【摘要】：近年來農(nóng)村新社區(qū)被作為統(tǒng)籌城鄉(xiāng)發(fā)展、實(shí)現(xiàn)城鄉(xiāng)一體化的重要抓手而積極建設(shè),在取得一定成績的同時,也帶來了諸多的經(jīng)濟(jì)、社會問題,探究其發(fā)生的原因與尋找改進(jìn)的方向具有重要現(xiàn)實(shí)意義。本文應(yīng)用政策分析方法,回顧了當(dāng)前農(nóng)村新社區(qū)建設(shè)的演進(jìn)、發(fā)生機(jī)制與本質(zhì),認(rèn)為其是在中央政府多項(xiàng)政策綜合作用下,地方政府在狹義理解社區(qū)概念基礎(chǔ)上進(jìn)行的實(shí)踐創(chuàng)新,本質(zhì)上是一種將城市社區(qū)大規(guī)模、高密度建設(shè)管理方法應(yīng)用于鄉(xiāng)村地區(qū)的模式。然后提出回歸社區(qū)概念的社會屬性,結(jié)合新型城鎮(zhèn)化階段的總體要求,認(rèn)為農(nóng)村新社區(qū)之"新"在于相比傳統(tǒng)農(nóng)村社區(qū)具備更加完善的功能設(shè)施。在此基礎(chǔ)上探索提出以公共設(shè)施完善為目標(biāo),在維持村莊肌理?xiàng)l件下打造生活共同體的新社區(qū)建設(shè)模式,并將該模式應(yīng)用于南京市高淳區(qū)新社區(qū)布點(diǎn)規(guī)劃,取得了積極的效果。
[Abstract]:In recent years, new rural communities have been actively constructed as an important grasp of urban and rural development and urban and rural integration, which has brought a lot of economic and social problems at the same time. It is of great practical significance to explore the causes of its occurrence and to find the direction of improvement. This paper applies the policy analysis method to review the evolution, occurrence mechanism and nature of the construction of new rural communities. It is considered that under the comprehensive action of many policies of the central government, the practice innovation carried out by the local government on the basis of narrowly understanding the concept of community is essentially a large-scale urban community. The high-density construction management method is applied to the rural areas. Then the social attributes of the concept of returning to the community are put forward, combined with the overall requirements of the new stage of urbanization. The author thinks that the "new" of the new rural community lies in having more perfect functional facilities than the traditional rural community. On the basis of this, the author puts forward the goal of perfecting the public facilities. The new community construction model under the condition of maintaining the village texture is applied to the layout planning of the new community in Gaochun district of Nanjing and the positive effect is obtained.
