【摘要】：為促進城市可持續(xù)發(fā)展,在科學(xué)合理規(guī)劃城市空間格局的基礎(chǔ)上,應(yīng)突出強調(diào)保護原有特色生態(tài)環(huán)境要素,保育生態(tài)系統(tǒng)服務(wù)功能和原住民人居環(huán)境。作為世界文化遺產(chǎn),麗江城市面貌在過去數(shù)十年發(fā)生了深刻變化,城市用地顯著擴張,同時嚴(yán)峻的環(huán)境問題對城市可持續(xù)發(fā)展提出挑戰(zhàn)。以麗江市為例,選取對其發(fā)展影響深遠的水系元素、噪聲環(huán)境因子和森林火災(zāi)3個關(guān)鍵生態(tài)敏感因子,提出通過分析這類生態(tài)敏感區(qū)在城市規(guī)劃過程中的避讓方法、程度,區(qū)劃城市規(guī)劃基本空間格局,以避免城市未來因生態(tài)環(huán)境問題突出而制約其發(fā)展的規(guī)劃用地思路。結(jié)果表明,麗江城區(qū)周邊湖泊水系、古城內(nèi)部及周邊原住民人口密集區(qū)都是保障城市可持續(xù)發(fā)展的生態(tài)保護重點地區(qū),在城市用地規(guī)劃中必須予以避讓;該區(qū)域面積為147.2 km2,占研究區(qū)面積的11.1%。同時,明確給出了規(guī)劃用地的具體空間控制范圍和相應(yīng)的避讓原則。
[Abstract]:In order to promote the sustainable development of cities, we should emphasize the protection of the original characteristic ecological environment elements, the ecosystem service function and the aboriginal living environment on the basis of scientifically and rationally planning the urban spatial pattern. As a world cultural heritage, the urban appearance of Lijiang has undergone profound changes in the past decades. The urban land is expanding significantly. Meanwhile, severe environmental problems pose a challenge to the sustainable development of the city. Taking Lijiang city as an example, the selection of its development elements, far-reaching impact on water environment noise factor and forest fire 3 key ecological sensitive factors, put forward through the analysis of degree in city planning in the process of collision avoidance method, this kind of ecological sensitive area, regionalization of city planning spatial pattern, in order to avoid the city future due to environmental problems while restricting the development of land use planning ideas. The results show that the Lijiang city surrounding the lake water, the ancient city within and around the aboriginal populated areas are the key areas of ecological protection to ensure sustainable development of the city, must be to avoid the land use in the city planning; the area is 147.2 km2, accounting for 11.1% of the study area. At the same time, the specific space control range of the planning land and the corresponding avoidance principle are given.
