【摘要】：由于人民幣與新臺幣之間的套算匯率不能真實(shí)有效地反映兩岸貿(mào)易的變動情況,加之兩岸貿(mào)易的自由化程度不夠等原因,兩岸匯率波動對兩岸貿(mào)易的影響機(jī)制表現(xiàn)出了不同于傳統(tǒng)理論預(yù)期的特征。本文利用SVAR模型分析了后ECFA時(shí)代兩岸匯率對兩岸貿(mào)易的影響,結(jié)果表明:在長期,兩岸匯率與大陸對臺灣的出口貿(mào)易之間、大陸對臺灣的出口貿(mào)易與大陸對臺灣的進(jìn)口貿(mào)易之間均存在著穩(wěn)定的相互影響關(guān)系;在短期,兩岸匯率是兩岸貿(mào)易的單向Granger原因,兩岸匯率的波動會從整體上抑制兩岸貿(mào)易的發(fā)展,且對大陸對臺灣出口貿(mào)易的抑制作用更加持久。此外,大陸對臺灣的出口貿(mào)易能有效影響大陸對臺灣的進(jìn)口貿(mào)易,而大陸對臺灣的進(jìn)口貿(mào)易不能有效影響大陸對臺灣的出口貿(mào)易。基于此,陸臺雙方應(yīng)建立健全兩岸匯率穩(wěn)定機(jī)制,進(jìn)一步推動兩岸貿(mào)易自由化,逐步將人民幣作為兩岸貿(mào)易的結(jié)算貨幣并適時(shí)在臺灣建立清算型人民幣離岸中心,從而推動兩岸經(jīng)濟(jì)的長足發(fā)展。
[Abstract]:Since the set exchange rate between the RMB and the NT cannot truly and effectively reflect the changes in cross-strait trade and the degree of trade liberalization between the two sides of the strait is not enough, The influence mechanism of exchange rate fluctuation on cross-strait trade is different from the traditional theory. This paper uses SVAR model to analyze the influence of cross-strait exchange rate on cross-strait trade in the post-ECFA era. The results show that: in the long run, between the cross-strait exchange rate and the mainland's export trade to Taiwan, There is a stable interaction between the mainland's export trade to Taiwan and the mainland's import trade to Taiwan. In the short term, the cross-strait exchange rate is the one-way Granger cause of cross-strait trade. The fluctuation of the exchange rate between the two sides of the Taiwan Strait will restrain the development of cross-strait trade as a whole, and will exert a more lasting effect on the mainland's export trade to Taiwan. In addition, the mainland's export trade to Taiwan can effectively affect the mainland's import trade to Taiwan, while the mainland's import trade to Taiwan can not effectively affect the mainland's export trade to Taiwan. Based on this, the mainland and Taiwan should establish and improve the cross-strait exchange rate stabilization mechanism, further promote cross-strait trade liberalization, gradually use the renminbi as the settlement currency for cross-strait trade, and set up an offshore clearing center for renminbi in Taiwan in due course. Thus promoting the rapid economic development of the two sides of the strait.
