【摘要】：京津冀協(xié)同發(fā)展國家重大戰(zhàn)略實(shí)施三周年來,在交通一體化、生態(tài)環(huán)保、產(chǎn)業(yè)發(fā)展、醫(yī)療協(xié)同等重點(diǎn)領(lǐng)域的協(xié)作程度不斷加深,三地之間基本建立了一個目標(biāo)一致、層次明確、相互銜接的協(xié)同發(fā)展規(guī)劃體系。但相對京津而言,河北省的經(jīng)濟(jì)發(fā)展水平明顯滯后,如何有效利用科技金融對經(jīng)濟(jì)的促進(jìn)作用來縮小河北省與北京、天津之間經(jīng)濟(jì)發(fā)展水平的差距,無疑是一個重要的課題。以此為契機(jī),本文從科技金融效率的視角,全面分析河北省科技金融發(fā)展?fàn)顩r,并采用DEA模型實(shí)證檢驗(yàn)了河北省科技金融運(yùn)行效率,最后構(gòu)建了河北省科技金融效率的提升路線圖。對這些問題的探討將為河北省經(jīng)濟(jì)發(fā)展水平的提高以及京津冀協(xié)同發(fā)展繼續(xù)推進(jìn)提供相應(yīng)的政策依據(jù)。本文首先分析了河北省及各地市科技金融發(fā)展現(xiàn)狀,發(fā)現(xiàn)河北省科技金融與北京、天津之間的發(fā)展差距以及省內(nèi)發(fā)展不平衡等現(xiàn)狀;其次,運(yùn)用DEA實(shí)證模型,選取財政科技支出、RD經(jīng)費(fèi)、專利授權(quán)量以及技術(shù)市場成交額等科技金融指標(biāo),實(shí)證分析了全國30個省市的科技金融效率值,并重點(diǎn)對比分析京津冀以及河北省省內(nèi)各地市科技金融的技術(shù)效率、規(guī)模效率以及綜合效率,結(jié)果表明河北省科技金融發(fā)展效率處于DEA無效狀態(tài),省內(nèi)各地市也存在規(guī)模效率低、發(fā)展不平衡等現(xiàn)象。最后,在上文基礎(chǔ)上從政府扶持、金融支持以及科技型企業(yè)自身發(fā)展三個角度出發(fā),提出了有效促進(jìn)河北省科技金融投入產(chǎn)出效率的發(fā)展路徑,以期為政府加強(qiáng)財政支持與政策引導(dǎo)、金融機(jī)構(gòu)加大資金支持以及科技型企業(yè)提高自身發(fā)展水平,并最終提高河北省科技金融投入產(chǎn)出效率,促進(jìn)京津冀協(xié)同發(fā)展。
[Abstract]:Since the third anniversary of the implementation of the major national strategy of the Beijing-Tianjin-Hebei coordinated development, the degree of cooperation in key areas such as transportation integration, ecological environmental protection, industrial development, medical coordination, and other key areas has been deepened. The three places have basically established a consistent goal and a clear level. A coherent system of coordinated development planning. However, compared with Beijing and Tianjin, the level of economic development in Hebei Province is obviously lagging behind. It is undoubtedly an important subject how to effectively use the role of science and technology finance to promote the economy to narrow the gap between Hebei Province and Beijing and Tianjin. Taking this as an opportunity, this paper comprehensively analyzes the development of science and technology finance in Hebei Province from the perspective of the efficiency of science and technology finance, and uses DEA model to empirically test the efficiency of science and technology finance operation in Hebei Province. Finally, the paper constructs the road map of improving the efficiency of science and technology finance in Hebei province. The discussion of these problems will provide the corresponding policy basis for the improvement of the economic development level of Hebei Province and the continuous promotion of the coordinated development of Beijing-Tianjin-Hebei Province. This paper first analyzes the development situation of science and technology finance in Hebei province and other cities, and finds out the gap between science and technology finance in Hebei province and between Beijing and Tianjin, as well as the unbalanced development in the province. Secondly, the DEA empirical model is used to analyze the development of science and technology finance in Hebei province. Selecting the R D expenditure, patent authorization and the turnover of technology market, this paper empirically analyzes the efficiency of science and technology finance in 30 provinces and cities in China. The technical efficiency, scale efficiency and comprehensive efficiency of science and technology finance in Beijing-Tianjin-Hebei province and Hebei province are compared and analyzed. The results show that the development efficiency of science and technology finance in Hebei Province is in the state of DEA ineffectiveness. Provinces and cities also exist in low scale efficiency, uneven development and other phenomena. Finally, from the three angles of government support, financial support and the development of science and technology enterprises, the paper puts forward the development path of promoting the efficiency of input and output of science and technology finance in Hebei province. In order to strengthen the financial support and policy guidance for the government, financial institutions to increase financial support and technological enterprises to improve their own level of development, and ultimately improve the efficiency of science and technology finance in Hebei Province, promote the coordinated development of Beijing-Tianjin-Hebei.
