【摘要】：我國嚴(yán)寒地區(qū)受嚴(yán)峻的氣候條件影響,冬季需要大面積的采暖,能源消耗量相比其他地區(qū)更多,同時由于經(jīng)濟(jì)條件的相對落后,村鎮(zhèn)規(guī)劃建設(shè)、居民能源消耗結(jié)構(gòu)等等而引起的高碳排現(xiàn)象更為明顯。低碳可持續(xù)規(guī)劃建設(shè)是保障村鎮(zhèn)生態(tài)和經(jīng)濟(jì)可持續(xù)發(fā)展的核心,同時也是改善村鎮(zhèn)環(huán)境、提升村鎮(zhèn)形象的有效手段�？梢灶A(yù)見,未來嚴(yán)寒地區(qū)村鎮(zhèn)的發(fā)展與規(guī)劃建設(shè)模式必將發(fā)生巨大變革,原本的高碳模式必將被綠色、清潔、低碳的模式逐步替代,從碳排放優(yōu)化這一角度深入研究嚴(yán)寒地區(qū)綠色村鎮(zhèn)的規(guī)劃建設(shè)已成為必不可少的課題。本研究將從分析國內(nèi)外低碳村鎮(zhèn)建設(shè)理論研究與實踐開始,闡明綠色低碳村鎮(zhèn)的內(nèi)涵與本質(zhì),并探討綠色低碳村鎮(zhèn)的特點(diǎn),制定適合嚴(yán)寒地區(qū)村鎮(zhèn)的碳排放調(diào)查范圍。依據(jù)嚴(yán)寒地區(qū)綠色村鎮(zhèn)土地利用、空間規(guī)劃現(xiàn)狀、經(jīng)濟(jì)發(fā)展現(xiàn)狀、居民家庭生活、村鎮(zhèn)建筑等統(tǒng)計數(shù)據(jù)進(jìn)行總體分析,分析嚴(yán)寒地區(qū)村鎮(zhèn)綠色低碳規(guī)劃建設(shè)的影響因素和亟需解決的問題。研究選取嚴(yán)寒地區(qū)典型村鎮(zhèn)——雙泉鎮(zhèn)、虎林鎮(zhèn)、新安鎮(zhèn)、察爾森鎮(zhèn)以及齊家鎮(zhèn)進(jìn)行實地調(diào)研,從土地利用、村鎮(zhèn)產(chǎn)業(yè)、居民家庭生活、村鎮(zhèn)建筑、居民低碳意識等方面,概括了嚴(yán)寒地區(qū)村鎮(zhèn)碳排放相關(guān)因素的現(xiàn)狀,歸納總結(jié)現(xiàn)存問題及發(fā)展低碳村鎮(zhèn)的制約因素。嚴(yán)寒地區(qū)村鎮(zhèn)社會經(jīng)濟(jì)正處于快速發(fā)展階段,傳統(tǒng)的經(jīng)濟(jì)結(jié)構(gòu)正面臨著調(diào)整與改變;村鎮(zhèn)政府決策人員、村鎮(zhèn)居民對低碳概念了解狀況一般,且低碳行為付諸很少;村鎮(zhèn)能源仍以生物質(zhì)能源為主;嚴(yán)寒地區(qū)村鎮(zhèn)碳排放情況中等,單位產(chǎn)值碳排放一般。嚴(yán)寒地區(qū)村鎮(zhèn)在發(fā)展低碳建設(shè)中處于低碳認(rèn)知階段,對于嚴(yán)寒地區(qū)綠色村鎮(zhèn)低碳建設(shè)仍有許多工作要做。通過定性與定量兩種分析方式發(fā)現(xiàn)嚴(yán)寒地區(qū)村鎮(zhèn)碳排放的現(xiàn)狀問題,其綠色低碳規(guī)劃建設(shè)亟待開展。最后,從村鎮(zhèn)土地利用與規(guī)劃布局、村鎮(zhèn)產(chǎn)業(yè)、綠色農(nóng)業(yè)、村鎮(zhèn)居民家庭生活、村鎮(zhèn)住宅建筑與村鎮(zhèn)低碳政策及居民低碳意識等方面提出了綠色低碳發(fā)展策略與實施途徑。
[Abstract]:Severe climate conditions affect severe weather conditions in our country, winter needs a large area of heating, energy consumption is more than other areas, at the same time because of the economic conditions are relatively backward, towns and villages planning and construction. The phenomenon of high carbon emission caused by energy consumption structure of residents is more obvious. Low-carbon sustainable planning and construction is the core to ensure the sustainable development of village ecology and economy, but also to improve the village environment. The effective means to improve the image of villages and towns. We can foresee that the development and planning and construction mode of villages and towns in the cold areas in the future will have a great change, the original high-carbon model will be gradually replaced by the green, clean, low-carbon model. From the perspective of carbon emission optimization, it has become an essential topic to study the planning and construction of green villages and towns in cold areas. This study will begin with the theoretical research and practice of low-carbon villages and towns construction at home and abroad. This paper expounds the connotation and essence of green low carbon villages and towns, probes into the characteristics of green low carbon villages and towns, and formulates the investigation scope of carbon emissions suitable for the villages and towns in severe cold areas. According to the present situation of land use and spatial planning of green villages and towns in severe cold areas. The current situation of economic development, household life, rural buildings and other statistical data for the overall analysis. This paper analyzes the influencing factors of green and low carbon planning and construction of villages and towns in severe cold areas and the problems that need to be solved. The study selects the typical villages in severe cold areas-Shuangquan Town, Hulin Town and Xin'an Town. Chaersen Town and Qijia Town carried out field research, from the land use, village industry, household life, village buildings, low carbon awareness of residents and other aspects, summarized the status quo of carbon emission related factors in cold areas. Summing up the existing problems and the restricting factors of developing low carbon villages and towns. The social economy of villages and towns in severe cold areas is in a rapid development stage, and the traditional economic structure is facing adjustment and change; Village and town government policy makers, village residents to the concept of low carbon understanding of the general situation, and low carbon behavior put into little; The energy of village and town is still dominated by biomass energy; The situation of carbon emission in cold area is medium, the carbon emission per unit output value is general. In the development of low carbon construction, villages and towns in cold area are in the stage of low carbon cognition. There is still a lot of work to be done for the low carbon construction of green villages and towns in severe cold areas. Through qualitative and quantitative analysis, the current situation of carbon emissions in villages and towns in cold areas is found, and the green and low carbon planning and construction are urgently needed to be carried out. From the village and town land use and planning layout, village and town industry, green agriculture, village and town residents' family life. The green and low carbon development strategies and implementation approaches are put forward in the aspects of the low carbon policy and the low carbon consciousness of the residents in the residential buildings of villages and towns.
