湘潭市住房公積金使用效率研究

【摘要】:住房公積金制度是住房金融體系中不可或缺的一個(gè)方面,但自2013年以來(lái),大部分學(xué)者認(rèn)為住房公積金使用效率低下,未實(shí)現(xiàn)其建立的初衷,甚至加大了收入分配不公。結(jié)合國(guó)家“去庫(kù)存”的方針政策,2015年和2016年住建部多次下文,要求提高住房公積金的資金使用效率,減少結(jié)余資金。基于此種形勢(shì),湘潭市為提高住房公積金的使用效率多次調(diào)整了政策。但政策調(diào)整后,湘潭市住房公積金使用效率是否達(dá)到預(yù)期目標(biāo)尚未可知。本文結(jié)合湘潭市住房公積金管理情況和業(yè)務(wù)數(shù)據(jù),研究了湘潭市住房公積金管理中心4次調(diào)整政策后的資金使用效率變化情況,并提出了進(jìn)一步提高住房公積金使用效率的建議,對(duì)促進(jìn)管理中心合理配置資金,加強(qiáng)資金管理,提高資金使用效率具有參考意義。本文首先介紹了住房公積金的定義、特性,詳細(xì)闡述了我國(guó)住房公積金制度的形成與發(fā)展,歸納總結(jié)了影響住房公積金使用效率的因素,構(gòu)建了評(píng)價(jià)住房公積金使用效率的指標(biāo)體系。然后,結(jié)合2011-2016年湘潭市住房公積金業(yè)務(wù)數(shù)據(jù),采用實(shí)證分析法,對(duì)其投入類(lèi)指標(biāo)(繳存類(lèi))和產(chǎn)出類(lèi)指標(biāo)(提取類(lèi)、貸款類(lèi)、國(guó)債類(lèi)和增值收益)進(jìn)行系統(tǒng)分析。基于投入產(chǎn)出角度下的資金使用效率理論,通過(guò)熵值法確定2011-2016年湘潭市住房公積金使用效率評(píng)價(jià)體系中各項(xiàng)指標(biāo)的評(píng)分,采用綜合評(píng)價(jià)法根據(jù)評(píng)分對(duì)資金使用效率做出綜合評(píng)價(jià)。最后總結(jié)到,投入類(lèi)指標(biāo)平穩(wěn)增長(zhǎng);產(chǎn)出類(lèi)指標(biāo)在2011-2014年穩(wěn)定增長(zhǎng),但2015年后急劇增長(zhǎng),特別是其中的貸款類(lèi)指標(biāo)在2015年后大幅度增長(zhǎng),產(chǎn)出類(lèi)指標(biāo)中的提取類(lèi)指標(biāo)與投入類(lèi)指標(biāo)中的繳存指標(biāo)增幅相當(dāng),國(guó)債指標(biāo)處于不斷下降狀態(tài),增值收益在2011-2015年平穩(wěn)增長(zhǎng)后在2016年大幅度下降,證實(shí)了管理中心的4次政策調(diào)整對(duì)資金使用效率的提高起到了一定的作用,但仍有待進(jìn)一步提高。基于評(píng)價(jià)結(jié)果提出了加大歸集擴(kuò)面力度、完善貸款政策、對(duì)存款利息實(shí)行階梯化、提高服務(wù)效率等建議,以期進(jìn)一步提高湘潭市住房公積金使用效率,充分利用歸集的資金,合理分配資金的使用,惠及更多的住房公積金繳存職工。
[Abstract]:The housing provident fund system is an indispensable aspect of the housing finance system, but since 2013, most scholars think that the housing accumulation fund is inefficient, has not realized the original intention of its establishment, and has even increased the unfair distribution of income. Combined with the national policy of "destocking", the Ministry of Housing and Construction in 2015 and 2016 has repeatedly called for improving the efficiency of the use of funds of the housing provident fund and reducing the balance of funds. Based on this situation, Xiangtan City to improve the use of housing provident fund efficiency many times adjusted the policy. But after the policy adjustment, Xiangtan City housing provident fund use efficiency is not known to achieve the expected goal. Based on the management and business data of Xiangtan housing provident fund, this paper studies the change of capital use efficiency after four adjustment policies of Xiangtan housing accumulation fund management center. Some suggestions on how to improve the efficiency of housing accumulation fund are put forward, which can be used as a reference for promoting the rational allocation of funds in the management center, strengthening the management of funds and improving the efficiency of the use of funds. This paper first introduces the definition and characteristics of housing provident fund, elaborates the formation and development of housing accumulation fund system in China, and summarizes the factors that affect the efficiency of housing accumulation fund. The index system of evaluating the efficiency of housing accumulation fund is constructed. Then, based on the data of housing accumulation fund in Xiangtan city from 2011 to 2016, the paper makes a systematic analysis of its input index (deposit class) and output type index (extraction class, loan class, national debt class and value-added income) by using empirical analysis method. Based on the input-output theory of the efficiency of the use of funds, through the entropy method to determine the evaluation system of Xiangtan housing provident fund use efficiency evaluation system from 2011 to 2016, The comprehensive evaluation method is used to evaluate the efficiency of the use of funds according to the score. Finally, it is concluded that the input-type indicators have steadily increased; the output category indicators have grown steadily in 2011-2014, but have increased sharply after 2015, especially in the loan category, especially in the post-2015 period, The output indicators are in the same category as those in the input indicators. The national debt index is in a state of constant decline, and the value-added income has declined significantly in 2016 after a steady growth in 2011-2015. It is proved that the four policy adjustments of the management center have played a certain role in improving the efficiency of the use of funds, but they still need to be further improved. Based on the evaluation results, some suggestions are put forward, such as increasing the scope of collection, perfecting the loan policy, implementing step by step interest on deposit, improving service efficiency and so on, in order to further improve the utilization efficiency of housing accumulation fund in Xiangtan City, and make full use of the collected funds. Reasonable allocation of funds to use, benefit more housing provident fund pay-in staff.
