吸收能力差異對(duì)在華外商直接投資技術(shù)溢出效應(yīng)的影響研究

【摘要】:2015年中國吸收外資全球排名從第一降到第三,但仍保持著穩(wěn)定增長。外資的流入不僅給東道國帶來充足的資金,更為其帶來先進(jìn)的技術(shù)和管理經(jīng)驗(yàn)。然而鑒于中國區(qū)域發(fā)展的不平衡性,外商直接投資的技術(shù)溢出效應(yīng)在中國不同地區(qū)產(chǎn)生的影響存在明顯的區(qū)域差異。在中國的外商直接投資并不全都給當(dāng)?shù)貛碚蛞绯鲂?yīng),在一些地區(qū),FDI的流入甚至?xí)a(chǎn)生擠出效應(yīng)。當(dāng)前許多學(xué)者試圖從吸收能力的角度來解釋這一現(xiàn)象,認(rèn)為FDI的技術(shù)溢出效應(yīng)能在吸收能力強(qiáng)的地區(qū)得到有效發(fā)揮,而在吸收能力弱的地區(qū)FDI的技術(shù)溢出效應(yīng)則十分有限。本文首先回顧了吸收能力的概念,并參考金艷清、盧曉勇(2012)關(guān)于吸收能力指標(biāo)體系的總結(jié),將我國各地區(qū)FDI技術(shù)溢出吸收能力評(píng)價(jià)體系分為三個(gè)層次:第一,科技吸收能力;第二,制度吸收能力;第三,基礎(chǔ)吸收能力。其次,本文對(duì)當(dāng)前我國外商直接投資現(xiàn)狀以及各地區(qū)吸收能力現(xiàn)狀進(jìn)行了分析。當(dāng)前學(xué)者們關(guān)于吸收能力對(duì)外商直接投資影響的研究往往只選擇單個(gè)指標(biāo)或者多個(gè)指標(biāo)作為吸收能力的替代指標(biāo),而忽略影響吸收能力各因素之間的協(xié)同性。鑒于此,本文采用因子分析法構(gòu)建吸收能力綜合指數(shù),并在這個(gè)基礎(chǔ)上,分析了我國各地區(qū)FDI技術(shù)溢出吸收能力的現(xiàn)狀。最后,本文分析吸收能力對(duì)我國FDI技術(shù)溢出的影響,對(duì)吸收能力綜合指數(shù)以及影響吸收能力的各個(gè)影響因素進(jìn)行門檻分析。實(shí)證結(jié)果表明,我國FDI技術(shù)溢出的吸收能力存在雙重門檻效應(yīng),并且由于吸收能力的差別較大,導(dǎo)致各省份的溢出效應(yīng)存在明顯的區(qū)域差異。從實(shí)證結(jié)果來看,到2013年我國東中西部三個(gè)地區(qū)均已跨過第一個(gè)門檻值,而只有東部地區(qū)跨過了第二個(gè)門檻值。為了進(jìn)一步提高外商直接投資技術(shù)溢出水平,需要進(jìn)一步加強(qiáng)吸收能力。而在重視吸收能力提升的同時(shí),應(yīng)該重視吸收能力各個(gè)影響因素之間的協(xié)同發(fā)展。
[Abstract]:In 2015, China's foreign capital intake dropped from first to third in the world, but maintained steady growth. The inflow of foreign capital not only brings sufficient capital to the host country, but also brings advanced technology and management experience. However, in view of the imbalance of regional development in China, there are obvious regional differences in the technology spillover effects of foreign direct investment (FDI) in different regions of China. Not all FDI in China has a positive spillover effect, and in some regions, FDI inflows even produce crowding out effects. At present, many scholars try to explain this phenomenon from the angle of absorptive capacity, and think that the technology spillover effect of FDI can be played effectively in the region with strong absorptive capacity, but the technology spillover effect of FDI in the region with weak absorption capacity is very limited. This paper first reviews the concept of absorptive capacity, and refers to Jin Yanqing and Lu Xiaoyong (2012) on the summary of absorptive capacity index system, and divides the FDI technology spillover absorptive capacity evaluation system into three levels: first, Absorptive capacity of science and technology; Second, institutional absorptive capacity; third, basic absorptive capacity. Secondly, this paper analyzes the current situation of foreign direct investment and regional absorptive capacity. At present, scholars' researches on the influence of absorptive capacity on FDI usually only select a single index or multiple indicators as a substitute for absorptive capacity, but ignore the synergy among the factors affecting absorptive capacity. In view of this, this paper uses factor analysis method to construct the comprehensive index of absorptive capacity, and on this basis, analyzes the current situation of FDI technology spillover absorptive capacity in various regions of China. Finally, this paper analyzes the influence of absorptive capacity on FDI technology spillover in China, and analyzes the comprehensive index of absorptive capacity and the influencing factors of absorptive capacity. The empirical results show that there is a double threshold effect on the absorptive capacity of FDI technology spillover in China, and there are obvious regional differences in the spillover effect of each province due to the great difference in the absorptive capacity. From the empirical results, by 2013, the three regions in the east and west of China have crossed the first threshold, but only the eastern region has crossed the second threshold. In order to further improve the level of FDI technology spillover, we need to further strengthen the absorptive capacity. At the same time, attention should be paid to the synergistic development of various factors affecting absorptive capacity.
