【摘要】：經(jīng)濟(jì)新常態(tài)下,綠色信貸政策沒(méi)有發(fā)揮出推動(dòng)經(jīng)濟(jì)轉(zhuǎn)型升級(jí),保護(hù)生態(tài)環(huán)境的價(jià)值和作用。從博弈結(jié)果來(lái)看,企業(yè)不會(huì)自主轉(zhuǎn)變生產(chǎn)方式,商業(yè)銀行不會(huì)主動(dòng)參與綠色信貸,而政府部門(mén)在經(jīng)濟(jì)新常態(tài)下必須推行綠色金融的發(fā)展。我國(guó)綠色金融發(fā)展動(dòng)力優(yōu)化需要政府部門(mén)、商業(yè)銀行和企業(yè)的共同努力:政府部門(mén)應(yīng)在完善綠色信貸制度基礎(chǔ)上,加大非環(huán)保行為處罰力度,實(shí)行綠色金融激勵(lì)機(jī)制;商業(yè)銀行應(yīng)創(chuàng)新信貸模式,積極創(chuàng)新金融產(chǎn)品;企業(yè)應(yīng)利用綠色金融支持轉(zhuǎn)變生產(chǎn)方式,進(jìn)行綠色設(shè)計(jì)和生產(chǎn),保護(hù)生態(tài)環(huán)境。
[Abstract]:Under the new normal state of economy, the green credit policy has not played the value and function of promoting the economic transformation and upgrading and protecting the ecological environment. According to the result of the game, the enterprises will not change the mode of production independently, the commercial banks will not take the initiative to participate in the green credit, and the government departments must carry out the development of green finance under the new normal state of economy. The optimization of green finance development power needs the joint efforts of government departments, commercial banks and enterprises: the government departments should strengthen the punishment of non-environmental protection behavior and implement the green financial incentive mechanism on the basis of perfecting the green credit system; Commercial banks should innovate credit mode and actively innovate financial products, and enterprises should use green finance to support the transformation of production mode, carry out green design and production, and protect ecological environment.
