【摘要】：住房公積金是我國在住房改革過程中為了解決居民購買力不足,通過借鑒國外先進經(jīng)驗而建立的一種互助性的一種制度。通過對住房公積金的參與者進行強制儲蓄,以便居民在需要時為他們提供低成本的購房資金。住房公積金資源的配置效率低下的情況越來越受到相關(guān)部門的重視,住房公積金資源的配置效率的優(yōu)化成為了公積金業(yè)內(nèi)研究的熱點,本文希望能夠在深入分析浙江省住房公積金的運行現(xiàn)狀的基礎(chǔ)上為浙江省住房公積金制度的改進提供一些可供參考的建議。本文首先歸納整理了前人在住房金融和住房公積金方面的研究進展和研究成果。然后,詳細的介紹浙江省住房公積金組織機構(gòu)構(gòu)成情況和浙江省住房公積金的運行情況,整理出浙江省住房公積金運行中出現(xiàn)的一些困難,從而說明使住房公積金的資源配置更加合理在浙江省內(nèi)很有現(xiàn)實意義。之后,通過建立模型來對住房公積金資源配置情況進行評價。對浙江省11個城市住房公積金資源的配置外部效率采用因子分析法進行了全面評價,并進行聚類分析。然后根據(jù)因子分析結(jié)果,找出對住房公積金資源配置外部效率影響的關(guān)鍵因素。利用DEA模型,分別測算了浙江省住房公積金資源內(nèi)部效率和浙江省下屬11個城市間住房公積金的相比較而言的資源配置書品,然后通過Tobit模型來探究對浙江省住房公積金運行效率的產(chǎn)生作用的關(guān)鍵因素。最后,提出浙江省住房公積金省級統(tǒng)籌這一制度建設(shè)方向,希望通過住房公積金的省級統(tǒng)籌管理,建立一個管理人員更加優(yōu)化、管理更加規(guī)范、監(jiān)管更加到位、資金更加安全、信息化更便捷的住房公積金體系。
[Abstract]:Housing provident fund is a kind of mutual aid system established in our country in the course of housing reform in order to solve the problem of insufficient purchasing power of residents and learn from the advanced experience of foreign countries. By compulsory savings for participants in the housing provident fund, residents can be provided with low-cost home-purchase funds when needed. The inefficient allocation of housing provident fund resources has been paid more and more attention by the relevant departments. The optimization of the allocation efficiency of housing provident fund resources has become a hot spot in the accumulation fund industry. This paper hopes to provide some suggestions for the improvement of the housing provident fund system in Zhejiang province on the basis of in-depth analysis of the current operation of the housing accumulation fund in Zhejiang Province. This paper first summarizes the research progress and achievements in housing finance and housing accumulation fund. Then, it introduces in detail the structure of the housing accumulation fund organization in Zhejiang Province and the running situation of the housing accumulation fund in Zhejiang Province, sorting out some difficulties in the operation of the housing accumulation fund in Zhejiang Province. Thus, it shows that the allocation of resources of housing accumulation fund is more reasonable in Zhejiang Province. After that, the model is established to evaluate the allocation of housing provident fund resources. The external efficiency of allocation of housing accumulation fund resources in 11 cities of Zhejiang Province is evaluated by factor analysis method and cluster analysis is carried out. Then according to the result of factor analysis, we find out the key factors that affect the external efficiency of housing accumulation fund resource allocation. By using DEA model, the internal efficiency of housing provident fund resources in Zhejiang Province and the allocation of resources among 11 cities in Zhejiang Province are calculated respectively. Then the Tobit model is used to explore the key factors to the efficiency of housing accumulation fund in Zhejiang province. Finally, it is proposed that the provincial overall planning of the housing provident fund in Zhejiang Province be the direction of construction. It is hoped that through the overall management of the housing provident fund at the provincial level, the establishment of a more optimized management staff, more standardized management, more effective supervision, and safer funds, Information more convenient housing accumulation fund system.
