【摘要】：貧困人口脫貧是全面建設(shè)小康社會(huì)的底線任務(wù)和標(biāo)志性指標(biāo)。財(cái)政、金融和產(chǎn)業(yè)政策是精準(zhǔn)扶貧的重要抓手。然而在扶貧實(shí)踐中,財(cái)政、金融和產(chǎn)業(yè)政策各自為政、資金分散、缺乏協(xié)同效應(yīng),以致扶貧政策組合未能充分發(fā)揮應(yīng)有作用。以廣西為案例的研究表明,針對(duì)邊遠(yuǎn)少數(shù)民族地區(qū)貧困現(xiàn)狀和特點(diǎn),發(fā)揮財(cái)政、金融和產(chǎn)業(yè)政策的協(xié)同作用、支持精準(zhǔn)扶貧,要按照財(cái)政打基礎(chǔ)、金融補(bǔ)缺口、產(chǎn)業(yè)促增收的協(xié)同框架,因地施策、分類施策、精準(zhǔn)到戶。具體而言,財(cái)政類扶貧資金要按用途精確配置,扶貧產(chǎn)業(yè)要精準(zhǔn)扶持貧困戶就業(yè)和持續(xù)增收,普惠金融要精準(zhǔn)對(duì)接貧困戶和扶貧龍頭企業(yè)資金需求;要加大對(duì)扶貧龍頭企業(yè)和貧困戶的稅收支持和貸款貼息力度,建立和完善保險(xiǎn)機(jī)制、信用擔(dān)保機(jī)制,從而撬動(dòng)信貸投入,增強(qiáng)精準(zhǔn)扶貧政策合力。
[Abstract]:Poverty alleviation is the bottom line task and landmark index of building a well-off society in an all-round way. Fiscal, financial and industrial policies are important tools for precision poverty alleviation. However, in the practice of poverty alleviation, the policies of finance, finance and industry are separate, the funds are scattered, and there is no synergistic effect, so the policy combination of poverty alleviation fails to play its due role. A case study in Guangxi shows that in view of the present situation and characteristics of poverty in remote ethnic minority areas, the synergy of fiscal, financial and industrial policies should be brought into play to support accurate poverty alleviation. We must lay a foundation for finance and make up the financial gap. The synergistic framework of industry to increase income, as a result of land policy, classified policy, accurate to the household. Specifically, financial poverty alleviation funds should be allocated precisely according to their use, poverty alleviation industries should accurately support poor households' employment and sustained income increase, and inclusive finance should accurately link up the capital needs of poor households and poverty alleviation leading enterprises; It is necessary to increase tax support and discount interest on loans to leading enterprises and poor households, establish and improve insurance mechanisms and credit guarantee mechanisms, thereby leveraging credit input and strengthening the resultant force of precision poverty alleviation policies.
