【摘要】：為加入風(fēng)險(xiǎn)監(jiān)管的理念,防范國際金融危機(jī)對我國經(jīng)濟(jì)金融形勢可能帶來的沖擊,支持我國實(shí)體經(jīng)濟(jì)的發(fā)展。2009年8月,國家外匯管理局提出外匯管理理念和方式的"五個(gè)轉(zhuǎn)變"的工作思路,其中"主體監(jiān)管"是外匯管理方式轉(zhuǎn)變的方向,也是"五個(gè)轉(zhuǎn)變"的具體實(shí)現(xiàn)路徑。隨后,國家外匯管理局也不斷出臺相關(guān)政策和辦法,但目前我國外匯業(yè)務(wù)主體監(jiān)管尚未形成統(tǒng)一的制度規(guī)范,各級外匯局對于外匯業(yè)務(wù)主體監(jiān)管的實(shí)施目前還處于各地區(qū)自發(fā)摸索、各自實(shí)踐、各成體系的狀態(tài)。本文從外匯業(yè)務(wù)主體監(jiān)管的概念出發(fā),立足蕪湖市地方特色,介紹了蕪湖市的外匯業(yè)務(wù)主體監(jiān)管現(xiàn)狀及實(shí)施情況。再運(yùn)用公共政策評價(jià)理論中的"目標(biāo)達(dá)成模式",設(shè)置促進(jìn)貿(mào)易投資便利化目標(biāo)指標(biāo)、防范跨境資金流動風(fēng)險(xiǎn)目標(biāo)指標(biāo)和蕪湖市涉外經(jīng)濟(jì)發(fā)展情況,評價(jià)結(jié)果顯示,蕪湖市實(shí)施外匯業(yè)務(wù)主體監(jiān)管改革后,既使得絕大部分市場主體獲得了很大的便利,又較好地防范了跨境資金流動風(fēng)險(xiǎn),各項(xiàng)涉外經(jīng)濟(jì)指標(biāo)在近兩年國內(nèi)外經(jīng)濟(jì)金融形勢較不明朗的情況下,呈現(xiàn)出了穩(wěn)中有升的態(tài)勢。蕪湖市外匯業(yè)務(wù)主體監(jiān)管總體上是成功的。同時(shí),筆者全面剖析外匯業(yè)務(wù)主體監(jiān)管體系實(shí)施中各類市場主體和外匯局自身遇到的問題,并提出可行的對策建議。這不僅有利于提高蕪湖市外匯管理部門的監(jiān)管水平,還為上級外匯局制定外匯業(yè)務(wù)主體監(jiān)管的相關(guān)工作制度提供了有價(jià)值的參考。
[Abstract]:In order to join the concept of risk supervision, to prevent the possible impact of the international financial crisis on China's economic and financial situation, and to support the development of our real economy. The State Administration of Foreign Exchange puts forward the idea of "five changes" in the concept and mode of foreign exchange management, in which "main body supervision" is the direction of the change of foreign exchange management mode, and it is also the concrete way to realize the "five changes". Subsequently, the State Administration of Foreign Exchange has continuously promulgated relevant policies and measures, but at present, the supervision of the main body of foreign exchange business in China has not yet formed a unified system of norms. At present, the implementation of foreign exchange main body supervision by foreign exchange bureaus at all levels is still in the state of spontaneous exploration, practice and systematization in various regions. Starting from the concept of foreign exchange business subject supervision and based on the local characteristics of Wuhu city, this paper introduces the present situation and implementation of foreign exchange business subject supervision in Wuhu city. Then using the "goal-reaching model" in the theory of public policy evaluation, setting up the target index of promoting trade and investment facilitation, preventing the risk of cross-border capital flow and the development of foreign economy in Wuhu, the evaluation results show that, After the reform of the supervision and control of foreign exchange business subjects in Wuhu City, the vast majority of market participants have been greatly facilitated and the risk of cross-border capital flows has been better protected. Foreign-related economic indicators in the past two years in the domestic and foreign economic and financial situation is relatively unclear, showing a steady rise in the situation. Wuhu City foreign exchange business supervision is successful on the whole. At the same time, the author comprehensively analyzes the problems encountered by all kinds of market agents and foreign exchange bureaus themselves in the implementation of the supervision system of foreign exchange business subjects, and puts forward feasible countermeasures and suggestions. This not only helps to improve the supervision level of Wuhu foreign exchange management department, but also provides a valuable reference for the superior foreign exchange bureau to formulate the relevant work system of foreign exchange business main body supervision.
