【摘要】：較之于入籃前,中國匯率問題目前更處于一種被挾裹的狀態(tài)。入籃在某種意義上自動(dòng)構(gòu)成了一種對(duì)IMF的部分匯率主權(quán)權(quán)能的隱性讓渡,即應(yīng)根據(jù)IMF對(duì)籃子貨幣的要求采取相應(yīng)的積極舉措在國內(nèi)和國際兩個(gè)層面促進(jìn)匯率的基本穩(wěn)定并接受IMF框架的相應(yīng)監(jiān)督。在IMF框架存在缺陷的現(xiàn)實(shí)情形下,利用多邊監(jiān)督和共識(shí)機(jī)制的聯(lián)動(dòng),促使匯率主權(quán)讓渡的國際合作,最大可能地體現(xiàn)公平性和自主性,應(yīng)該是現(xiàn)實(shí)可行的舉措。特別是在中美兩國之間,應(yīng)以尊重他國匯率主權(quán)為前提,基于雙邊共識(shí)持續(xù)推動(dòng)多邊共識(shí),在G20機(jī)制下共同為穩(wěn)定全球金融秩序做出相應(yīng)貢獻(xiàn)。
[Abstract]:China's exchange rate is now in a more capped state than before it entered the basket. In a sense, basket entry automatically constitutes a recessive transfer of sovereignty over part of the IMF exchange rate. That is to say, we should take positive measures to promote the basic stability of the exchange rate at the domestic and international levels and accept the corresponding supervision of the IMF framework according to the requirements of the IMF for the basket currencies. Under the actual situation of the defect of IMF framework, it should be a practical and feasible measure to use the linkage of multilateral supervision and consensus mechanism to promote the international cooperation of transfer of exchange rate sovereignty and to embody fairness and autonomy as far as possible. Especially between China and the United States, respect for the exchange rate sovereignty of other countries should be the premise, based on the bilateral consensus to continue to promote multilateral consensus, under the G20 mechanism to make a corresponding contribution to the stability of the global financial order.
