【摘要】：本文梳理了經(jīng)濟(jì)新常態(tài)下國(guó)家和省級(jí)政府關(guān)于特色小鎮(zhèn)建設(shè)的實(shí)踐和政策演變,并從產(chǎn)業(yè)、城市、人口和文化4個(gè)方面相互融合的特征,分析了特色小鎮(zhèn)的內(nèi)涵。在此基礎(chǔ)上,提出了特色小鎮(zhèn)建設(shè)的主要融資渠道。本文認(rèn)為,特色小鎮(zhèn)融合了特色產(chǎn)業(yè)與相關(guān)產(chǎn)業(yè)、城市功能與社區(qū)功能、不同技能人口以及注重文化內(nèi)涵的提升。同時(shí),本文從基礎(chǔ)設(shè)施建設(shè)、重大項(xiàng)目企業(yè)和中小企業(yè)3個(gè)方面討論了特色小鎮(zhèn)建設(shè)的融資方式。
[Abstract]:This paper combs the practice and policy evolution of the national and provincial governments on the construction of special towns under the new normal state of economy, and analyzes the connotation of the characteristic towns from the four aspects of industry, city, population and culture. On this basis, put forward the main financing channels for the construction of small towns with characteristics. This paper holds that the characteristic town combines the characteristic industry with the related industry, the city function and the community function, the population with different skills and the promotion of the cultural connotation. At the same time, this paper discusses the financing methods of the construction of small towns with characteristics from three aspects: infrastructure construction, major project enterprises and small and medium-sized enterprises.
