【摘要】：貧困是世界許多國家和地區(qū)所面臨的難題,在中國也是黨和政府多年來一直致力解決的難題。金融扶貧是消除社會貧困問題的一個(gè)重要法寶,很多國家都在廣泛運(yùn)用。我國實(shí)施金融扶貧已有30年的歷史,但由于相關(guān)金融政策缺乏針對性,金融體系構(gòu)建尚需繼續(xù)完善,金融對我國扶貧開發(fā)的實(shí)際效果并不理想。2013年12月,黨中央國務(wù)院提出要建立“精準(zhǔn)扶貧”機(jī)制,“精準(zhǔn)扶貧”機(jī)制已經(jīng)成為當(dāng)前我國完成扶貧攻堅(jiān)任務(wù)的重要方略。金融精準(zhǔn)扶貧這一課題也迅速引起社會各界的共同關(guān)注,如何讓各金融機(jī)構(gòu)和從業(yè)人員的作用得到充分發(fā)揮、讓精準(zhǔn)扶貧對象享受到精確的信貸扶持和服務(wù)成為金融扶貧改革中亟待解決的一大難題,也是一項(xiàng)需要重點(diǎn)攻克的問題。金融是我國扶貧開發(fā)戰(zhàn)略體系的一個(gè)重要手段,金融精準(zhǔn)扶貧在新一輪的十年扶貧開發(fā)工作中被寄予了很高的期望,擔(dān)負(fù)著實(shí)現(xiàn)扶貧工作從“簡單輸血”向“自主造血”轉(zhuǎn)變的重要使命。濟(jì)寧市位于山東省西南部,為山東省經(jīng)濟(jì)欠發(fā)達(dá)區(qū)域,農(nóng)村地區(qū)貧困人口占比相對較高,脫貧攻堅(jiān)任務(wù)也比較艱巨。眾所周知,經(jīng)濟(jì)社會發(fā)展離不開金融的強(qiáng)有力的支持,而且各級政府對如何做好金融精準(zhǔn)扶貧工作亦進(jìn)行了很多探索。所以,本文以濟(jì)寧市為研究對象,以金融精準(zhǔn)扶貧的大背景為切入點(diǎn),通過對濟(jì)寧市農(nóng)村金融精準(zhǔn)扶貧的實(shí)踐進(jìn)行研究,著重分析濟(jì)寧市銀行業(yè)機(jī)構(gòu)開展的“富民農(nóng)戶貸”、“富民生產(chǎn)貸”的做法和實(shí)踐效果,深入分析探討濟(jì)寧市當(dāng)前農(nóng)村金融精準(zhǔn)扶貧實(shí)踐中存在的問題,并找尋問題產(chǎn)生的原因。最后,提出完善濟(jì)寧市農(nóng)村金融精準(zhǔn)扶貧的對策建議。
[Abstract]:Poverty is a difficult problem faced by many countries and regions in the world, and it is also a problem that the Party and the government have been trying to solve for many years. Financial poverty alleviation is an important magic weapon to eliminate social poverty, which is widely used in many countries. Financial poverty alleviation has been implemented in China for 30 years. However, due to the lack of pertinence of relevant financial policies, the construction of financial system needs to be further improved, and the actual effect of finance on poverty alleviation and development in China is not ideal. The Party Central Committee and the State Council put forward the establishment of the "precision poverty alleviation" mechanism, which has become an important strategy for our country to complete the task of helping the poor at present. The task of financial precision poverty alleviation has also rapidly aroused the common concern of all sectors of society. How to make the role of financial institutions and practitioners fully play a role, Getting accurate credit support and service to the target of accurate poverty alleviation has become a big problem to be solved urgently in the reform of financial poverty alleviation, and it is also a problem that needs to be solved. Finance is an important means of our country's poverty alleviation and development strategy system. In the new round of ten years of poverty alleviation and development work, the financial precision poverty alleviation is expected to be very high. To carry out the transformation of poverty alleviation from "simple blood transfusion" to "autonomous hematopoiesis". Jining is located in the southwest of Shandong Province, which is an underdeveloped region of Shandong Province. The proportion of poor people in rural areas is relatively high, and the task of getting rid of poverty is difficult. As we all know, economic and social development can not be separated from the strong support of finance, and governments at all levels have done a lot of exploration on how to do a good job of financial precision poverty alleviation. Therefore, this paper takes Jining City as the research object, takes the financial precision poverty alleviation background as the breakthrough point, through carries on the research to the Jining City countryside finance accurate poverty alleviation practice, emphatically analyzes the Jining City banking institution to carry on "the rich people farmer household loan". In this paper, the practice and effect of "rich people's production loan" are discussed, and the problems existing in the practice of accurate rural finance in Jining are analyzed and discussed, and the causes of the problems are found. Finally, the paper puts forward the countermeasures and suggestions to perfect Jining's rural financial precision poverty alleviation.
