【摘要】：20世紀(jì)末到21世紀(jì)初,我國(guó)城市發(fā)展進(jìn)入白熱化階段,但是社會(huì)快速發(fā)展所帶來(lái)的環(huán)境安全問(wèn)題日益嚴(yán)重,環(huán)境問(wèn)題隨之而來(lái)的災(zāi)害頻發(fā)會(huì)滯后社會(huì)的穩(wěn)定發(fā)展。城市公園的防災(zāi)設(shè)計(jì)作為城市安全規(guī)劃與設(shè)計(jì)運(yùn)作的重要手段及成果之一,是解決城市安全問(wèn)題的關(guān)鍵。本文以哈爾濱兆麟公園為研究對(duì)象,運(yùn)用城市防災(zāi)學(xué)的相關(guān)理論,在城市防災(zāi)理念的框架下對(duì)哈爾濱兆麟公園環(huán)境的防災(zāi)設(shè)計(jì)進(jìn)行合理定位,梳理出重要的影響因子,從防災(zāi)背景、分析過(guò)程與設(shè)計(jì)要素上提出解決方案,解決城市公園在防災(zāi)設(shè)計(jì)方面的問(wèn)題。找出具有實(shí)際意義的宏觀策略與可操作性實(shí)踐經(jīng)驗(yàn)。研究城市公園的防災(zāi)策略問(wèn)題,應(yīng)從災(zāi)害特性、基本理論與相關(guān)技術(shù)文件的指導(dǎo)入手。城市公園的防災(zāi)策略是結(jié)合城市防災(zāi)上位規(guī)劃、區(qū)域政策要求與公園環(huán)境設(shè)計(jì)意向,轉(zhuǎn)化為設(shè)計(jì)實(shí)施的媒介型文件。我國(guó)在理論上大量借鑒國(guó)外成熟的政策方法,缺乏適宜本國(guó)國(guó)情的研究,在實(shí)踐上缺乏凸顯區(qū)域環(huán)境特點(diǎn)的完整策略編制,所以應(yīng)結(jié)合國(guó)情提出有針對(duì)性的城市公園防災(zāi)避險(xiǎn)問(wèn)題并找到有益的建議與策略方法。通過(guò)對(duì)哈爾濱市兆麟公園環(huán)境的防災(zāi)優(yōu)化研究,力求與我國(guó)各城市其他公園的設(shè)計(jì)實(shí)施相結(jié)合,運(yùn)用防災(zāi)學(xué)相關(guān)理論,在城市防災(zāi)理念的背景下對(duì)城市公園的設(shè)計(jì)進(jìn)行防災(zāi)優(yōu)化定位,在梳理相關(guān)影響因素的過(guò)程中,總結(jié)出可行性措施和有實(shí)際意義的指導(dǎo)經(jīng)驗(yàn)。為城市公園設(shè)計(jì)的實(shí)踐者,設(shè)計(jì)師帶來(lái)新參考,更加理性科學(xué)地規(guī)劃設(shè)計(jì)城市公園,最終形成合理完善的城市防災(zāi)體系。
[Abstract]:From the end of 20th century to the beginning of 21th century, the urban development of our country has entered the stage of white-hot, but the environmental security problem brought by the rapid development of society is becoming more and more serious. Environmental problems followed by frequent disasters will lag behind the stable development of society. Urban park disaster prevention design as an important means of urban safety planning and design operation and one of the achievements. It is the key to solve the problem of urban safety. This paper takes Harbin Zhaolin Park as the research object and applies the relevant theories of urban disaster prevention. In the framework of the concept of urban disaster prevention, the environmental disaster prevention design of Harbin Zhaolin Park is reasonably positioned, and the important influencing factors are sorted out, and the solutions are put forward from the disaster prevention background, analysis process and design elements. To solve the problems in disaster prevention design of urban parks, to find out the practical macroscopic strategies and practical operational experience, and to study the disaster prevention strategy of urban parks, we should take disaster characteristics into account. The urban park disaster prevention strategy is combined with urban disaster prevention upper planning, regional policy requirements and park environmental design intention. Our country draws lessons from the foreign mature policy method in theory, lacks the research suitable for the national condition, lacks in the practice the complete strategy compilation which highlights the regional environment characteristic. Therefore, it is necessary to put forward the problem of disaster prevention and avoidance of urban parks in combination with the national conditions and find some useful suggestions and strategies. Through the study on the environmental disaster prevention and optimization of Zhaolin Park in Harbin. It tries to combine with the design and implementation of other parks in cities of our country, using the relevant theory of disaster prevention, under the background of the concept of urban disaster prevention, the design of urban parks is optimized for disaster prevention and positioning. In the process of combing relevant influencing factors, the feasibility measures and practical guidance experience are summarized, which will bring new reference to the practitioners and designers of urban park design. More rational and scientific planning and design of urban parks, the formation of a reasonable and perfect urban disaster prevention system.
