【摘要】：針對貨幣政策最終目標(biāo)是否應(yīng)關(guān)注金融穩(wěn)定問題,本文結(jié)合金融危機(jī)前后經(jīng)濟(jì)金融運(yùn)行實際對貨幣政策最終目標(biāo)框架進(jìn)行了反思。研究發(fā)現(xiàn),早期發(fā)達(dá)國家所實施的貨幣政策,簡單來說,就是一個目標(biāo)與一項工具,一個目標(biāo)就是低而穩(wěn)定的通貨膨脹率,一項工具就是政策利率,合理設(shè)定政策利率就能達(dá)到穩(wěn)定物價的目標(biāo),而隨著經(jīng)濟(jì)全球化迅猛發(fā)展和金融市場化改革的不斷深化,通貨膨脹穩(wěn)定性和產(chǎn)出缺口之間的聯(lián)系日趨松散,追求低而穩(wěn)定的通貨膨脹率并不能保證實現(xiàn)宏觀經(jīng)濟(jì)穩(wěn)定,鑒于物價穩(wěn)定與金融穩(wěn)定之間的內(nèi)生關(guān)聯(lián)性,未來貨幣政策需加強(qiáng)同宏觀審慎政策的協(xié)調(diào)配合,以同時實現(xiàn)物價穩(wěn)定、產(chǎn)出穩(wěn)定和金融穩(wěn)定三個目標(biāo)。
[Abstract]:In view of whether the ultimate goal of monetary policy should pay attention to the problem of financial stability, this paper reflects on the framework of the final goal of monetary policy in the light of the actual economic and financial operation before and after the financial crisis. The study found that the monetary policy adopted by the early developed countries was, in short, a goal and a tool, a goal was a low and stable inflation rate, and a tool was a policy interest rate. The goal of stabilizing prices can be achieved by setting policy interest rates reasonably. With the rapid development of economic globalization and the deepening of financial marketization reform, the relationship between inflation stability and output gap is becoming more and more loose. The pursuit of low and stable inflation rates does not guarantee macroeconomic stability. In view of the intrinsic relationship between price stability and financial stability, monetary policy needs to be coordinated with macro-prudential policies in the future, To achieve price stability, output stability and financial stability at the same time.
