifth Plenary session of the 16 Central Committee held in 2005, the CPC Central Committee put forward the important historical task of building a new socialist countryside. The shackles of the rapid development of culture, [1] have formed a great difference in economic development and cultural level between urban and rural areas. In the second decade of 21th century, China is in the stage of accelerating urbanization, and the competition among regions is becoming more and more serious. The gap between urban and rural areas is widening day by day, and the contradiction between urban and rural areas is becoming increasingly prominent. At the same time, agriculture and rural economy have entered an unprecedented difficult period, mainly manifested in the low economic benefits of agriculture and the difficulty of increasing farmers' income. [2] A large number of rural people flow to cities. The development of rural areas has gradually declined. For this reason, rural transformation has become an inevitable choice. Agriculture is combined with the tertiary industries, such as tourism and service industries, and a new agricultural industrial model has been formed. It has a high relevance of agricultural industry, at the same time has unpredictable market prospects, excellent development model benefits, and a variety of industrial models. It provides a new perspective and feasible method for rural transformation. 2006, The year of China's rural tourism has become the theme of tourism in our country, which makes agriculture combine with the development of the tertiary industry, such as tourism and service industries, and provides a new development opportunity for the transformation of rural areas. The villages in the ecological green space of Xi'an metropolis are rich in history, culture and land resources, but there is disorder blind development and single product type in the current rural transformation. Low product level, lack of supporting facilities, low quality of employees and other outstanding problems. The main development model is still in the form of farmhouse music, staying at the simple level of "eating farmers' rice and living in farm houses." It is far from satisfying the leisure tourism development demand of urban population, which makes the rural transformation of our city slow. This paper studies the present situation and problems of rural development in Xi'an metropolitan ecological green space. From the aspects of urban-rural integration, industrial integration, local culture display and so on, this paper puts forward the appropriate planning countermeasures and the mode principle of rural development in the ecological green space of Xi'an metropolis.
