【摘要】：本文分析歸納了全球主要多邊開發(fā)銀行的戰(zhàn)略目標(biāo)、業(yè)務(wù)重點(diǎn)、成功經(jīng)驗(yàn)和存在問題,在此基礎(chǔ)上,提出了亞投行的四點(diǎn)戰(zhàn)略定位:尊重發(fā)展中國(guó)家需求的開發(fā)銀行;具有良好財(cái)務(wù)可持續(xù)性的開發(fā)銀行;堅(jiān)守高標(biāo)準(zhǔn)的開發(fā)銀行;重視國(guó)際合作的開發(fā)銀行。同時(shí),本文提出了亞投行在業(yè)務(wù)模式上的六點(diǎn)創(chuàng)新建議:將城市化作為基礎(chǔ)設(shè)施投資的重點(diǎn)方向之一;以國(guó)際基礎(chǔ)設(shè)施投資公司模式推動(dòng)項(xiàng)目建設(shè);建立離岸人民幣境外投資基金;以"經(jīng)濟(jì)特區(qū)"模式推進(jìn)城市化建設(shè)和跨境園區(qū)建設(shè);實(shí)施綠色金融;在亞投行旗下設(shè)立亞洲金融公司,實(shí)施市場(chǎng)化運(yùn)作。
[Abstract]:This paper analyzes and summarizes the strategic objectives, business priorities, successful experiences and existing problems of the major multilateral development banks in the world. On this basis, it puts forward four strategic orientations of the AIIB: a development bank that respects the needs of developing countries; A development bank with good financial sustainability; a development bank that adheres to high standards; a development bank that values international cooperation. At the same time, this paper puts forward six innovative suggestions on the business model of the AIIB: taking urbanization as one of the key directions of infrastructure investment, promoting project construction with the model of international infrastructure investment company; Establish offshore RMB offshore investment funds; promote urbanization and cross-border park construction in the "special economic zone" model; implement green finance; and set up Asian financial companies under the AIIB to implement market-oriented operations.
