【摘要】：農村金融服務作為實現(xiàn)城鄉(xiāng)一體化發(fā)展的重要環(huán)節(jié),一直是黨和政府工作關注的重點。在黨的十八大報告,對推進城鄉(xiāng)一體化建設的目標做了全面而詳細的解釋,足以看出政府對解決農村農民農業(yè)問題的重視程度。作為“三農”問題中的一個重要環(huán)節(jié),農村金融服務關系農村經(jīng)濟的穩(wěn)定發(fā)展。因此,在新型城鎮(zhèn)化發(fā)展不斷推進的過程中,分析農村金融服務的現(xiàn)狀和問題,研究完善農村金融服務的方法和建議,意義重大。本文以河南省農村金融服務為研究對象,從公共管理的視角出發(fā),探討農村經(jīng)濟發(fā)展與農村金融服務之間的關系,提出政府在完善農村金融服務工作中的職能轉換問題,并從實踐出發(fā),分析以河南省農村信用社為農村金融主力軍的金融機構在支持地方農村經(jīng)濟建設方面的貢獻和不足,存在的問題和今后改進的方向。結合公共管理學的理念思路以及公共經(jīng)濟學的理論方法,對當前農村金融體系發(fā)揮支農功能的服務現(xiàn)狀、存在問題、背后的原因進行了調查分析,并對今后加強農村金融服務的優(yōu)化建設進行了探討。本論文主要由五個部分構成,第一部分導論,包括研究的背景、意義,國內外研究現(xiàn)狀,研究的方法和工具;第二部分是公共管理視角下的農村金融服務,主要公共管理學角度揭示“三農”問題的根源以及金融需求者現(xiàn)實的服務需求,同時強調了政府方面的職能轉變;第三部分介紹了河南省農村金融服務的現(xiàn)狀,包括農村金融服務體系、目前的發(fā)展成效、存在的問題等;第四部分針對前文中所提出的問題進行了原因分析;第五部分主要根據(jù)河南省現(xiàn)行農村金融服務發(fā)展現(xiàn)狀,提出解決現(xiàn)實問題的思路。政府應深入完善農村金融服務體系,持續(xù)激發(fā)農村金融市場活力。
[Abstract]:As an important link to realize the development of urban and rural integration, rural financial service has always been the focus of attention of the Party and the government. In the report of the 18th National Congress of the Communist Party of China, a comprehensive and detailed explanation was made on the goal of promoting the integration of urban and rural areas, which is enough to show the importance the government attaches to solving the agricultural problems of rural farmers. As an important link in the issue of agriculture, rural areas and farmers, rural financial services are closely related to the stable development of rural economy. Therefore, it is of great significance to analyze the present situation and problems of rural financial services and to study the methods and suggestions to perfect rural financial services in the process of the development of new urbanization. This paper takes the rural financial service of Henan Province as the research object, from the perspective of public management, discusses the relationship between the rural economic development and the rural financial service, and puts forward the question of the transformation of the government's function in perfecting the rural financial service. Based on the practice, the paper analyzes the contributions and shortcomings of the financial institutions in supporting the local rural economic construction, the existing problems and the direction of improvement in the future, which take Henan Rural Credit Cooperatives as the main force of rural finance. Combined with the idea of public management and the theory and method of public economics, this paper investigates and analyzes the present service status, problems and reasons behind the rural financial system's function of supporting agriculture. It also discusses the optimization of rural financial services in the future. This thesis consists of five parts: the first part is the introduction, including the background, significance, research status, research methods and tools; the second part is the rural financial services from the perspective of public management, the first part is the introduction, including the research background, the significance, the domestic and foreign research present situation, the research method and the tool. The main public management angle reveals the root of the "three rural" problem and the actual service demand of the financial demanders, at the same time, it emphasizes the function transformation of the government. The third part introduces the present situation of the rural financial service in Henan Province. Including the rural financial service system, the current development results, existing problems; the fourth part of the reasons for the problems raised above; the fifth part is mainly based on the current development of rural financial services in Henan Province, The idea of solving the practical problems is put forward. The government should further improve the rural financial service system and continuously stimulate the rural financial market vitality.
