【摘要】：黨的十八大及十八屆三中全會(huì)提出推進(jìn)體制機(jī)制改革創(chuàng)新,建立合理的空間規(guī)劃體系的目標(biāo),切實(shí)推進(jìn)政府規(guī)劃的協(xié)調(diào),對(duì)于同一管轄對(duì)象的政府規(guī)劃手段進(jìn)行必要的合并和調(diào)整,是政府職能改革的重要舉措之一,也是推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化必然需要面對(duì)的難題之一。適時(shí)推進(jìn)我國(guó)多種規(guī)劃融合的研究和實(shí)踐,已迫在眉睫并已納入國(guó)家和地方政府的重要工作議程。而市縣空間是我國(guó)探索多種規(guī)劃融合及體制機(jī)制創(chuàng)新的基本單元,以市縣為實(shí)證,探索研究多種規(guī)劃的融合和協(xié)調(diào),具有學(xué)術(shù)和現(xiàn)實(shí)意義。本文在分析研究開(kāi)展多規(guī)融合的背景、意義基礎(chǔ)上,從多規(guī)融合及其相關(guān)概念入手,結(jié)合國(guó)內(nèi)外相關(guān)理論研究和實(shí)踐成果,提出了市縣及研究案例地——開(kāi)化縣開(kāi)展多規(guī)融合實(shí)踐的基本思路和方法,并以開(kāi)化縣作為實(shí)證,提出了空間管控、協(xié)調(diào)管理等方面的具體舉措。同時(shí),在案例分析基礎(chǔ)上,提出了本次研究的主要成效和不足,以及下一步開(kāi)展多規(guī)融合研究需要關(guān)注的若干方面。
[Abstract]:The 18 Party Congress and the third Plenary session of the 18 CPC Central Committee put forward the goal of promoting the reform and innovation of system and mechanism, establishing a reasonable spatial planning system, and promoting the coordination of government planning. It is one of the important measures of government function reform to combine and adjust the government planning means of the same jurisdiction object. It is also one of the problems that must be faced to promote the modernization of national governance system and governance capacity. The city and county space is the basic unit of our country to explore the integration of various planning and institutional mechanism innovation, taking the city and county as the demonstration. It is of academic and practical significance to explore and study the fusion and coordination of multi-planning. Based on the analysis of the background and significance of multi-planning integration, this paper starts with multi-planning integration and its related concepts. Combined with the domestic and foreign related theoretical research and practical results, put forward the city and county and the case study of Kaihua County to carry out the practice of multi-planning integration basic ideas and methods, and take Kaihua County as an example, put forward the spatial management and control. At the same time, on the basis of case analysis, this paper puts forward the main achievements and shortcomings of this study, as well as some aspects that need to be paid attention to in the next step of multi-planning fusion research.
