【摘要】：金融穩(wěn)定與貨幣政策的協(xié)調(diào)經(jīng)歷了融合、分立、再融合等動(dòng)態(tài)演進(jìn)過程,并形成了英國(guó)大一統(tǒng)模式、美國(guó)的雙層體系以及相對(duì)分立等模式。各國(guó)模式雖不同,短期目標(biāo)不同,但是,金融穩(wěn)定與貨幣政策的協(xié)調(diào)與融合存在長(zhǎng)期的內(nèi)在自恰性,二者相互分離可能引發(fā)系統(tǒng)性錯(cuò)誤。金融穩(wěn)定與貨幣政策職能的協(xié)調(diào)與統(tǒng)籌是系統(tǒng)性風(fēng)險(xiǎn)應(yīng)對(duì)以及宏觀審慎管理框架的基礎(chǔ)。改革完善適應(yīng)現(xiàn)代金融市場(chǎng)體系的監(jiān)管框架,并與貨幣政策形成有效的協(xié)調(diào)機(jī)制,是中國(guó)防范和應(yīng)對(duì)區(qū)域性及系統(tǒng)性風(fēng)險(xiǎn)的關(guān)鍵,未來需要重點(diǎn)關(guān)注金融監(jiān)管者與央行的權(quán)責(zé)問題、金融穩(wěn)定的機(jī)構(gòu)設(shè)置或核心責(zé)任主體問題以及金融穩(wěn)定與貨幣政策融合的政策工具發(fā)展問題。
[Abstract]:The coordination of financial stability and monetary policy has undergone the dynamic evolution of integration, separation, re-integration, and formed the British Unification model, the two-tier system of the United States and the relative separation model. Although different countries have different models and short-term goals, there is a long-term inherent self-consistency between the coordination and integration of financial stability and monetary policy, and the separation of the two may lead to systemic errors. The coordination and coordination of the function of financial stability and monetary policy is the basis of systemic risk response and macroprudential management framework. Reforming and perfecting the regulatory framework for modern financial market system and forming an effective coordination mechanism with monetary policy are the key to prevent and deal with regional and systemic risks in China. In the future, we should focus on the issues of the authority and responsibility of the financial regulator and the central bank, the institutional setting or the main body of the core responsibility of financial stability and the development of policy tools for the integration of financial stability and monetary policy.
