【摘要】：隨著旅游產(chǎn)業(yè)對(duì)國民經(jīng)濟(jì)和社會(huì)發(fā)展的輻射及帶動(dòng)作用日益顯著,整合旅游資源、發(fā)展旅游產(chǎn)業(yè)已成為國家和地方政府工作的重點(diǎn),少數(shù)民族地區(qū)由于其別具一格的民俗文化,更具行業(yè)優(yōu)勢(shì)。DS旅游項(xiàng)目是半公益項(xiàng)目,項(xiàng)目既符合國家產(chǎn)業(yè)政策,也符合當(dāng)?shù)匕l(fā)展規(guī)劃,確定項(xiàng)目的經(jīng)濟(jì)效益,論證項(xiàng)目的經(jīng)濟(jì)可行性尤為重要。本文在國內(nèi)外相關(guān)研究成果的基礎(chǔ)上,結(jié)合DS旅游項(xiàng)目的實(shí)際情況,對(duì)項(xiàng)目的經(jīng)濟(jì)性進(jìn)行了評(píng)價(jià)。首先,論證了項(xiàng)目建設(shè)的必要性和重要意義;其次,結(jié)合項(xiàng)目定位對(duì)項(xiàng)目游客數(shù)量進(jìn)行預(yù)測(cè),為后期項(xiàng)目經(jīng)濟(jì)分析提供基礎(chǔ)數(shù)據(jù);再次,對(duì)投資預(yù)算、成本和收入進(jìn)行估算,利用經(jīng)濟(jì)性分析理論和方法,對(duì)項(xiàng)目的盈利能力、償債能力、生存能力等方面進(jìn)行財(cái)務(wù)評(píng)價(jià),論證其可行性,同時(shí)運(yùn)用盈虧平衡分析法、敏感性分析法對(duì)項(xiàng)目進(jìn)行不確定性分析,考察了項(xiàng)目的風(fēng)險(xiǎn)程度和抵御風(fēng)險(xiǎn)的能力;對(duì)可能存在的風(fēng)險(xiǎn)進(jìn)行識(shí)別,提出防范措施;并對(duì)項(xiàng)目的主要社會(huì)效益進(jìn)行評(píng)價(jià);最后對(duì)以后項(xiàng)目的建設(shè)和運(yùn)營管理提供了建議。本文通過查閱資料、實(shí)地考察、查閱相關(guān)政府單位等權(quán)威機(jī)構(gòu)文件的方式收集數(shù)據(jù)材料,堅(jiān)持理論與實(shí)際相結(jié)合,定量分析與定性分析相結(jié)合,對(duì)DS旅游項(xiàng)目進(jìn)行了經(jīng)濟(jì)性評(píng)價(jià),得出項(xiàng)目符合國家政策和地方規(guī)劃、建設(shè)目標(biāo)明確、投資規(guī)模合理、市場(chǎng)潛力巨大、經(jīng)濟(jì)效益良好、社會(huì)效益顯著、具有一定的抵御風(fēng)險(xiǎn)能力、在經(jīng)濟(jì)上可行的結(jié)論。
[Abstract]:With the radiation and driving effect of tourism industry on national economy and social development, the integration of tourism resources and the development of tourism industry have become the focus of national and local government work. The DS tourism project is a semi-public welfare project, which not only accords with the national industrial policy, but also accords with the local development plan. It is particularly important to determine the economic benefits of the project and to demonstrate the economic feasibility of the project. This paper evaluates the economy of DS tourism project on the basis of related research results at home and abroad. First, it demonstrates the necessity and significance of project construction; secondly, it forecasts the number of project visitors in combination with project positioning to provide basic data for the later stage of project economic analysis. Thirdly, we estimate the investment budget, cost and income, and use the economic analysis theory and method to evaluate the profitability, solvency and survivability of the project, and prove its feasibility. At the same time, we use break-even analysis and sensitivity analysis to analyze the uncertainty of the project, and investigate the degree of risk and the ability to resist the risk. The paper identifies the possible risks, puts forward the preventive measures, evaluates the main social benefits of the project, and finally provides some suggestions for the construction and operation management of the project in the future. This paper collects data materials by consulting data, on-the-spot investigation, consulting relevant government units and other authoritative organization documents, insisting on the combination of theory and practice, quantitative analysis and qualitative analysis. The economic evaluation of DS tourism project shows that the project conforms to the national policy and local planning, has clear construction objectives, reasonable investment scale, huge market potential, good economic benefits and remarkable social benefits. Has a certain ability to resist risk, in the economic feasibility of the conclusion.
