【摘要】：互聯(lián)網(wǎng)金融是網(wǎng)絡(luò)時(shí)代金融業(yè)的重大創(chuàng)新,它的運(yùn)行具有重要價(jià)值。但互聯(lián)網(wǎng)金融在經(jīng)濟(jì)的順周期性效應(yīng)下蘊(yùn)藏著巨大的風(fēng)險(xiǎn),為了保證金融的健康運(yùn)行,必須進(jìn)行逆周期監(jiān)管。本文分析了互聯(lián)網(wǎng)金融順周期性效應(yīng)問題,揭示了互聯(lián)網(wǎng)金融在順周期性效應(yīng)下的運(yùn)行風(fēng)險(xiǎn)及其特點(diǎn),基于此,建議建立順周期效應(yīng)下互聯(lián)網(wǎng)金融運(yùn)行的專業(yè)化監(jiān)管機(jī)構(gòu),加強(qiáng)順周期效應(yīng)下互聯(lián)網(wǎng)金融運(yùn)行的信息網(wǎng)絡(luò)化建設(shè),完善順周期性下互聯(lián)網(wǎng)金融運(yùn)行的動(dòng)態(tài)撥備計(jì)提制度,加強(qiáng)互聯(lián)網(wǎng)金融運(yùn)行的風(fēng)險(xiǎn)預(yù)警與安全評(píng)估機(jī)制,以及加強(qiáng)立法監(jiān)管等緩釋互聯(lián)網(wǎng)金融順周期性風(fēng)險(xiǎn)。
[Abstract]:Internet finance is a major innovation of the financial industry in the network age, and its operation has important value. However, Internet finance has great risks under the pro-cyclical effect of economy. In order to ensure the healthy operation of finance, countercyclical supervision must be carried out. This paper analyzes the problem of the procyclical effect of Internet finance, reveals the operational risk and its characteristics of Internet finance under the procyclical effect, and based on this, proposes to establish a specialized regulatory body for the operation of Internet finance under the procyclical effect. Strengthen the information network construction of Internet financial operation under the procyclical effect, perfect the dynamic provision and provision system of Internet financial operation under the pro-cyclicality, and strengthen the risk warning and security assessment mechanism of Internet financial operation. As well as strengthening legislative supervision and other mitigation of Internet finance pro-cyclical risk.
