【摘要】：建設(shè)人民幣離岸金融中心是上海自貿(mào)區(qū)金融改革的重要方向,如何在總體方案的指導(dǎo)下,做好自貿(mào)區(qū)離岸金融中心建設(shè)的路徑規(guī)劃和風(fēng)險(xiǎn)防范工作,是有關(guān)部門和學(xué)者的關(guān)注重點(diǎn)。文章介紹了離岸金融中心的界定標(biāo)準(zhǔn),分析了在上海自貿(mào)區(qū)建設(shè)人民幣境內(nèi)離岸中心的必要性,并從短期跨境資本波動(dòng)、商業(yè)銀行經(jīng)營(yíng)風(fēng)險(xiǎn)和洗錢犯罪三個(gè)角度分析了潛在的經(jīng)濟(jì)金融風(fēng)險(xiǎn)。最后,基于風(fēng)險(xiǎn)防范視角,提出上海人民幣離岸金融中心應(yīng)采取嚴(yán)格的內(nèi)外分離型的發(fā)展路徑,隨著境內(nèi)資本項(xiàng)目開放程度的提升,再逐漸向滲透型模式轉(zhuǎn)變。
[Abstract]:The construction of RMB offshore financial center is an important direction of financial reform in Shanghai Free Trade Zone. Under the guidance of the overall scheme, how to do a good job in the path planning and risk prevention of the construction of offshore financial center in free trade area is the focus of attention of relevant departments and scholars. This paper introduces the definition standard of offshore financial center, analyzes the necessity of constructing RMB offshore center in Shanghai Free Trade area, and analyzes the potential economic and financial risks from three angles: short-term cross-border capital fluctuation, commercial bank operating risk and money-laundering crime. Finally, based on the perspective of risk prevention, it is proposed that the RMB offshore financial center in Shanghai should adopt a strict internal and external separation development path, and then gradually change to the permeable model with the improvement of the openness of the domestic capital account.
