【摘要】:在市場力量為主導(dǎo)的土地開發(fā)過程中,法定規(guī)劃目標(biāo)被屢屢突破,部分城市居住建筑體量超過了城市發(fā)展實際需求,與此同時,規(guī)劃管理上沒有有效的制度與技術(shù)約束機(jī)制,在此背景下,提出"收縮型規(guī)劃"的概念,分析其主要特征及發(fā)展趨勢。進(jìn)而指出傳統(tǒng)的交通規(guī)劃以總規(guī)或控規(guī)靜態(tài)規(guī)劃目標(biāo)為主要規(guī)劃依據(jù),存在資源配置錯位等諸多問題,例如,交通設(shè)施在城市新區(qū)的超規(guī)格供給扭曲城市自然生長機(jī)理、交通設(shè)施規(guī)模供給大于實際需求、過大的規(guī)模誤導(dǎo)城市交通戰(zhàn)略及模式的確定、使得城市建設(shè)用地開發(fā)呈現(xiàn)更加瑣碎化的特征且不利于低碳城市建設(shè)等問題。最后,提出利用情景分析法,研判城市可能發(fā)展情景,并以此制定多個方案或著重研究最可行方案。蘊含了倡導(dǎo)性規(guī)劃的先進(jìn)理念,適應(yīng)了動態(tài)規(guī)劃的要求,能充分融合政府、市場、公眾及規(guī)劃編制單位各方訴求。
[Abstract]:The land development process in the market dominated, statutory planning target is breakthrough, part of the city residential building volume more than the actual demand of city development, at the same time, there is no system and technology restriction mechanism for effective planning and management, in this context, puts forward the concept of "contraction type planning", analyses the main characteristics and development trend then it is pointed out that the traditional traffic planning in the general planning of regulatory static planning objectives as the main basis for planning, there are many problems in the allocation of resources, such as dislocation for example, traffic facilities in the city of new super specifications for distorted city natural growth mechanism, transport facilities supply is greater than the actual demand, determine the size of city traffic pattern and strategy of misleading too big, the city construction land development has more trivial features and not conducive to the construction of low carbon city. Finally, put forward by scenario This paper analyzes the possible development scenarios of cities, and formulates multiple plans or focuses on the most feasible programs. It contains advanced ideas of advocacy planning, adapted to the requirements of dynamic programming, and fully integrates the demands of governments, market, public and planning organizations.
