【摘要】：2003年,我國頒布《建設(shè)工程工程量清單計價規(guī)范》。此后,國內(nèi)施工企業(yè)招投標(biāo)計價模式由定額計價轉(zhuǎn)變?yōu)楣こ塘壳鍐斡媰r。工程量清單計價的核心在于企業(yè)自主報價,這就要求施工企業(yè)拋棄以往國家制定的預(yù)算定額,建立符合企業(yè)施工水平的現(xiàn)代建筑施工企業(yè)定額。但是,國內(nèi)除了小部分大公司擁有自己的企業(yè)定額,大多數(shù)施工企業(yè)并沒有制定貼切自身實際情況的企業(yè)定額。企業(yè)定額作為現(xiàn)代建筑施工企業(yè)的核心競爭力,建立迫在眉睫。建立企業(yè)定額并非一朝一夕的工作,需要科學(xué)、合理的編制流程以及處理大量的數(shù)據(jù)資料。目前,我國施工企業(yè)面臨著工企業(yè)自身實力不足,基礎(chǔ)數(shù)據(jù)積累缺乏,人才短缺,編制思路不足,招投標(biāo)市場不完善等一系列問題,因此,如何快速、有效建立企業(yè)定額已經(jīng)成為施工企業(yè)工作的重中之重。本論文立足于企業(yè)定額的重要作用,分析了企業(yè)定額的國內(nèi)外研究現(xiàn)狀和建立過程中的各種問題,從企業(yè)定額建立的理論分析入手,提出了企業(yè)定額編制的原則、依據(jù)、步驟;通過蒙特卡羅模擬方法并結(jié)合計算機(jī)軟件,確定企業(yè)定額建立過程中各項消耗量的標(biāo)準(zhǔn),解決施工企業(yè)數(shù)據(jù)不足的實際難題,最后思考了企業(yè)定額在國內(nèi)和國際市場上的應(yīng)用價值,對中國企業(yè)發(fā)展國外市場做出有建設(shè)性的意見,希望本論文能對施工企業(yè)建立企業(yè)定額有實際指導(dǎo)價值。
[Abstract]:In 2003, our country promulgated "the construction engineering quantity list valuation standard". The mode of bidding pricing of domestic construction enterprises is changed from fixed valuation to bill of quantities valuation. The core of bill of quantities valuation lies in the independent quotation of enterprises, which requires construction enterprises to abandon the budget quota established by the former state. Establish the modern construction enterprise quota which accords with the enterprise construction level. However, the domestic except a small number of large companies have their own enterprise quota. Most construction enterprises do not set up the enterprise quota which is appropriate to their actual situation. As the core competitiveness of modern construction enterprises, it is urgent to establish the enterprise quota. It is not an overnight work to establish the enterprise quota. At present, construction enterprises in our country are faced with insufficient strength of the enterprises themselves, lack of basic data accumulation, shortage of talents and insufficient ideas of compilation. Bidding market is not perfect and a series of problems, therefore, how to establish the enterprise quota quickly and effectively has become the most important work of the construction enterprise. This paper is based on the important role of the enterprise quota. This paper analyzes the domestic and international research status of enterprise quota and various problems in the process of establishing enterprise quota, starting with the theoretical analysis of enterprise quota establishment, puts forward the principles, basis and steps of enterprise quota establishment. By means of Monte Carlo simulation method and computer software, the standard of consumption in the process of establishing enterprise quota is determined, and the practical problem of insufficient data in construction enterprise is solved. Finally, the author thinks about the application value of enterprise quota in domestic and international market, and makes constructive suggestions for Chinese enterprises to develop foreign market. It is hoped that this paper will have practical guiding value for construction enterprises to set up enterprise quota.
