HA銀行對俄金融業(yè)務存在的問題及對策研究

【摘要】：經(jīng)過多年發(fā)展,中俄金融領域合作不斷深化,尤其是今年以來中國和俄羅斯雙邊貿(mào)易合作逐漸趨于成熟穩(wěn)定,有望延續(xù)平穩(wěn)增長態(tài)勢。2014年10月,中俄兩國央行簽署了1500億元雙邊本幣互換協(xié)議,金融合作已經(jīng)成為中俄經(jīng)貿(mào)合作提速升級的突破口。我國海關統(tǒng)計數(shù)據(jù)顯示,2015年中俄貿(mào)易額達680億美元,中俄貿(mào)易的規(guī)模和質量均在同步提升。黑龍江省受其地緣及國家政治環(huán)境影響,雙邊貿(mào)易額分別占兩國相對應權重的25%和30%,蟬聯(lián)中國對俄貿(mào)易投資最大省份地位。哈爾濱市作為其省會城市同時也是東部陸海絲綢之路經(jīng)濟帶的重要節(jié)點城市,是中俄間貨物、信息、資金及客戶流量的主要集散中心,承載了中國60%的對俄貿(mào)易量,對俄業(yè)務發(fā)展?jié)摿薮�。那�?在激烈的市場競爭環(huán)境下,面對如此機遇怎樣突出重圍走出一條特色化發(fā)展道路成為國內金融機構對俄業(yè)務發(fā)展進程中不可忽視的一個重要問題。本論文以總部坐落于哈爾濱市的HA銀行為實例,首先從基本情況、組織結構、業(yè)務流程及業(yè)務優(yōu)勢四方面對HA銀行對俄金融業(yè)務的當前狀態(tài)予以剖析,提出目前HA銀行在對俄業(yè)務發(fā)展中存在的諸多問題并對產(chǎn)生問題的原因進行認真剖析。其次,結合當前中俄金融合作形勢及國家相關政策對HA銀行拓展對俄金融業(yè)務的內外部影響因素進行探討,明確業(yè)務發(fā)展的機遇與挑戰(zhàn)。最后通過前期對邊境貿(mào)易、對俄合作等方面文獻著作的研究、結合就讀MBA期間學習到的相關管理理論和經(jīng)濟知識、結合身邊負責對俄工作同事的工作管理經(jīng)驗分享,針對目前存在的問題對HA銀行今后開展對俄金融業(yè)務的總體工作思路、具體工作目標提出了具體可行性對策,希望能夠對該行在拓展對俄金融業(yè)務的道路上提供一些啟示。
[Abstract]:After years of development, Sino-Russian cooperation in the financial field has deepened, especially since the beginning of this year, bilateral trade cooperation between China and Russia has gradually become mature and stable, which is expected to continue a steady growth trend. In October 2014, The central banks of China and Russia have signed a 150 billion yuan bilateral currency swap agreement, and financial cooperation has become a breakthrough in the acceleration of economic and trade cooperation between China and Russia. China's customs statistics show that the trade volume between China and Russia reached 68 billion US dollars in 2015, and the scale and quality of Sino-Russian trade are rising simultaneously. Under the influence of its geopolitical and national political environment, the bilateral trade volume accounts for 25% and 30% of the corresponding weights of the two countries respectively, and Heilongjiang Province remains the largest province in China's trade and investment in Russia. Harbin, as its capital city and an important node city in the eastern land and sea Silk Road economic belt, is the main distribution center of goods, information, capital and customer flow between China and Russia, carrying 60 percent of China's trade volume with Russia. To Russia business development potential is enormous. So, in the fierce market competition environment, facing such an opportunity, how to break out a special way of development has become an important issue that can not be ignored in the process of the development of domestic financial institutions to Russia's business. This paper takes HA Bank, which is located in Harbin, as an example. Firstly, it analyzes the current situation of HA Bank's financial services to Russia from four aspects: basic situation, organizational structure, business process and business advantages. This paper puts forward many problems existing in the development of HA's business in Russia and analyzes the causes of the problems. Secondly, combined with the current situation of Sino-Russian financial cooperation and relevant national policies, this paper discusses the internal and external factors affecting the expansion of HA bank's financial business to Russia, and clarifies the opportunities and challenges for the development of the business. Finally, through the previous research on frontier trade, cooperation with Russia and other literature works, combined with the relevant management theory and economic knowledge learned during the study of MBA, combined with the work management experience of working colleagues around Russia, In view of the existing problems, this paper puts forward some feasible countermeasures for HA Bank to develop its financial business with Russia in the future. It hopes to provide some enlightenment to the bank in expanding its financial business to Russia.
