【摘要】：隨著我國的經濟飛速發(fā)展,農村地區(qū)的金融服務需求也逐漸增加,農民對于金融服務的需求也日趨旺盛。但是,農村的金融服務需求主體為大量分散的小規(guī)模農戶,所從事的農業(yè)生產行業(yè)具有較高的自然風險和市場風險,且缺少有效貸款的抵押物,容易造成金融機構債權懸空,這也是目前各金融機構向農戶或農村企業(yè)投放貸款意愿不強的原因,導致了目前我國農村地區(qū)的金融服務發(fā)展緩慢,對農村經濟的發(fā)展需求不能提供有效支持。在這種背景下,吉林省自發(fā)的出現了新型的的農村金融互助組織,即本文研究的農村資金互助社。本文首先對戰(zhàn)略理論進行了簡要的概述,對農村資金互助社的國家政策背景、發(fā)展現狀、組織結構和一些理論分析進行了簡要的總結和描述。其次通過對吉林省農村區(qū)域的相關國家政策、農村金融經濟的支持政策、人口、收入水平、消費構成、地區(qū)生產總值和就業(yè)人口等要素進行了分析,對吉林省農村資金互助社的宏觀外部環(huán)境按照PEST模型進行了分析。在PEST分析的基礎上,本文通過SWOT分析方法對互助社進行了定性的分析,并將定性分析結果與定量分析相結合,互相印證,得出發(fā)展中的各項優(yōu)劣勢、機遇以及威脅的定性分析結論。最后,通過對目前吉林省農村資金互助社的PEST和SWOT分析結論,提出目前我國農村資金互助社維持健康發(fā)展的戰(zhàn)略方案設計。同時,本文提出了農村資金互助社的發(fā)展的困境,其優(yōu)勢很大程度上是由于沒有合法地位、監(jiān)管缺失等劣勢和威脅所產生。隨著國家政策的進一步完善,農村資金互助社的作用將會逐漸減弱。納入監(jiān)管之后,也會因為互助社其自身的劣勢和局限性的問題而被其他金融機構的服務所取代。最后通過各個方面的分析,本文站在政府政策制定的角度,從最優(yōu)化金融市場的方向上,提出了吉林省農村資金互助社的保障及相關風險防范措施。
[Abstract]:With the rapid development of China's economy, the demand for financial services in rural areas is increasing gradually, and the demand of farmers for financial services is also increasing. However, the main body of rural financial service demand is a large number of scattered small-scale farmers, engaged in agricultural production industry has a higher natural risk and market risk, and the lack of effective loan collateral, easy to cause financial institutions debt hanging, This is also the reason why the financial institutions are not willing to lend to farmers or rural enterprises at present, which leads to the slow development of financial services in rural areas, which can not provide effective support to the development needs of rural economy. In this context, Jilin Province spontaneously emerged a new type of rural financial mutual aid organization, namely, the rural fund mutual aid society studied in this paper. Firstly, this paper gives a brief overview of the strategic theory, and briefly summarizes and describes the national policy background, the current situation of development, the organizational structure and some theoretical analysis of rural mutual fund cooperatives. Secondly, through the analysis of the relevant national policies in rural areas of Jilin Province, the supporting policies of rural finance and economy, population, income level, consumption composition, regional GDP and employed population, etc. The macro external environment of Jilin Province Rural Fund Credit Association is analyzed according to PEST model. On the basis of PEST analysis, this paper makes a qualitative analysis of the mutual aid association by SWOT analysis method, and combines the qualitative analysis results with the quantitative analysis, and verifies each other, and obtains the advantages and disadvantages of the development. Qualitative analysis of opportunities and threats. Finally, by analyzing the conclusions of PEST and SWOT of Jilin Province Rural Fund Credit Association, the paper puts forward the strategic design of maintaining the healthy development of the Rural Fund Credit Society of our country at present. At the same time, this paper puts forward the dilemma of the development of rural mutual fund cooperatives, which is due to the disadvantages and threats, such as lack of legal status, lack of supervision and so on. With the further improvement of national policies, the role of rural mutual fund cooperatives will gradually weaken. After regulation, it will be replaced by the services of other financial institutions because of its own disadvantages and limitations. Finally, through the analysis of various aspects, this paper puts forward the guarantee and risk prevention measures of Jilin Province Rural Fund Mutual Assistance Society from the angle of government policy making and from the direction of optimizing financial market.
