湖北農(nóng)村信息化水平與普惠金融發(fā)展的相關(guān)性研究

【摘要】:普惠金融意在為小微企業(yè)、農(nóng)民、城鎮(zhèn)低收入人群等弱勢群體提供適當(dāng)、有效的金融服務(wù),填補(bǔ)傳統(tǒng)金融服務(wù)忽視地區(qū)的“金融空白”。各項(xiàng)政策措施的出臺(tái)使得普惠金融的發(fā)展有了長足的進(jìn)步,然而政府的大力支持并不能完全解決地域偏遠(yuǎn)、經(jīng)濟(jì)落后縣域地區(qū)的各種金融難題,如社會(huì)征信系統(tǒng)發(fā)展滯后;缺乏健全的信息共享機(jī)制;金融交易頻率仍較低;金融機(jī)構(gòu)投入金融產(chǎn)品和服務(wù)的意愿不強(qiáng);金融創(chuàng)新能力普遍不足等。信息經(jīng)濟(jì)學(xué)理論認(rèn)為,信息技術(shù)對(duì)經(jīng)濟(jì)增長和金融發(fā)展具有重要作用,其便捷性、低成本性、安全性等優(yōu)勢能在一定程度上提高金融的發(fā)展效率和普惠程度。這種通過運(yùn)用新的信息技術(shù),使以知識(shí)和信息為基礎(chǔ)的生產(chǎn)效率得以提高的過程即為信息化過程,因此,全面提升縣域信息化發(fā)展水平,可以有效改善縣域金融服務(wù)的環(huán)境,促進(jìn)縣域地區(qū)金融活動(dòng)的發(fā)展。本文從產(chǎn)業(yè)發(fā)展視角出發(fā),運(yùn)用信息資源水平、信息基礎(chǔ)設(shè)施建設(shè)、信息技術(shù)應(yīng)用、信息產(chǎn)業(yè)發(fā)展、信息化人才以及信息化外部環(huán)境六個(gè)維度形成了信息化發(fā)展水平測評(píng)體系,綜合考慮框架中的基礎(chǔ)設(shè)施、信息資源、人才資源和技術(shù)應(yīng)用等多方面因素,并通過金融服務(wù)可得性、金融服務(wù)使用情況和金融產(chǎn)品與服務(wù)質(zhì)量三個(gè)維度構(gòu)建了普惠金融測度框架,再使用湖北省2006-2014年的縣域數(shù)據(jù)計(jì)算出各縣各年的信息化發(fā)展指數(shù)和普惠金融指數(shù),以直觀的圖表方式反映測度結(jié)果,并對(duì)各縣域信息化發(fā)展水平和普惠金融發(fā)展水平進(jìn)行區(qū)域劃分和現(xiàn)狀分析,最后以信息化水平和普惠金融水平為研究對(duì)象,建立面板數(shù)據(jù)模型實(shí)證探究二者之間的相關(guān)性。研究結(jié)果表明:2006-2014年湖北省縣域信息化水平總體發(fā)展態(tài)勢較好,普惠金融發(fā)展總體情況良好。從地域分布來看,湖北省中、東部縣域信息化發(fā)展水平較高,西部縣域水平較低;中部江漢平原地區(qū)縣域普惠金融水平較高,少數(shù)民族地區(qū)、邊緣交界地帶發(fā)展欠佳。從模型估計(jì)結(jié)果來看,在湖北省農(nóng)業(yè)、政府、財(cái)政、教育和金融機(jī)構(gòu)等各個(gè)部門協(xié)同合作的條件下,發(fā)展縣域信息化水平能進(jìn)一步有效提高普惠金融程度。因此,為促進(jìn)縣域普惠金融的發(fā)展,本文提出推廣移動(dòng)銀行、智能支付、電子化金融等信息技術(shù)應(yīng)用,鼓勵(lì)運(yùn)用“互聯(lián)網(wǎng)金融”模式解決融資問題,加強(qiáng)信息化基礎(chǔ)設(shè)施建設(shè)以深化網(wǎng)絡(luò)應(yīng)用,提升縣域農(nóng)業(yè)“互聯(lián)網(wǎng)+”的滲透率及推進(jìn)電商金融業(yè)務(wù)發(fā)展等政策建議。
[Abstract]:Inclusive finance is intended to provide appropriate and effective financial services to small and micro enterprises, farmers, low-income groups in cities and towns, and to fill the "financial gap" in areas neglected by traditional financial services.The introduction of various policies and measures has made great progress in the development of inclusive finance. However, the government's strong support can not completely solve all kinds of financial problems in remote areas and economically backward counties, such as the development of social credit system lags behind;Lack of sound information sharing mechanism; the frequency of financial transactions is still low; the willingness of financial institutions to invest in financial products and services is not strong; the ability of financial innovation is generally inadequate.The theory of information economics holds that information technology plays an important role in economic growth and financial development, and its advantages such as convenience, low cost and security can to a certain extent improve the efficiency of financial development and the degree of inclusiveness.This process of improving production efficiency based on knowledge and information through the use of new information technology is the process of informatization. Therefore, comprehensively improving the level of information development at the county level can effectively improve the environment of financial services at the county level.To promote the development of regional financial activities at the county level.From the perspective of industrial development, this paper forms an information development level evaluation system based on six dimensions: the level of information resources, the construction of information infrastructure, the application of information technology, the development of information industry, the information talents and the information external environment.Taking into account a wide range of infrastructure, information resources, human resources and technology applications in the framework, and through the availability of financial services,Three dimensions of financial service use and financial product and service quality construct inclusive financial measurement framework, and then use the county data of Hubei Province from 2006 to 2014 to calculate the informatization development index and inclusive financial index of each county in each year, and then use the data of Hubei Province from 2006 to 2014 to calculate the informatization development index and inclusive financial index of each county.This paper presents the measurement results in an intuitive chart, and analyzes the regional division and current situation of the development level of informatization and inclusive finance in various counties. Finally, it takes the level of informatization and the level of inclusive finance as the research object.Establish panel data model to explore the correlation between the two.The results show that the overall level of county informatization in Hubei Province from 2006 to 2014 is good, and the overall development of inclusive finance is good.From the regional distribution point of view, in Hubei Province, the level of information development in eastern counties is higher, the level in western counties is lower; in the central Jianghan Plain, the level of inclusive finance in counties is relatively high, and the development of minority areas and borderline areas is poor.According to the results of model estimation, under the condition of cooperative cooperation among agriculture, government, finance, education and financial institutions in Hubei Province, the development of county level of informatization can further improve the level of inclusive finance.Therefore, in order to promote the development of county inclusive finance, this paper proposes to promote the application of information technology, such as mobile banking, intelligent payment, electronic finance and so on, to encourage the use of "Internet finance" model to solve financing problems.Strengthen the construction of information infrastructure to deepen the network application, improve the penetration of the county agricultural "Internet" and promote the development of e-commerce and financial services and other policy recommendations.
